Hello! Welcome to World in Revolution: 1861 Mk. II! This game is a revitalization of the old World in Revolution: 1861, which was created after the old Balance of Power: 1946 finally ended. It was a joint collaboration by myself, Frymonmon, and another Balance of Power player, Red Cesar, who has since left in the World in Revolution Community.

Nation Registration is: Open/CLOSED
32/32 Nations Selected

The idea behind this game is the same as the other World in Revolutions. You must take the reins of a nation, starting on January 1st, 1861. As it stands, the Republic of South Carolina has nullified its signing of the Constitution of the United States, proclaiming itself an Independent nation after the election of Abraham Lincoln, a Republican, to the Presidency. The rest of the American Slave South sits by, simmering, waiting for action. Now, while this is a prominent part of the game, it is by no means the entire thing. Your job, as the player, will be to take any one of many nations, and react to the changing world situations around you. Unlike the previous World in Revolution games, 1861 Mk. II shall be focused on sticking to realism. Extensive research has been done for stats, as well as knowledge about this time period used, to produce what is an accurate, to the best of my ability, starting point. In order to ensure that things do not get out of hand, I will remove players quickly that begin to try outlandish schemes. This means, yes, that trapping Gorillas and letting them loose in Washington D.C. will not be happening.

Rules & Procedures

The rules for this game are fairly simple. You send your orders to me, Frymonmon. Orders will be explained below, as there are several different types for several levels. The orders will be written by myself, Frymonmon.

Each turn shall take the span of an entire year. We start off in January of 1861. These turns shall be the bulk of the game, but there will be other, smaller updated, called Mini-Updates. They may be simple, mundane things, or they may be about large, expansive battles. After every 15 Turns, which is 15 in-game years, I will write a single 5-Year update that helps to rebalance, refreshen, and revitalise the game.

Now, what is the purpose of this game? It is to guide your nation through the Victorian Era. This means controlling many of the aspects of your nation, acting as the Head of State and the Head of Government. There will be times, however, where if you have a Legislature or a Judiciary that you do not control, I, as the Game Moderator (GM) will intervene to act as them. I shall not do this often, but it will be a method I use to keep the orders and the nations in check. Your population is also a problem, provided you begin to infringe upon their rights and go against what they wish to. You are free to try and oppress them and keep control of your country, but the implications may be dire for you. World in Revolution is built upon many underlying factors, none of which you should be worried about, as it will all be up to the GMs to deal with. You may, however, ask the GMs for a "Mood of your Nation", in which we will give you an idea of how your population is doing and what they are thinking.

Orders

A Nation shall submit their orders to me via Private Message. In the title of this message it MUST have your country's name and the date, as well as the months this order is for. For example, for the United Kingdom in 1863, it would read "WiR - United Kingdom 1863"

Orders are simple, there are just a few categories for them. In the overall statistics, you will notice that you have a ranking and a score, classifying you as a Great Power, Secondary Power, Civilised, or Uncivilised. If you are a Great Power, you are entitled to have 3 Normal Orders, which encompass everything not doing with warfare or colonial affairs. You also have a National Focus order which can be placed on any order that is NOT a war order. If you are a Great Power and have colonies, you are entitled to 1 Colonial Order. If you are at war, you may send in 3 War Orders. You may NOT use a Colonial Order to establish colonies. A Great Power is ranked #1 to #6, and is Bolded in the stats. If you are a Secondary Power, you are entitled 3 Normal Orders, 1 Colonial Order, and 2 War Orders. A Secondary Power is ranked #7 to #10 and is Underlined in the stats. A civilised nation is entitled to 2 normal orders, 1 colonial order, and 2 War Orders. They are indicated by the plain text in the stats. Finally, an Uncivilised nation is entitled to 1 Normal Order, 1 War Order, and 1 Treaty Order. They are Italicized in the stats.

From the time when I initiate it, until there is no longer any unclaimed land left on the map, the top 12 Civilised Nations get an extra "Imperialism" order, which they can use to help claim this land as their own. It may NOT be used to improve your own country under the ruse of "eventually" getting to Africa.

IRC Channel

The IRC Channel is where a lot of discussion takes place, both in character and out of character. It is the true heartbeat of World in Revolution, as everyone gathers to discuss in-game and out of game issues. While it is not mandatory to be on the IRC Channel and to play World in Revolution, it is strongly recommended.

National Statistics

National Statistics, also called "Stats", are the main thing that keep World in Revolution moving along. They are mostly all automated and kept in a Microsoft Excel Document, but they are quite complex. But for you, the player, it is rather simple. Let us take a look at the Emirate of Afghanistan to display how they work.

Civilising Requirements

In order for a nation to Civilise, they must achieve Poor quality in Infrastructural, Army Level, and Navy Level, and one of the three must be Average, along with the other two being Poor. That nation must also have 30 Prestige, a positive Income Balance, and an Education Rate of over 25 percent. While these tasks are hard to achieve, many of the Uncivilised nations are not all that advanced to begin with, and these levels would be enough to have them considered to be Civilised.

If we see a CSA I'd like to play as them. Always had an interest in the American Civil war since I was a kid.

Miramolinus Dost Mohammad Khan, Emir of Afghanistan, Heir to the Empire of Timur, Heir to the Empire of Genghis, Heir to the Durrani Empire, looks to bring Afghanistan out of its isolation. The Emirate has survived the machinations of the Great Powers of this world and stands ready to enter the stage. We are willing to look past the discretions of history and offer a hand of peace to the United Kingdom and to Russia. The Emirate must work together with its neighbours to become the state the Emir wishes it to be, one where Afghanistan is ushered back into a new golden age.

The Emirate has stood strong in the face of adversity, and we will stand strong many times more, but we shall take our place on the world stage.

The Republic of South Carolina
Animus Opibusque Parati

The election of the would-be tyrant, Lincoln, has spurred the creation of the new South Carolinian Republic! Any and all attempts at violating the rights of ourselves as white men - and as the former citizens of the Union - have been prevented. The failure of the federal government to support the doctrine of nullification and the Northern States' repeated attempts to secure for themselves the freedom of negroes across the Southern States violates the American constitutional rights to property and to, quote-unquote, "be secure in their persons, houses, papers, and effects". Many northerners would wish to see these rights taken from you; to that I say, "treason"! Treason to the highest degree! We shall not forfeit the God-given rights of all Southerners, all men so privileged to once be a part of that Union which is now so dedicated to destroying the foundation of constitutional rights. We must rise, we must refuse any and all attempts to seize our property, our rights, and our honor! We cannot let such a disgrace occur.

Those that seek true prosperity, true liberty, and true freedom; the enemy is not us. Rather, it is those that walk among you, those that claim to fight for liberty and at the same moment pursue the plan to destroy that constitution which they claim to uphold! Join those that seek liberty and justice, those that seek to protect their honor...

May God Bless the people of South Carolina and the people of the South.

The French people will continue to see investment and protection under the House of Bonaparte. The Empire has much work ahead of it still to continue to maintain our rightful place in the world and to guarantee protection and prosperity for the French people. Railroads will unite the French people and give the Empire a way to revitalize it and bring back the growth of the Empire. The current economic troubles stem in part from a decline in the quality of our infrastructure compared to that of other peoples. Railroads move our citizens and goods around so that each village may feel itself the neighbor of any part of the Empire. We will also settle the problem in Asia to protect the Catholics and missionaries doing their good work in the region.

The Kingdom of Italy is not yet complete. The capital needs to be, nay has to be Roma. By the Grace of God and the people of Italia, we shall retake Roma by any means necessary. Be it 5 days or 500 years, Roma shall again be Italian. It is the heart and soul of Italy and the Italian people. I prostrate myself before God, but Roma and Italia are one and the same, and I plead to the Pope to understand this fully and completely.

~ King Vittorio Emanuele Maria Alberto Eugenio Ferdinando Tommaso di Savoia II of Italy

Mexicans!

Miramón and his lackeys have been defeated, and on this glorious day, I take my seat in Mexico City. The Reform war is over, but its consequences are still to be felt everyday, and the country needs unity if we want Mexico to regain its lost splendour. The war has been long and difficult, and now the time has come for us to rebuild, together.

The Catholic Church has always been a respectable and respected institution, and no one must believe the Government wants to forbid its cult. Catholicism is the religion of the majority of Mexicans, and needs an adequate status. A national reconciliation program, under the auspices of the Church which I hope will agree to provide a peaceful and neutral mediation, coupled to amnesty programs will be organized this year. The Mexican people need to understand that the Republic isn't partisan. The Republic isn't conservative or liberal, the Republic is the essence of the nation, the Republic and the country are the same idea, an idea that allows men to be free and equal.

Mexico is indebted, and will face these debts as a responsible and civilized country. But the Powers of the world need to understand that asking money from a country that can barely sustain its own expenses can't work perfectly. They need to show respect and consideration for our situation. We also need to renegotiate the McLane-Ocampo treaty with the government of the United States of America. Their Senate hasn't ratified it, but Mexico and America should work to have good relations. The convention between France, Spain, the United Kingdom and Prussia from last year has been heard, and the Mexican government is now entirely able to control its territory. Some foreign claims, notably the French loans to the rebels, are baseless and the Government sees no reason to reimburse them. A negotiation on these debts is deemed necessary, and we will organize it as soon as possible. ((Whenever Fry tells me my debt, actually))

Benito Pablo Juárez García, 26th president of Mexico

The Age of Liberalism

The British general election of 1859 brought back a ministry of Lord Palmerston at the head of an alliance of Whigs, Peelites, Radicals and Irish Brigade after the Conservative ministry of Lord Derby ended after barely a year. During that year Lord Palmerston had reformed the Whig party and its allies into what he called the Liberal Party. The leading figures of this new government were Lord Palmerston, Lord Russell, and William Gladstone. They favored social reform, personal liberty, reducing the powers of the Crown and the Church of England, avoidance of war and foreign alliances, and, above all, free trade. For a century free trade would be the one cause which could unite all Liberals.

The Montgomery Convention

As the year of 1861 had come and started to tick away, several more Southern States declared their independence from the United States. On January 9th, Mississippi declared Independence from the United States, followed the next day by Florida. While Alabama had been debating long into the night, on January 11th, they too declared their secession from the Union. A tense week passed, and the day before Abraham Lincoln's inauguration, Georgia too declared their independence from the United States. Upon taking office, President Lincoln refused to recognise the fact that these states were nations, or that they even left the Union in the first place. He called for restraint in the current situation, and asked that no rash actions be taken.

Not a week later, Louisiana declared secession from the Union. On the 1st of February, Texas declared her independence as well. The rest of the slave states sat and watched as the Deep South slowly removed themselves from the United States, still pondering on their actions. Tensions were headed in the Virginia Legislature, but no vote was called yet. The representatives of these seven states met in Montgomery, Alabama, ready to discuss the bonds they held with each other, and to plan for the future, away from the United States.

President Lincoln giving his Inaugural Address in Washington, D.C.

The Montgomery Convention, which had adopted a resolution to form the Confederate States of America, drafted a Provisional Confederate Constitution, and proclaimed themselves as an independent nation. As this was going on, former United States Senator Jefferson Davis was declared the Provisional President of the Confederate States. The convention was re-named to be the Provisional Confederate States Congress, operating as the proto-Legislative branch of the Confederate States. Any talks of Union with the United States failed, and President Davis, acting in his boundaries as President of the Confederate States and Commander in Chief of the Armed Forces, called up a 100,000 man Army to help defend the Nation. These men would be ready in due time, expecting to be mustered fully into service by the middle of the year.

Coming from Europe, Duke Ernest II of the Duchy of Saxe-Coburg and Gotha, appointed Ernest Raven as his Ambassador to the Confederate States, and while there was no official word or letter from his Government that this was a full, legal, recognition of the Confederate States, diplomats behind the scenes were scrambling, showing indications that, in private, Duke Ernest II had recognized them as an independent nation.

With the capitol designated as Montgomery, Alabama, the Confederate States of America entered into her first steps as an, unrecognised, independent nation. A long shot away from lonely South Carolina separating from the Union, the Deep South, which held almost 18 per cent of the nation's wealth, broke their bonds with the United States and desired to chart their own future, their own path. Many did not believe the secession movements were over, and the entire world waited and watched as the United States and the Confederate States prepared for what seemed to be an intense showdown.
