What it seems like is that every nation has a claim to Melanesia, next we will have the Swiss diplomat say they have a claim even though they are a landlocked nation, but first let us solve the Papal issue, the reason why the conference was called for in the first place.
We fully agree with the Papal proposal to the conference and believe that is the most just and fair, we would be unable to agree with the French proposal as it would nearly bankrupt our nation and we can not allow that to happen. Thus here are the Italian points for the conference.
- the Kingdom of Italy, henceforth Italy, repays its debt to both my realm and the French Empire, henceforth France, by paying £35,000 each to both of our nation's.
- Italy recognizes the sovereignty of the Papacy and the Holy See and its border as limited to the City of the Vatican.
- Italy promises to protect any territory of the Holy See in the event of a foreign attack or revolution.
- All citizens within the Vatican are given free travel throughout the Italian peninsula, in returns for Italians being given free pilgrimage into the Holy City.
- Italy will withdraw all Italian troops in 3 mounts, which is when Swiss soldiers arrive to relieve them and will be the security that protects the Vatican city and the Pope.
- The Militia is to be kept disbanded.
For the now large issue in the Melanesia region, we are dissapointed now that nearly every nation is claiming to control the region, we will not be cowed by French demands and fully leave the region it is already too late for that, but we will thus remove our claims from the entire region, thus hear are our points.
- Italy will no longer claim the entire Melanesia region.
- Italy has a claim and a colonial mandate over colonized areas of, New Guinea, The Bismark Archipelago (now renamed to the Emmanuel Archipelago) and the Solomon Islands, no other nations are allowed to set up new colonies in these areas.
- The rest of the Melanesia region is henceforth a unclaimed region and all nations are allowed to set up new colonies in these areas.
We hope that these two proposals will be able to keep the peace.
