In the name of Chinese Empire, today the first constitution is proclaimed as obligatory major law to China. It's paragraphs are:
1. The Chinese Empire is a parliamentary monarchy, with the Emperor being monarch and executive.
2. The Chinese parliament (legislature) is divided in three curias, one for landlords, one for middle class and one for low class. The size of each curia consist on the same amount of members, and every member of the curia has the same voting privilige. To pass the law, there's a needed approvement of at least half of members of each parliamentary curia separately. Elections to the parliament are proclaimed each 5 years and each curia is composed basing on public opinion in percentage.
3. The new Chinese tax system includes only income tax, at value of 5% of incomes earned within Chinese territory.
4. For now on, every inhabitant of Chinese Empire is it's citizens, having following laws and priviliges:
a) He has an ability to openly express his opinion, and say what he desires and which social problems he notice.
b) He has an ability to vote and apply in parliament elections to his corresponding curia.
c) He can follow each religion he desire, being irreligious aswell.
d) He can openly belief in what we want.
e) He is guaranted that he won't be imprisoned without legal reason, stated by the the law court depending on his crimes if he does them.
5. The death penalty and tortures are abolished and Chinese police is prohibited from doing them on both Chinese and foreign citizens.
6. The Chinese education system is divided in three stages:
a) the primary schools, giving most basic education, including languages (local and foreign ones), mathematics (both local and foreign), basics of the legal system, natural science and subjects needed for next stages of education.
b) the middle schools, divided on agrarian schools, technical schools, legal schools and administrative schools. Each school, apart of educating on the focused subject, also continues education of subjects teached by primary school.
c) the universities, focused on advanced education of chosen subject and research.
7. Every citizen of The Empire is allowed to take education path, which is free for every citizen and subsidised for poorer ones.
8. The Chinese marks system basis its existence on pupils diligency and will to improve his knowledge, not research.
9. For now on, opening mines is allowed. Old salt monopoly remains until state's finances will improve and after that it will be abolished.

For now on, the Chinese Empire proclaims his desire to industrialize and develop his economy. The economy is open for foreign compagnies to operate, as long as they obey local law and pay income tax from incomes earned in China. The artisan class will be subsidized and The Empire announces, that in following 20 years, there'll be open first factories, producing machinery, cement, basic refined food and clothing.
