Hello, one and all, and welcome to my new forum game, The Ruins of Public Liberty! As you may be able to guess from the George Washington quote, this game is centered entirely around politics, and specifically on the political parties of a fictional Central European nation.

Players: 12/12

Open / CLOSED

Setting

Zubrowka is a country steeped in history and, in more recent years, plagued by controversy. One of the many smaller monarchies that made up the great collection of medieval monarchies of Europe, Zubrowka was once known for its wealth and its unique high culture. Many aristocrats were patrons of the fine arts. It was one of the few countries that took hold of the Renaissance early on in Eastern Europe.

Zubrowka was subsumed into the realm of the Habsburgs in the late 18th century, remaining at the eastern fringe of the Holy Roman Empire. It was largely unaffected by the Napoleonic Wars. As a landlocked country, it benefited little – if at all – from the maritime commerce of the Mediterranean, and its mountainous terrain did little to spur industrialization and economic growth. As ethnic tensions threatened to tear the Austro-Hungarian Empire apart, it was granted independence in 1879, and a prince once again ruled from his princely capital.

The Zubrowkan royal family found themselves staunch allies of the Habsburgs and Hohenzollerns still, and when all of Europe fell into war in 1914, Zubrowka found itself on the side of the Central Powers. When defeat came in 1918, the country's economy had been run into the ground and thousands had died on the field fighting the Greeks, Romanians, and Russians. A series of brutal treaties in the wake of the war left the Zubrowkan people vengeful, and Hitler's rise to power in Germany precipitated the victory of the fascist National Zubrowkan People's Party in 1934, ushering in the age of Zubrowkan fascism. Prince Franz II, himself not a very willful man, bowed to the extremely charismatic Chancellor Arthur Henckels, who many compared in vision and in character to Adolf Hitler. The country saw great economic prospects and a strengthened military, but the outbreak of WWII cut the “era of national rebirth” short. The country suffered greatly as the war turned against the Axis, and when the war came to Zubrowka, Henckels committed suicide as Soviet troops gained control of the capital, Alsänder. The Soviet occupation was devastating but brief, as the plans for a postwar world allowed Zubrowka to decide its own destiny.

A national referendum abolished the monarchy – which many bitter people blamed for the failures of WWI and WWII – and a more democratic system was put in place in the form of a republic. However, national politics drifted overwhelmingly against joining either the Warsaw Pact or NATO, and instead opted for total neutrality, isolating the country politically and diplomatically from most of the rest of Europe. Economic recovery in the wake of the war was slow, and after a brief economic boom in the 60s the country's economic fortunes again reversed. Amid heightening displeasure with the current government and the country's economic prospects, the most recent Chancellor, having been re-elected by the slimmest of margins to a second term in 1973, resigned the office; his successor successfully passed a motion to trigger a snap election thereafter. It is August 1975. It is, as famous Zubrowkan author Klemens Wallner said, “a time of normalcy when the government causes all manner of controversy and trouble at the expense of the people”.

Politics: A Rundown

What shall follow is a summary of the form of government and constitution of Zubrowka.

Zubrowka is a parliamentary unitary republic, governed by a President (played by me), elected independently via popular vote as head of state and who is nonpartisan, and a Chancellor, who is the head of the largest party in the National Chamber of Deputies that is able to form government, and is formally appointed by the President for that purpose. All elections, barring parliamentary snap elections, occur on 10 January. Barring constitutional or voting irregularities (in which case the Chancellor becomes Acting President with certain limitations), the President will take office on 25 January. Seats are given out proportionally to the percentage of votes each party receives.

The President must have been born a citizen of Zubrowka, must have resided in the country for at least ten consecutive years prior to his election, and must be of at least thirty-eight years of age. The President may not be a registered member of any extant political party. The President formally appoints the Chancellor and nominates the Vice President, serves as the head of state, and carries the rank of Generalissimo of the Zubrowkan Armed Forces (a ceremonial post). Presidents are elected every five years, with the next election in 1980. They may be re-elected to the office once.

The Chancellor must be a sitting member of the National Chamber of Deputies upon being appointed to the task of forming government by the President. The Chancellor appoints ministers to advise him, oversees government spending and services, and is commander-in-chief of the Armed Forces. The Chancellor may serve an indefinite number of times in the office, and must be at least aged thirty upon being given the task of forming government. Parliamentary elections occur every four years. The next election following this year's is in 1979, barring snap elections. Amendments to the constitution are made first by holding a referendum; the referendum passes if turnout is above 50% and at least 60% of tallied votes vote in the affirmative. The legislature then crafts the amendment and votes on its passage, which requires a two-thirds vote.

How to Play

If you haven't caught on by now, gameplay will be relatively simple. Players apply and (if accepted) play as political parties in Zubrowka, and will fight for votes and for control of the national legislature throughout the game. After every election, if the largest party does not have a majority of seats, they will be tasked with forming government, and will broker deals with the leaders of other ideologically similar parties to form a government while conceding certain legislative/executive promises to those parties. Legislation can be proposed by any party in the legislature. It should be reminded that, if a party lies along an ideological divide, or if a bill proves particularly controversial, not all Deputies in that party may vote for/against that bill. You can work hard with party whips, but it may not always be enough to get the votes.

Outside of legislative action, party leaders can conduct interviews with local radio or television hosts, place ads in newspapers, write ICs about internal party politics, and so on. In the run-up to elections, players can release party manifestos and can take part in GM-led debates. Debates and arguments can happen in the Chamber between leaders of parties and so on -- but remember that you are playing parties in the end, not people. Good performance in debates and ingenuity/creativity with ICs may be rewarded with a bonus in elections or in general updates.

Please fill out the following information for your party application:

Logo/emblem (optional): the logo or emblem which your party uses.
Name: the name of your party.
Motto (optional): the motto of your party.
Color(s): the color(s) your party has chosen.
Leader: the name of the founder and leader of your party, with an optional picture.
Ideology: A description (as brief or extended as you like) of your party's ideology. It helps if you include proposals and positions on taxes, the military, the Cold War, the economy, the military, tariffs, unions and industrialization, freedom of speech/expression and other civil liberties, and other issues. Examples of various ideologies include national conservatism (and variations thereof), social liberalism, classical liberalism, social democracy, democratic socialism, communism, anarcho-syndicalism, anarcho-capitalism, fascism, and minority rights/nationalist parties, among others. You can also include the ideologies of smaller factions within your party if you like.

Here is a basic sample for a party that I have made as a guideline if you're having trouble.

Name: People's Democratic Party
Motto: Forward Together
Color(s): Orange and light blue (orange for seating chart purposes)
Leader: Heinz Hartmann
Ideology: Social liberalism. PDP places a special emphasis on direct government intervention in the economy “when necessary”; investment into businesses that are most likely to create jobs, diversify the economy, and expand GDP; and warming relations with NATO and the United States. PDP are unlikely to ever expand or increase funding for the military. They seek to protect the Slavic minority from potential discrimination both in government and in the private sector, though are not explicitly a minority rights party. A smaller faction in the party leans toward social democratic beliefs and policies.

Not all applications will be accepted, nor will all accepted parties receive representation in the parliament. Please keep both of these in mind.

IRC Chatroom

We have an IRC chatroom on The Airlock by the name of #WiR_Main. Come by (with a name similar to your forum name for clarification purposes) to shoot the shit with other players. It also may make communication with me and other players far more easy and convenient. We also talk about real-world politics, history, and everything else imaginable.

If there are any things that require further clarification that I have forgotten, they will be added to this post.

Now go and apply!

Name: United Zubrowka Party

Motto: Together we stand. Together we prosper!

Colors: Light blue and red

Leader: Adal Brant

Ideology: The party believes in mostly classical liberalism with a focus on industrialization. A small but vocal faction in the party advocates for more socialist policies, though it mainly focuses on welfare.
Military: While a small standing military is deemed necessary for protection, the party believes a large military to be an unneeded monetary expense.

Immigration: The party believes that immigration must be supported for a flourishing economy to appear.

Economy: The market should be mostly given free reign, but the state must also be allowed to subsidize and create businesses, if deemed necessary to stimulate economic growth and industrialization.

Industrialization: The growth of industry must be helped by any means, the party believes in setting up support and startup projects to further this.

Welfare: While the majority of the party has yet to take a stance on welfare, it is highly advocated for by a sizable minority.

Free Speech and Civil Liberties: The Party believes that these must be protected above all other policies.

Racial Discrimination: Though the party does not believe in passing quotas and forcing equality on citizens, it believes in a more organic growth of tolerance, instead advocating for the teaching of tolerance in schools and other learning environments.

The Cold War: The party advocates for semi-neutrality, but does wish to warm relations with NATO and the US in particular.

Name: Christlich-Demokratische Partei (Christian Democrat Party )
Motto: By the faithful, for the faithful
Color(s): Light blue

Leader:

102px-Kai-Uwe_von_Hassel_1963.jpg

Friedrich Blattkopf (Since October 13th, 1969)

Ideology: Christian Democrat (Centre-Centre-Right)
Policies :

Abortion : Abortion should remain banned unless the child in question was conceived through rape, incest, or if the life of the mother is at stake.

Marriage : We consider marriage sacred,a union between man and woman as God intended it, and follow papal doctrine on the issue, meaning that divorce is not to be allowed.

Death Penalty : We consider the death penalty to be a necessary evil and as the ultimate price for heinous crimes such as murder

Immigration : While it is our christian duty to offer refuge to those that need it, we should focus towards their return towards their native nation as soon as possible, so they may aid in rebuilding or building their fatherland, and so we can offer the same to other refugees.
Applications for immigration from other nations should be denied unless the state is in need of the profession of the applicant, exept for those with proven Zubrowkan ancestry and mastery of either the German or Slovenian language.

Economy : We are strong proponents for a free market economy, yet history has shown us that a totally free economy will only lead to disaster. Therefore, while maintaining a liberal market economy, we wish to renationalize critical military industries and the railways of Zubrowka to ensure consistent quality and standards across the nation.

Foreign Policy : Naturally, we look to the West and NATO. The evil sickness of anti-democratic forces, be they communist or fascist, must be fought and eradicated. As such, we do not wish to maintain formal relations with the so called eastern block, and wait quietly for the day where the people of those lands may overthrow their autocratic ruler. We recognize Israel as the legitimate successor to the British Mandate for Palestine, and do not recognize any Arab attempts to create a State of Palestine, unless sanctioned by the United Nations.

Leader: Sebastien Weber
Ideology: Democratic Socialism. The PAP, aims to increase the power of the average person. Financially they support a policy of nationalisation for the most important pieces of infrastructure, such as railways and utilities, in order to ensure a minimum quality of services, accessible to all. There is also wide support for the subsidisation of local industries, and grants in order to make them competitive with any foreign import.
The party also proposes closer ties to the west, especially in Europe and the United States. While also seeking a cordial relationship with the East in an attempt to ward off aggression.
The party attempts to stop any discrimination against ethnic minorities, and will attempt to legislate against it, in an attempt to ensure an equality of opportunities between all citizens.
The Party also intends to loosen restrictions on union activities, and allow for the unionisation of all but the most important of jobs, such as the police and millitary.
There is also support for all forms of free speech, and a push against any restrictive laws contrary to this.
There are also suggestions of an expansion of the police force, in order to increase confidence in the state, that citizens will be protected.

Zubrowka Free Congress (ZFK / ZWK)
Liberty, Strength, Virtue
Black and Yellow
David Karl Zueller-Rollenstine

Radical Anarcho-Capitalism. The ZFK began as the Union of Bears and Beavers (Ger: Union der Bären und Biber) at Zubrowka University by members of the political, economics, and history classes of '69. What began as essentially a silly drinking society meant to lampoon the common politics of Zubrowka quickly became an echo chamber that would soon radicalise many of their members. Individuals of more moderate persuasion would release a report in the university press in 1968 containing a scandal which would rock the university. It would outline how a pair of individuals, David K. Zueller-Rollenstine and Matthias H. Jungenfeld, conducted obscene and arcane hazing rituals within the UBB to new members, and purged 'undesirable communists'. The outcry was immense, and soon the two leaders would be expelled.

Unfortunately, the taste of power and control gave these two men a solid desire to regain it. They would use their core supporters to form the pan-ethnic ZFK, and instrument of their power. The platform is all but dictated by personal whim, although the maintenance of free trade, strongman tactics, and a personally cult around Zueller-Rollenstine have been around since conception. As of 1975, they are considered as nothing but a small fringe party of ivory towerists.

Name: *Tribe of Danube in Olde Zubrowkan* - The Republican Party
Logo/emblem (optional): A stylized accordion.
Motto (optional): How Much Is Your Freedom Worth?
Color(s): Green as the fields and forests of Zubrowka
Leader: Izlaw Ogar ("Zubrowkified" version) / László Bognár
00077f13-593.jpg

Ideology: Historically a socialist-republican party, currently a pro-business and socially conservative party with a long history of being run by Soviet agents and others on the USSR payroll, to the frustration of the actual communists in Zubrowka. They favor lower taxes, a stronger military, isolation from NATO and anti-Americanism generally, suppression of the trade unions and a preference for the Zubrowkan croney-capitalist oligarchy over foreign businesses. Civil liberties mean screeching about the historical mistreatment of Zubrowka by the rest of the world and supporting anti-American causes like Palestine, but do not extend to domestic protesters, women's rights, or sexual freedom. They have a long history as a multi-ethnic/multi-religious organization due to the nature of the republican cause previously.

Bewegung für Zubrowka
"Heldenmut"

Color(s):
O2h4TVJ.png

Leader:
7FYUsQj.png

Maximilien Hahn

Ideology:

Syndicalism with Green Characteristics
Emphasis upon local governance, workers' rights, industrial reorganization, and protections for the Zubrowkan environment.

Factions:
Majority - Anti-Soviet
Minority - Pro-Soviet

History:
1967-1975
Founded by the merger of the young, rapidly expanding Zubrowker Ökologische Partei and the historic, stagnant Phalanx, the BfZ was largely the brainchild of Maximilien Hahn's mentor, Karl Voigt, who was a professor of sociology at the University of Zollunder. Voigt was exceedingly influential in the late Sixties syndicalist movement, and seizing upon the opportunity to expand its influence through moderation and the good reputation of the ZOP, proposed the merger of the two parties. Shortly thereafter, the BfZ was founded, committing itself to a combination of syndicalism and early left-green politics.

Following better-than-expected electoral gains (largely thought to be a product of the recession), Hahn, the party's chief strategist, was made its leader. Now, with snap elections approaching, Hahn hopes to transform his Movement into a viable political force in Zubrowka, capable of holding a significant amount of weight in the political arena, as well as able to promote the legislative priorities of its supporters.

Name: Zubrowka - Heimatblock (Trans: "Home Bloc") - ZH

Motto: To the Homeland, Our Shield!

Color(s): Black and Purple

Leader: Guido Rohling

Ideology: Right-wing Populism. Xenophobic, reactionary, and staffed with fascist apologists.

History: Rooted in precursor organizations that date back to the fall of Zubrowkan fascism, the economic devastation and anti-communist sentiments into the 50s gave way to apologists for Henckels. Originally styled as Unser Schild ("Our Shield", referenced in the modern motto), the true predecessor to the Heimatblock was in the form of a political club and newspaper formed by Emil Rohling, a virulent ideologue who was an old and proud supporter of the likes of Henckels and Hitler, a very outright anti-semite.

Over time, Unser Schild gradually bowed before the sands of time, as fascism grew further away and popular sentiments were quite against the policies of Henchkels. Thus, the party obsentibly moderated, formally dropping anti-semitism and its radical ideals of hierarchy. However, in truth, those elements remained, merely obscured by the organizational evolution to a more mainstream party of the Heimatblock.

Harshly critical of communism, the Heimatblock likewise harps against capitalism, though to a lesser degree, feeding off populistic rhetoric against imperialism from both the east and the west. One of the major talking points points to the perceived enemy of Yugoslavia, which pushes the Heimatblock to call for heavy security measures to protect the homeland, even if that means extending the eyes of the government towards the local Slav population, who, if you believe the party line, is rife with panslavic sympathizers.

Now led by Emil Rohling's young and bullish grandson Guido, the recent state of Zubrowka has emboldened the party to seek a larger spotlight.

All Zubrowka Forward Bloc
Motto: Forward!
Color(s): Deep Red
Leader: Hegedûs Tegzö
Ideology: Radical and Revolutionary Socialism, Pro-Soviet, Atheism

History: The All Zubrowka Forward Bloc was formed in 1904 as an underground organization originally called Socialist Youth of Zubrowka and grew slowly over the years. Under WWI they supported the Zubrowka government after a rather narrow vote. After the Great War (the one to end them all™) the Socialist Youth of Zubrowka renamed it the 'Socialist Bloc of Zubrowka' who hailed the "October" Revolution and wished to bring the ideas of the revolution to Zubrowka. Whilst they never got their revolution before being banned and brutally oppressed by the fascist regime when Arthur Henckels came into power.

During the Second World War the remnants of the party formed a resistance group that only significantly grew when the Soviet began their invasion, in which the party played a role in sabotage and harrasment of the Zubrowka forces. During the Sovet occupation they were also relevant and renamed their party the 'All Zubrowka Forward Bloc'; a name that they have kept ever since.

There have been up and downs for the party during the years but they have always been staunch allies of Moscow and it is believed that they receieve monetary support from them. They also stand in opposition to the Zubrowkan Communist Party, which they see as weak and as imperialist spies.

Name:
Große Alter Partei (GAP) or Grand Old Party
Motto: Our Past is Our Strength
Colors: Blue and White
Leader: Franz Erhling
Ideology: Monarchism, National Conservatism, Political Catholicism, Distributism
History: The Grand Old Party was founded as the successor to the Conservative Party that ruled Zubrowka under the monarchy until the First World War. After the war, the Conservatives maintained a two-party system with the Liberal Party until the Fascists took over the country and banned all the other parties. The original purpose of the Grand Old Party was to campaign for the maintenance of the monarchy in the 1945 referendum. To this day the Grand Old Party maintains restoration of the Prince to the throne of Zubrowka as the first part of its platform. However, most of the focus of the GAP today is social conservatism, promoting agrarian and manufacturing interests, and keeping neutral in the Cold War.

Name: The People's Action Party
Motto: Stronger together
Color: Purple

All of these parties are accepted.

People that already posted are not necessarily excluded from the game, but I'd like them to either add more to their party (if they've barely written anything) or to remove some of the ridiculousness, if there is any.
