I just picked up the Terraforming tech in my game. I appear to instantly be able to convert from any of the main 9 times, AND Tomb Worlds to any of the main 9 types.

There's one size 25, unpopulated Arid world in my borders that I can't seem to terraform. There's no anomaly on the planet. Any ideas what might be up?

Nope, there's a simple popup that says "Terraform Planet"

Double check you situation log, also select a science ship and then a construction ship while looking at the planetary system in galaxy view. It is acting like a anomaly is on the planet. Oh also check if there are any inhabitants like robots or presentients. That would also stop it.

I'd checked for this previously, it's sure behaving like there's an anomoly - I'll check again.

Science Ship right click: No actions, moves there
Construction Ship right click: Gives "Build Megastructure/Move Here" popup
Planet population: 0 (Same screenshot as before)

I'm on the 2.2.3 beta. Possible bug?

Are you on iron man? I personally have not run into this particular bug. If not on iron man, select the planet, go into console and the type in "planet_class pc_tropical". See if that changes it and you can terraform it. Make sure to make a safe named save of your game before doing this.

I'm on Ironman. Let me check this pre-sapients theory.

Yup - there they are on the population tab.

Policies > Pre-Sapients is currently "Protected". Where should I set this to be able to terraform the planet? Options are "Tolerated", "Hunted", "Extermination". Tolerated seems about right for my gameplay, but I want this planet as my own.

There's no indication anywhere that this is the reason I can't terraform - maybe an improved tooltip?

EDIT: "Tolerated" is enough to let me terraform.

Protected is the only one that keeps you from terraforming planets with pre-sentients. Terraforming a planet with pre-sentients kills them all off.

Uplifting a pre-sentient species always gives a one time bonus of 500 influence. For that reason I'd always recommend protecting them. After you uplift them you can displace or purge them or do whatever you like.
