So, I started this Playtrough with the Intention of founding the HRE. All is going well I have 4 Kingdoms under my Rule, I'm Independent so on and so on. I only Lack around 28 County's to reach the 140 counties I need to Form the HRE. Problem was/is, I'm a tad old, around 65 and my wife had 6 sons so far. If I die my Realm falls apart for I have not yet reached a point we're I can envoke favorable succession laws. So I decided to found the Empire of Germany to Protect my realm. I did and now the Decision to found the HRE is gone. Do I have to be King to found the HRE? Does my decision to found an Empire negates the HRE Decision and if that it is, how can I fix it?

Unfortunately yes, you can't found the HRE if you are already an Emperor.

The only way to fix it is to destroy or lose the empire title somehow. One way is to make it elective and vote for someone else. But then you're probably left with just one kingdom so it still sucks.

Honestly in your position I would just rename Germany to "Holy Roman Empire" and play that way.

Well I can't destroy my Primary Title. Hmmmm, damn it, oh well, I will rename Germany to HRE and envoke Feudal Election Laws than it's almost the same . Maybe a soon as I have High Partition I can find a workaround to lose the Emporer Title and not loosing all my Kingdom Titels and then found the HRE.

Yep, you have to be a king to do it. No reason to be crowned an Emperor if you already are one. No real way for you to reverse that beyond find a way to lose your title and working to rebuild.
If you founded the Empire of Germany, though, you can just rename it and pretend it's the HRE. Not much difference, really, all things considered.

You could make a dissolution faction fire by unjustly imprisoning one of their members then auto accepting demands. You should've just let your old man die and then reconquered your brothers kingdoms as youll have claims on each other

Well I considered it but atm my little HRE without the decision is just to glorious. I also envoke Feudal Election to get as close as possible to the HRE law. So for the moment I'm good. But let a dissolution Faction Autofire is a good idea, maybe I'll try it. Thanks.

Reconquering the brothers' lands is the correct choice.

A dissolution faction... could work, if you get one that forms, but the problem there is that his brothers will have inherited the other Kingdoms, which is a wrench in the works. Mainly because the primary heir doesn't get claims on siblings titles except for titles of the top rank (or maybe claims on titles in new realms created when there's multiple realms created; I forget if you can just reunite the realm or get claims on anything not in your realm). If they've already undergone succession, then they'd have no way to reclaim the other kingdoms (and in fact, they would remain vulnerable to others claiming his kingdom).

Any new independent realm you get claims on, thats why as Robert the fox you don't always want to form sicily asap
