The Austrian Empire accepts the Italian response. It also acknowledges the Swedish proposal and agrees that while the conference is ongoing, the transfer of territories to Italy is to be indefinitely terminated to be resumed once the conference ends. We agree with the Swedish basis, but modify it

• Italy will provide reparations to the French Government in an amount to be decided between the French and Italian Governments.
• Italy will withdraw all Italian troops once Swiss soldiers arrive to relieve them and keep the security and protect the Papal States
• Papal States is to be guaranteed by Italy from outside invasions
• The Militia is to be kept disbanded
• The Transfer of Italian Territories is indefinitely terminated to be resumed once the conference ends

Austria would also like to pass a motion to consolidate the 2 Sicilian issue into this conference if the other nations agree (an issue over the sovereignty of scillies as Italy and Spain both claim it should belong to them. Also it could become independent. So the 2 scillies willl have a referendum in the near future as an entire region where each citizen can vote to stay in Italy, join Spain or become independent. This election would be moderated by an International committee of (Ottoman Empire, France, Sweden-Denmark, UK, Austria,etc.).)

Start of the Conference of Florence.

We Welcome the delegates from multiple countries, Including, France, Austria, Sweden and the Papal state. We shall start discussing solutions to the conference now and I shall let France be the first one to set there demands as they will need to say the amount of reparations that they want. Though other countries can speak first of course, if they have any ideas.

I hope that this conference will be productive and peace shall be maintained.

As perviously stated, Austria believes the transfer of territories to Italy should be indefinitely terminated to be resumed once the conference ends. Below is our treaty based on the Swedish treaty signifying what we want out of this conference and we believe it's a good and just rudimentary framework for a lasting peace

Austria also believes that the size of the Papal States should be soon discussed

The Balkan Poll Revolts

As Nationalism wormed its way into the hearts of men all throughout Europe, the Balkans were certainly no exception to the fervor of revolution. Though the Ottoman Empire had attempted to introduce a fledgeling democracy in order to placate the tumultuous regions, many believed it was merely a corrupt tool used to control the populous. In protest of the believed to be corrupt institution, hundreds of unconnected demonstrations, protests, and riots shook the Ottoman state, all of which would become colloquially known as The Balkan Poll Revolts. Not even the popular UORC was spared of the rioting, as both train cars and tracks were destroyed by angry rioters, preventing the easy transportation of the military to disperse the rebels and slowing a struggling Ottoman economy. Throughout the revolts, Nationalism lay at the Balkan helm, with many of the revolutions attempting to secure the independence or autonomy of their nation. As the Revolution grew to its peak, one revolt in particular would shock all parties involved. Only two days before the conclusion of the nationwide elections, Burgundian extremists secured the city of Varna, and took nearly a thousand soldiers and militia inside the city hostage. Proclaiming it to be the will of God, the extremists executed the hostages one by one, throwing their bodies into the Black Sea. Known as the Varna Slaughter, the nation became united in its repulsion against the extremist movements, with many of the former rebels joining Ottoman soldiers seeking to reclaim the city. After the results of the election showed a surprisingly uncorrupted system, nearly all rebels lay down their arms, proclaiming they had lost the will to fight and that their demands had been met. Despite this seeming peace, rebellion still flares in the fringes of the Empire. Earlier in the year, Cretan Rebels had declared a rebellion for their independence, and, due to the Empire’s internal issues, have remained unmolested for most of the year. As the year ends, it remains to be seen how the Empire shall heal its internal divisions.

Statement from the Sultan Abdülaziz I of the Ottoman Empire

His Imperial Majesty is disappointed in the Balkan people for revolting, even though the Sultan gave them democratic elections.
But as his Master Emperor is merciful and kind-hearted, he will forgive most of the Balkans and even thank the people who joined the Ottoman army to retake Varna.

Talking about Varna: the massacre called the Slaughter of Varna is most outrageous. His sovereign will make an exception with the Bulgarian extremists: they shall not receive mercy!
A trial will be held in Edirne. Judges from all around the Ottoman realm will gather there to give sentences to everyone involved in the horrific bloodbath.
His Sultan gives the judges free hands, as long as they give harsh punishments.

Also, the Elected Vizier of Bulgaria will be forbidden from participating in the Council of Elected Viziers for a period of five years. This is only just, those thousand dead are lost forever.

His Greatness wants to remind his citizens that he loves and cares about them all, no matter were they Balkan, Turkish, Arabic, Mohammedan, Christian or Jewish.
Everyone is equal in the Sultan's eyes.
If no more revolts occur, his sovereign will recognise it and even reward the Balkan people.
But if even one Balkan group were to revolt, the consequences will not be good.

I thank the Austrian diplomat for starting off the conference and having some fair and just points, of course we have our own points for the treaty that we believe our fair and just and we hope that this will be made as the main treaty for the conference.

These are the points for the treaty of Florence.

• Italy will provide reparations to the French Government with 25,000 Italian Lira
  
• Italy will withdraw all Italian troops in 3 mounts, which is when Swiss soldiers arrive to relieve them and will be the security that protects the Vatican city and the Pope
  
• Papal States is to be guaranteed by Italy from outside invasions
• The Militia is to be kept disbanded
• The Papal states size is to be reduced to the enclave of the Vatican city, In response the Italian government will re compensate the Vatican city with 10,000 Italian Lira.

I would say that these are the only points that need to be put into the treaty and we hope that all sides support this.

His Majesty Emperor of China anounces officially that Chinese market is now opened for foreign compagnies on following terms:
- the foreign compagnies will pay exact the same taxes (including tariffs) as Chinese citizens, and will obey Chinese market regulations in operating on Chinese market.
- as an exchange, the mixed trade posts and naval bases will be designated for the international trade:
1.The Kingdom of Spain will get area around Yingkou.
2.The Austrian Empire will get area around Qingdao.
3.The Greater Ottoman Empire will get area around Beihai.
4.The Kingdom of Italy will get area around Haikou.
- all the bases are working according on these terms:
1. The whole civilian authority within designated areas is controlled by the Chinese government.
2. The foreign powers will get a naval base merged with trade post.
3. Maximal allowed garrison in land troops for these ports is 200 armed men.
4. The Naval base has capacity not greater than 10 heavy ships, 20 light ships or mixed 5 heavy ships and 10 light ships.
5. The Chinese government will take attention to maintain rule of law within the area.

Whilst His Imperial Majesty is greatly pleased by the cooperativeness of the Kingdom of Italy, He believes that any such negotiations are wholly moot until the opinion of His Holiness the Pope is heard - after all, it is unbecoming of us powers to blithely negotiate the fate of His esteemed realm without first taking to heart His wishes. That being said, we shall attend such a conference in Florence, so long as a delegation dispatched by His Holiness joins and is given full rights to debate and discuss these pressing matters. Should this not occur, His Imperial Majesty cannot in good faith partake in such a conference wherein only one side may freely demand terms, whilst the other is in effect muzzled.

Regarding the events in Spain, His Imperial Majesty is greatly alarmed by the unfolding events, and is willing and able to assist in the restoration of order to the Spanish Kingdom should Her Most Catholic Majesty request such aid.

As for this most recent development from the Empire of China, we applaud the Emperor's good sense and great pragmatism, and His Imperial Majesty wishes to formally express His interest in a French trade port being made available, so that our two countries may trade freely and fairly with one another.

The Austrian Empire is happy that Spain decided to settle the dispute peacefully with France in return for arms against the Carlists. We agree with France that the Papal States should be present and the territorial extent of the Papal States should be discussed.

We thank the Emperor of China for his leasing of the trade port and naval base at Qingdao to Austria and allowing us 200 men to guard the base and trade port against petty crimes. We recognize and accept that all Austrian citizens who will live at the base/port in Qingdao are subject to Chinese Law for the duration of their statey in addition to the laws given by the contract and the responsibilities and rights they have as Austrian citizens to uphold Austria's reputation and not cause a diplomatic incident as well as recognize their control of the civilian administration. We do ask though if Austrian citizens will have the same status in Chinese law as Qing's Citizens and we also wish to clarify how far out to the sea does the Chinese government see it's control to be exercised. Lastly we ask the Chinese government what goods would they like the most to be traded to them

Announcement from the Kingdom of Italy

As of Today the Kingdom of Italy is claiming and incorporating the area of Melanesia, which includes the Island of New Guinea and the Solomon Islands into the Italian colonial empire. Ships from the Royal Italian navy are starting to patrol the waters of Melanesia and troops are being deployed on the Islands to find out a good starting position for a naval base and city.

Any encroachment on the Islands from foreign powers, will be seen as a attack on the Italian empire. While we wouldn't want war to break out over these, we will and shall protect our colonial interests in the region.

We also thank the Qing empire for allowing us to set up a trade post and naval base in Haikou, this generosity will not be forgotten by the Italian empire.

To France with the ongoing Conference of Florence, the Pope has already got a diplomat in the conference and is allowed to speak freely, the powers are waiting for you to set out your demands before any further actions are taken.

The Austrian Empire argues that the island of New Guinea and the Solomons are also claimed by Spain and this statement jeopardizes the peace and these islands are also claimed by the Austrian Empire. Thus, we ask for Italy to withdraw from these islands or agree to attend the conference of Vienna to settle the conflicting claims on these islands and keep the European peace. We also invite Spain as the other conflicting claim owner and other great powers to keep the peace

Concerning Italy's latest statement of claiming Melanesia, we recognize Dutch claims to the area where there colonies are located. We wish to open up negotiations with the Dutch for offers to buy these colonies off of them and we hope that a good deal will come out of this.

To Austria and Spain's new conference, we shall think about this before attending the conference. We may not in the end join this as we do not recognize Austrian or Spanish claims to the area.
