The Austrian Empire is pleased at china no longer recognizing Persian invasion as legitimate and hopes this will force Persia to withdraw from it's invasion. However the Austrian government is less pleased at the recent anti-austrian policies, such as helping the Persians, a rival of the Ottoman Empire, an ally of Austria or insulting his royal highness or Chinese war mongering in Central Asia and support of Korea against France and Austria. Lastly, recent evidence suggests china supported the Persians and encouraged their invasion of Bukhara. Thus the Emperor puts the Qing Directive into effect to keep the Chinese threat dormant. Some of the clauses include a cancellation of trade between the 2 countries, embargo of China and forcing out of any Chinese vessels. The Austrian emperor regrets it has come to this, but while the Chinese government is anti-austrian and supports war mongering, this is the only choice for Austria

Statement from the Sultan Abdülaziz I of the Ottoman Empire

His Imperial Majesty, Sultan Abdülaziz I of the Ottoman Empire, is glad to see the Chinese Emperor apologise.
Even more glad his Highness is about the fact that the Qing Empire no longer supports the Persian unjust war.

Still, these two actions do not completely rebuild the trust towards Chinese the Ottoman Empire once had.
And thus, the Great Sultan must forbid his subjects from selling weaponry to any Chinese.
If an Ottoman citizen is found doing this, he will be imprisoned for up to two years.

The Persians must also respond as soon as possible. If they still have not ended their brutal and unfair war, Ottoman Empire will attack.

2. Japan will buy whole Korea for 90k. She guarantees freedom of trade between China and Japan.

Tensions Rise Between Austria and China

The last few months have seen Austrian and Chinese relations break down near completely, following the Chinese sponsorship of the Persian invasion of Khiva. Between fierce negotiations, threats, and even ultimatems, relations have been brought to a frightful simmer behind closed doors, a simmer which has begun to pour over. Declaring their current relations beyond repair, Austrian monarch, Franz Joseph, demanded all Chinese merchant vessels to evacuate his seas and for all Austrians to cease trade with the Middle Kingdom, or face dire consequences. Many of Austria’s allies have followed suit with similar acts, united more than ever, the German Confederation jointly announced their embargo on China, and the Ottoman Sultan forbid the selling of weapons to the Chinese. The Chinese Emperor and Diet were unable to reciprocate these acts, for fear of angering the European merchants and their powerful backers. Instead, the Chinese have announced the dissolution of the Austrian Embassy, giving the ambassador only two weeks to leave the nation. With tensions rising between the powers, some have predicted that they may reach an explosive conclusion​

The Chinese Menace

The populations of Austria and Italy have been set ablaze with war fervor against “The Chinese Menace” following attacks by Chinese citizens upon Europeans in the Middle Kingdom. Following the expulsion of the Austrian Embassy to China, the Austrian Ambassador to the Middle Kingdom, the recently appointed Charles von Hügel, was forced to leave with little time and little guard. As the ambassador prepared to leave Peking for friendlier lands, disaster strook. Chinese radicals fired upon the man, killing him, before fleeing into the city’s streets. Similar attacks would be replicated in Hainan, as Chinese soldiers fired upon an Italian garrison, eventhe garrison would kill the attackers, they would still suffer three deaths and fifteen injured. Following this, the Chinese government has denounced the attacks and sold Hainan to the Italians, but have refused to cooperate with any Austrian demands. Claiming that Charles von Hügel needs to be avenged, Austrians have taken to the streets demanding war with China should they continue to remain aloof, and even Italians have joined them, declaring further compensation is needed. As one philosopher would comment “The peace of the world is balancing on a pin.”​

The Chinese Empire officially proclaims that she're willing to open embassies for Japan, Russia and the UK near place where Diets are called.
For exchange, 40k of money will be payed at all.

The Austrian Empire is enraged at not only the lesser expulsion of the Austrian diplomat from China, but at the lack of protection for him against the mob of murderers! If China wants us to treat it like a civilized country, it must first show it is populated by civilized people who don't descend into mobs shooting at the Austrian diplomat and also other European countries like Italy and in addition show that the government can control it's people. For now, the government seems ineffective in controlling the people it claims to rule! A government which rules the people should also manage to control and halt the people in their violence! And then they claim equality! And as long as this is the case, Austria is unable to treat them as equals, as civilized people. We sympathise with the Italians and also the Emperor publicly proclaims that although we have sometimes rivalry and mutual claims, an attack on a civilized European nation by people from a country which claims to be neutral is intolerable. Thus we proclaim an Ultimatum to this effect:

1. China is to bring the murderers of both incidents to Justice
2. China is to grant Hainan to Italy
3. China is to grant the Shandong Province to Austria
4. China is to give apologies to both countries
5. China is to pay reparations to Austria of 140,000
6. China is to pay reparations to Italy of 70,000
7. China is to grant extra-territoriality not only to Diplomats but to all key personnel from any European country
8. China is to delimit the amount of garrisons allowed to be stationed in the territory
9. Failure to agree to these terms within a year will lead to War!

Statement from the Sultan Abdülaziz I of the Ottoman Empire

The Great Ottoman Sultan Abdülaziz I wants to show his support for both Austria and Italy,
and thus will decrease the amount of trade flowing to China even further.
Also the Austrian ultimatum is most just: a "civilized" nation like the Qing Empire should be able to protect foreign ambassadors from its own people!
The Ottoman Empire will support Austrian demands, and shall join in the war if one is to break out.

Lastly, the Sultan is most concerned about the safety of the Ottoman Ambassador in China.
If even one more European is killed by the Chinese, the Ottoman ambassador will be called back to Istanbul.

We can solve that problem by ous be we want to have a stable, better working budget.
Tariffs are payed by crossing the border, taxes inside.
