For the German States (Bavaria, Austria, Prussia). The Bundkorps have been mobilized by the diet, 60,000 troops under Prussia, 30,000 under Austria and 15,000 under Bavaria form the main contingent of this pan-German army. In addition, 2,500 Hannoverians, 1,000 Upper Rhenish (Baden-Wurttemburg), and 1,500 Saxons have joined the korps, as part of their governments' duty to the Frankfurt Diet. The Bundkorps nominally numbers 110,000 men. There are a few options for you three concerning the organization of this force.
1. Keep the Armies separate under their own state flag. Allow the smaller powers to attach themselves to a party of their own chosing, or go it alone. Note, this will damage prestige for failing to adhere to the German Confederation.
2. A loosely cohesive Bundkorps. Each of the armies are nominally part of the Bundkorps, and the Kommandant, but in effect they are do as they wish. The Bavarians and other smaller forces would fall under Bund control.
3. A strong Bundkorps. All of the armies will be merged into one grand force, with a complete chain of command, starting with whoever is appointed* as the Kommandant. The individual powers have very little control over the forces they've committed, if any at all.
In the case of 2 or 3, you will each nominate one commander for the Bundkorps. I will put forth a compromise candidate if no agreement is reached. The division of votes for the Kommandant is as follows:
30% Austria
25% Prussia
15% Bavaria
30% Other
