1. A British Mine.

In the United Kingdom, the first act of William Grenville, now Prime Minister after the death of Pitt the Younger was to invest heavily in the nations mines. The mine owners welcomed this investment and used it to good effect, modernising many parts of the mining process and greatly raising their efficiency. [-750 Gold from the United Kingdom, +75 Base Income to the United Kingdom]

Further success was found in the reformation of the army, where Moore continued to modernise the forces. Even the more conservative officers were forced to admit that the men Moore trained were a fine force, their rate of fire unmatched by any force in Europe and their discipline high, and an increase in the size of the artillery arm brought British firepower up to a more equal footing with most continental powers. [-250 Gold from the United Kingdom, +1 Army Level to the United Kingdom in 1 turn]

1807 also saw the return of 'Professor' Maximilian Frymooten von Haellstrom-Valtenburden-Sigmarton, this time with an endeavour to create a steam powered ship. Although his attempts were slightly against the law, this breach was avoided by all the experimentation happening upon the Isle of Mann. Racing against American competition, the Professor cut many corners and his work ended with a catastrophic boiler failure which, as with his previous constructions, caused many deaths. Some interesting lessons were learned however, and although the Americans did manage to finish their project first, the British were very close to success. [-250 Gold from the United Kingdom]

Grenville also saw fit to send arms and ammunition to the Spanish Fernandists, who put the guns to good use, using them to equip their men and replace ageing and worn out weapons. Costs were high, and the Fernandists had to use much of the equipment simply replacing obsolete gear, but the improvement was still significant. 2. French Conscripts going off to war.

In France, the Emperor ordered the draft to be called, resulting in an extra 100,000 men joining his forces. These new French conscripts were fine soldiers in high spirits, eager to take part in the glorious victories of their Emperor and comrades. The Emperor also called for a further 50,000 volunteers, the call was met, but propaganda and equipment came at a high price. [-2,000 Gold from France, +100,000 Conscripts to France]

The French again attempted to construct new industries, trying to set up a weapons factory in Paris. Work progressed slowly, and costs were great, but the construction did go ahead. [-3,500 Gold from France, +1 Industry to France in 5 turns]

Embarrassing news was received in late July, when it was discovered that a Frenchman, poorly disguised as a maid was discovered trying to steal war plans from the Russians. Supposedly, one of the guards spotted his moustache and challenged the spy, causing him to flee the scene. [-50 Gold from France]

Meanwhile, in the Austrian Empire, the Kaiser and his Government were frantically focusing on the Hungarian problem. Through a series of bribes, dinners and gifts, the Kaiser managed to woo many prominent nobles closer to his side, considerably improving the loyalty of many areas of the Empire. Unfortunatley for the Austrians, an offer of amnesty to the Hungarians went near completley unheeded. [+1 Stability to Austria, -400 Gold from Austria]

The Kaiser also ordered the purchase of new equipment for his military. Much of this weaponry came from the recently established arms factories in the United Kingdom, who could afford to give the Austrians cheap prices on bulk goods, allowing for a significant improvement in equipment levels. Further calls were put out for volunteers to fight the Hungarians, and the call was met easily by the Empire's people. The Hungarians were also mobilising their men, the Government calling up every able bodied person to fight for independence. This yielded a potentially huge number of soldiers for the Hungarian cause, but had the undesirable effects of destroying the Hungarian economy, turning people and the army against the Government and starving both citizens and soldiers of food and other supplies. After a full day of rioting, the Hungarian Government was marched out onto the palace walls at gunpoint and hung for all Budapest's citizens to see, a new, shaky and unstable Government replacing them, and facing the problem of mass desertions. [-175,000 Conscripts from Hungary, -90,000 Regulars from Hungary , Hungary bankrupt, Hungarian economy ruined, Hungary in anarchy, bakerydog removed]

3. Hungarian soldiers surrendering in large numbers to Austrian forces.

With the revolution crippling itself from within, it was a simple task for Archduke Charles to march on Budapest and capture the city, the meagre Hungarian opposition folding before his forces with great ease, many Hungarians even joining his forces. With the city back in Austrian hands, the revolution was near death, the remaining forces fell back to the countryside, seeking what shelter they could find and beginning a guerilla war. [+15,000 Regulars to Austria, Budapest fallen, Revolution now an insurgency]

In Russia, the Tsar continued his policy of economic improvement, this time targeting the Eastern Ukraine as an area of development. The nobles welcomed the funds given to them to improve the land, and improvements were indeed made, although the peasant folk saw none of this, and some of the nobles did seem to have excessively large supplies of wine, silver and other expensive goods. The Tsar also continued his policy of fortification, a large amount of money being poured into the Baltics. The Russians set up many forts, the idea being to force any invader to either plow through the area with heavy losses, or forego an attack on the capital in favour of other objectives deeper in Russia. Work progressed well, although the money allocated was nowhere near enough to fully fortify the area and some of the peasants did resent their shacks being torn down and replaced with redoubts. Furthermore, the Russians recruited yet more men for their army. Obviously unwilling to give up on the war, the Tsar received the full support of his nobles, who found that with many men called away from the fields, they could charge higher prices for grain and those make a larger profit. [+1 Stability to Russia, -428 Gold from Russia, +20,000 Regulars to Russia, +20,000 Conscripts to Russia]

In Germany, the Prussian King again attempted to bring more German states to his side. However, the severe defeats suffered against Napoleon served to convince many German states that if there was a time to join Prussia and oppose Napoleon, it was certainly not now. [-50 Gold from Prussia]

Greater success was found in efforts to modernise the Prussian education. In Konigsberg, a university was created to provide specialised education to the higher ranks of society, and several other establishments were opened in the nation. Whilst costs were high now, the benefits would surely be felt later on. [-200 Gold from Prussia, +50 Base Income to Prussia in 5 turns, -25 Base Income from Prussia for 5 turns]

4. Prussian officers meet to discuss military reform.

The King also tried yet again to modernise the military, and met initially with little progress. However, after the fall of Berlin and the decimation of the Prussian Army, many more conservative officers found it very hard to justify their position of opposition to reform, and whilst some diehards blamed commanders, soldiers or even the weather, it was clear to many that reform was needed. Although reforms would be hard whilst so actively engaged in war, the Prussians could still manage good progress. Furthermore, in order to placate the peasantry, the King called his nobles to a meeting in Konigsberg forced through several laws granting basic rights to many of the lower class. Although the Aristocrats challenged this move, the poor supported it and the King settled matters by having 2 Regiments of Guard infantry accompany him to the meeting.

Elsewhere in Germany the Bavarians were also busy. Playing on the large Liberal support found in Southern Germany as well as sympathies over the burning of Munich and the threat of the Freikorps the King managed to convince the rulers of Wurttemburg and Baden to adopt more Liberal constitutions. He also pushed for military reform, enlisting the help of several French officers. Progress was good, and the artillery arm in particular benefited from the extra funding it received, as well as its formation along the lines of the French model. Saxony was also seeing activity attempting to expand and modernise the army. The modernisation went poorly, with no real progress being made due to the military being involved in considerable action against the Prussians. Recruitment was more successful, although the number of recruits was lessened due to the sudden and dishonourable attack turning some against the war. [+15,000 Regulars to Saxony, -200 Gold from Saxony]

Attempts to set up a factory in Dresden also failed, with the usual factors which prevented industrialisation occurring. [-1000 Gold from Saxony]

Meanwhile in Spain, the Civil War experienced a major change, as the Fernandists and Loyalists both presented a document which promised many Liberal reforms for the nation. This caused a split among the Constitucionalistas, who fractured between the Republicano, Loyalist and Fernandist factions. The more left wing of them joined the Republicanos, while the majority of the right wing of the group joined the Fernandists, encouraged by the more detailed proposal presented by them. [+10,000 Regulars to Fernandist Spain, +15,000 Conscripts to Fernandist Spain, +7,500 Regulars to Loyalist Spain, +12,000 Conscripts to Loyalist Spain]

The Fernandists also managed to secure considerable financial backing, the Rothschild's supplying a huge amount of money to them which would greatly strengthen their position, although the costs of repayment would be large indeed. The Spanish also managed to secure considerable backing from their own nobles, who secured several favourable Government positions, titles and commands in return for their generous donations. This new funding was put to good use, the Fernandists spreading propaganda throughout Spain and recruiting men to their cause. These moves were even more effective than anticipated, with many flocking to the Fernandist banner. News from the battlefield was less in the Fernandist favour however. Although they made gains in the North and West, in the South, Loyalist forces broke through and opened a corridor to Cadiz, and the Republicano enclaves in the North still held firm against Fernandist attack, although they were by now very low on supplies. Losses were high on all sides, and fighting was brutal, with entire villages being massacred if suspected of supporting the other side. Furthermore, the Portuguese added to the chaos by invading Galicia. Portuguese troops marched in high spirits and were greeted by some Galicians as liberators. After securing the province, the Portuguese declared its annexation, which angered many Galicians but was supported by many others. Light guerilla activity followed, causing some losses to the Portuguese. Meanwhile, in Scandinavia the Swedish King ordered a drastic expansion of the army. Although the defeats in Germany did dissuade some, the Swedish still managed to muster a sizeable force, enlarging their already strong army. [+40,000 Regulars to Sweden, -320 Gold from Sweden]

In Denmark, measures were taken to remove corrupt Danish officials from the Governance and Norway and replace them with loyal Norwegians. Many Danes resented this move, and resistance was particularly fierce amongst the Aristocracy, however, the move pleased Norwegians and did much to cool their anger. The net result was simply to cost the Danes some money due to the changing administration. [-50 Gold from Denmark]

More successful was a call by the Government for public donations, which gathered quite some support. The money gained was then poured into the Danish education system, in which the Church was encouraged to play a large part. In Switzerland the Government decided to ask for money from their citizens, which they would then pay back with interest at a later date. Many citizens liked this idea, keen to make a profit and support the war, and income increased. [+500 Gold to Switzerland, -750 Gold from Switzerland when war ends]

The Swiss also joined the collection of nations who would try and fail to encourage industrial growth. As with the other nations, the project failed after great expense. Furthermore, attempts to improve roads between major cities also had little effect, the roads already being as improved as they could practically get. [-1,150 Gold from Switzerland]

New cannons were also brought from the French, increasing the Swiss army's effectiveness, albeit at high cost. [+1 Army level to Switzerland, -250 Gold from Switzerland]

In Italy, the Neapolitans went on a huge recruitment drive, raising some 60,000 soldiers and militia to defend the nation. Such a large force raised by such a small country could be seen as foolish by many, but the Neapolitans must have sought such strength for a reason. [+30,000 Regulars to Naples, +30,000 Conscripts to Naples, -480 Gold from Naples]

The King also ordered an improvement of infrastructure. Spending was small, as were the improvements, but there was a noticeable increase in income. [-100 Gold from Naples, +10 Base Income to Naples]

The Italian Republic was also busy, their navy patrolling the Western Mediterranean and trying to intercept enemy cargo vessels. Although they skirmished several times with armed merchants and coalition frigates they managed to avoid major engagements and captured several large prizes. [+250 Gold to the Italian Republic]

The Italians also began trading with the Swiss, boosting both nations income and helping create ties between them. The 2 nations also signed a defensive alliance. [+10 Trade Balance to the Italian Republic, +10 Trade Balance to Switzerland]

Moves were also made to improve infrastructure and setup industry. The industrial efforts failed for much the same reasons as for the other nations across Europe. However, efforts to improve infrastructure proved far more successful. [-400 Gold from the Italian Republic, +25 Base Income to Italy]

Upon hearing of the famed inventor Robert Fulton and Robert Livingston's attempt to create the first successful commercial steamboat, and of Fulton's previous steamboat attempts on the Seine in France, Congress authorized a large amount of funding for the new project. Despite criticism and ridicule, Fulton's steamboat proved to be the a great success. A success which sparked a small industrial boom in the Northeast of the country. The United States begins an ambitious project to link the Eastern Seaboard with new Western Settlements. The costs of this massive program were barely even imaginable at the time. The 363 mile long canal would connect Albany on the Hudson River, to Buffalo on Lake Erie. The channel was 40 feet wide and 4 feet deep, allowing for barges and boats with drafts of up 3.5 feet to traverse the canal. In time these route would prove to greatly aid nation's expansion westwards and would drastically reduce the cost of transporting goods to market. 8. Arguments over the status of Cuba grow violent.

Congress also attempted to pass a few bills pertaining to the admittance of new states that year. Cuba was admitted as a state in the union however, it was decided that the issue of slavery would be put to the vote in Cuba. This lead to series of skirmishes between those that desired Cuba to enter as a free state and those that desired to see it enter as a slave state. As of December 1807, the situation remains unresolved with both sides looking to Congress for a solution. November saw Louisiana was quickly admitted to the union as a new slave state, however, to balance the admittance of the new slave state, the District of Maine was split off from Massachusetts, and admitted as a free state. Furthermore, it was agreed that no slave states would be admitted north of the 36°80' Parallel North, an agreement coined the Louisiana Compromise. Question of everybody's mind was now the status of Cuba. [Cuba, Louisiana, and Maine are now states, violence in Cuba, -1 Stability from the USA]

Several bills attempting to increase agricultural production are introduced during the 1807 legislative session, but bickering over the admission of new states stalls the issue and the bills are never put to a vote.

The British attempts to colonise the Northwest of the North American continent continued. Although a colony was established near Russian territory, a fire broke out and destroyed several buildings, leaving the colonists to the mercy of the elements and forcing them to abandon the attempt. The United Kingdom was able to successful conclude its Caribbean Campaign in 1807, however the as the campaign dragged on more and more soldiers succumbed to malaria and other tropical diseases as they pushed into the last areas controlled by the Spanish forces. [-2,500 regulars from the United Kingdom, Spanish Hispaniola under the control of the UK]

In Paraguay, an attempt was made to persuade many of the current poorly trained and equipped freedom fighters so they could be integrated into the regular military. However this program largely failed in that many of the potential enlistees desired to go home to their families. There was also an expansive program improve basic education across Paraguay, the government poured money into this program and many young people began to learn. Upon hearing of this new program, several new immigrants flock to the young nation.

1807 saw the beginnings of a construction program aimed at bettering the infrastructure of the nation. Though expensive, the program laid the ground work for the improved flow of people and goods across the nation. [+25 Base Income to Paraguay in 3 turns, - 75 Gold from Paraguay]

That year also saw the government also attempted to raise number of regular soldier in the army, however do large national deficit, plans were postponed.

The independence movements in the Spanish Americas were blossoming following the collapse of the Spanish Government in Europe and the withdrawal of troops from the colonies.

In Northern South America, Simon Bolivar quickly leads the charge and proclaims the Republic of Gran Colombia. Young republic is unstable with sectionalism rife, however, all agreed to put their differences aside until all was liberated. [Gran Colombia Independent, strong regionalism, possible revolts]

In Southern South America, San Martin manages to unite La Plata and Chile as the nation of La Plata. Again there is a strong sense of regionalism, yet the desire for independence overwhelms this. [La Plata Independent, strong regionalism, possible revolts][/QUOTE]

Afrika

The Danish again attempted to found a colony, this time just North of the Cape. As with the previous efforts, the colony soon failed due to the unpreparedness of the Europeans for the harshness of Afrika. [-75 Gold from Denmark]

Asia

In Japan, the shogun is more successful at creating the cherry blossom festival than he was last year. Great celebrations are held upon the melting of the snow and the sight of the first blossom. Music is played in the streets, food is consumed and paper lanterns cast a warm nightly glow in the skies. The Japanese people enjoy the beauty of the season. Never before have they been so happy and content.[-500 Gold from Japan, +1 Stability to Japan]

Another large success over last year’s attempt was on the creation of modern firearms. The armouries of the shogun purchased some early Charleville muskets as well as their plans. After many tries and at a great cost, the armouries had successfully managed to create a variant of the muskets. Their quality is lower, they aren’t just as reliable and their production is painfully slow. However, Japan does now have relativley modern firearms. Another great achievement comes in the reform of the unit of account from the koku to the yen. While this reform has only been carried out in the centre of Japan around the cities of Kyoto, Edo and Osaka, its benefits are already being seen. The year ends with the creation of a postal service and the construction of post offices in major settlements. The service is a total failure. Few letters are sent as most mail is stolen by corrupt officials. The service also proves to be slow, inefficient and increasingly expensive as stamps are not yet known about. In Qing China, troops swarm the country side, attempting again to end the Miao rebellion. They burn the homes of the Miao, forcing the rebels out from hiding. With no place to hide, the rebels are quickly found and shot, bring an end to the rebellion. With control now restored, land is redistributed to loyal Han and reconstruction begins. [-500 Gold from Qing, -500 Regulars from Qing, -500 Conscripts from Qing, Miao rebellion over]

The focus now turned towards the economy. Infrastructure receives huge investments, with many roads being repaired and paved with stones. The great demand for stone creates a small boom in the quarrying industry. The expansion of canals was also planned, however was cancelled when costs began to spiral out of control. [-5,000 Gold from Qing, +1 Infrastructure to Qing in 6 turns, +30 Base Income to Qing for 6 turns]

In agriculture, the land is irrigated and farmland expanded. The goal was to increase productivity, while at the same time opening up more land to grow cash crops, such as cotton. These crops would then be used for export or in a planned textile industry. In the end, results are mixed, with productivity increasing only slightly and the expansion of farmland moving slower than planned. [-600 Gold from Qing, +30 Base Income to Qing]

To end the year, the Jiaqing Emperor orders a relaxation in the criteria for trade licences, hoping this will increase growth in the economy. Unfortunately, due to bureaucratic mishaps, the criteria are never relaxed and trade licences remain sparsely issued.

During 1807, the Maratha Confederacy was primarily engaged in fixing the damage caused the previous year. Success was met when the King revealed that he had found the Thuggees to be the source of the recent assassinations, the nobles agreed to help the King crack down on them, and soon all across the Maratha lands the crack down was meeting with good results, with only light resistance and minor casualties. [-500 Conscripts from Maratha, +1 Stability to Maratha]

Results were less joyous when the King attempted to turn the inhabitants of the noble's lands against them. Many of them were too simple to understand what the King's messengers were trying to say, and soon word spread to the nobles who were outraged by the King's actions. [-1 Stability from Maratha, -40 Gold from Maratha]

Further bad news came when attempts to create a professional army loyal only to the King failed. A European, supposedly a French Royalist Colonel, offered to help form the army if paid a large sum to cover equipment and other expenses, unfortunately, he simply fled as soon as the money was in his possession. [-500 Gold from Maratha]

There was good news however, as the King's own levies and those of his nobles met with some success against the bandits. Although casualties on both sides were light, as was fighting, the bandits were effectively suppressed, being too busy hiding to prey on anyone. [-500 Conscripts from Maratha, +10 Base Income to Maratha]​
