Let it be known;

The Ottoman State reaffirms that it is fully committed to the treaties it has agreed to with the Republic of Ragusa in the years 862 (1458) and 886 (1481) of the era of the Prophet. Thus it regards any hostile act against the Republic of Ragusa a hostile act against the Sublime State, and requests that certain powers in the Italian peninsula take this into account considering their recent diplomatic declarations. Furthermore the Ottoman State reaffirms that it allows the Republic of Ragusa full diplomatic independence as long as the actions of the Republic do not conflict with Ottoman interests in Rumelia or the Adriatic. While the treaty recently signed by the Republic doesn’t necessarily constitute a direct threat at the interests of our Sublime State, we would like to recommend a reconsideration of the possible negative circumstances it might inflict upon trade and tranquility in the Adriatic given the likely response of the previously mentioned powers.

News of the radical takeover of the French government filtered only slowly to Saint-Domingue, but proved itself of great interest to the Chieftain of the Slave Rebellion, Toussaint L'Overture. Swiftly he composed a missive to the Jacobinized National Convention, one smuggled over the Spanish border and delivered discretely to Paris.

I, Toussaint L'Overture, citizen of the French Republic, and by extraordinary circumstances Commander of the Defense of Saint-Domingue, send my hearty greetings and introductions to the National Convention. I pray, in light of news of recent disorders in the metropole, that the National Convention will not be so taxed as to ignore the plight of her foremost daughter, the colony of Saint-Domingue. The British continue to plague this fair French soil with their presence, although it is a steadily weakening presence. I believe with further assistance from Mother France, the colony may be fully liberated and restored to the full sovereignty of the French Republic.

Simply expelling the British is not the only matter that must be dealt with, however. The pre-revolutionary laws and statues of the colony remain legally in force, if forgone in practice since the arrival of the British. These laws were drawn up by the
Anicen Regime and must be cast aside as they were in the metropole. I refer specifically to the vile institution of slavery and of the slave trade, which must never be restored to this colony, as well as to the Code Noir of Louis XIV, which regulates caste relations as well as slavery. As the Declaration of the Rights of Man and Citizen affirm, all men are equal: this principle must be upheld throughout the Republic, and apply also to distinctions of race as well as of rank and social class. I trust that the National Convention will legislate as soon as possible to implement these necessary changes.

I further beg of the Convention to grant me the necessary sanction to defend this island, as I have done now without approval for two years. In light of my station as effective commander of the local militia and chief representative of the citizenry, I ask that I be named
Gouverneur Extraordinaire with full authority to provide for the defense of Saint-Domingue. I swear, on my part, my undying love and affection for the Republic, which has enshrined those principles of Liberty and Equality so cherished by myself and my brothers, and so essential to the emancipation we have sought for ourselves throughout centuries of toil and blood. Grant me and the citizens of Saint-Domingue these requests, and we shall set aside our lives for the Republic.

The Ottoman Emperor and His Majesty the King recognize the need for stronger mutual relations and the development of most amicable and warm relations between the two countries and thus wish to formalize the relations between themselves based on a comprehensive agreement of co-operation . . .

1. The undersigned parties reaffirm their strong resolve to work together in maintaining stability in the Mediterranean region, recognizing and respecting the territories and interests of both parties, pursuing a most benevolent policy of mutual non-aggression. Furthermore both sides pledge to seek ties of most splendid and perpetual peace and of beneficial commerce, by reviewing and readjusting mutual tariffs and other trade agreements.

2. A permanent Ottoman diplomatic mission shall be established, accredited to His Majesty’s capital in London, the founding embassy to be headed by the honourable Yusuf Agah Efendi. The task of the Ottoman embassy is to further the development of mutual ties and to provide the Ottoman State an opening to observe the affairs of Europe; diplomatically, culturally and economically.

3. Great Britain will provide the Ottoman Imperial School of Naval Engineering (Mühendishâne-i Bahrî-i Hümâyun) in Constantinople with able teachers, military advisers and other professionals to foster the modernization of the Ottoman navy, and to provide the State with the requirements, both materially and in terms of knowledge, for the handling and production of state-of-the-art warships and other vessels, as well as cannons and other crucial military equipment, such as those associated with modern arsenals and port facilities, as well as coastal defensive installations.

The hysterical utterings we hear eminating from the Duke of Savoys mouth are most laughable. The Duke accuses us of the 'spread of godless republicanism'. Yet we have toppled no King, nor Duke, nor Prince, nor Lord. We have attacked no nation. While our own people's have enjoyed democracy and republicanism for hundreds of years. So we ask, on what basis does the Duke rest his claim?

Our five Republics have formed a defensive alliance. The key word here is defensive. To come to one's defence. I am unsure if the Duke is aware, but defence is quite the opposite of showing aggression.

I believe it is clear to all what this demand from the Duke of Savoy really is. It is no secret Turin has long looked upon the Republic of Genoa with coveting eyes. And with the recent defensive alliance signed with our brother Republic, the Duke has found much dissatisfaction that Genoa will now be a land harder to seize. The claims we have spread Republicanism are fictitious. The claims that we have shown aggression indicate the Duke is a fantasist.

The League shall not be disbanded. We shall not be bowed or cowed by Pedimontese aggression. If attacked, the League shall meet its purpose and come to the defence of its members.

It is the policy of His Majesty's Government to act in the interests of Great Britain and her citizens - and by virtue of that their safety and well-being. It is thus with upheaval in our allies, and with the rise of a potentially hostile power that we are forced to act, and harshly if deemed necessary.

The growing instability in the Principality of the Netherlands is an example of the aforementioned: an insurrection against the nation's government brings the potential of said nation's colonies - namely South Africa and Ceylon - falling into hostile hands. Such an occurrence would not only threaten vital British shipping that passes along the southern coast of Africa to the east but also in the case of Ceylon pose the threat of spilling over into British territories - therein itself posing a risk to British citizens.

Thus we stand resolutely behind our actions but in understanding the harsh nature of the actions undertaken, and our ties with the Dutch, we do offer an olive branch: let there be peace, a just peace for both.

We stand even more resolutely behind our actions against the Kingdom of Denmark: it has displayed an uncharacteristically hostile attitude on the seas over the last few years, one dominated by fantastical ventures and uncoordinated reckless actions. Such could not be allowed to continue, posing the risks that it did against British mercantile interests should the unhinged Danish foreign policy turn hostile at any moment.

Again, we are ready to negotiate - our terms are fair for free trade and the security of British interests in the Baltic, the Mediterranean and beyond. It is our hope that the Kingdom of Denmark will come to the table, and that a common understanding can be reached.

A DECLARATION
of THE HOLY ROMAN EMPEROR and THE KING OF PRUSSIA
Addressed to the Polish Nation

Given at Olmütz
Their Majesties Leopold, Holy Roman Emperor & Frederick William, King of Prussia, having resolved to MAKE WAR upon Russia and its allies, with the objective of POLISH INDEPENDENCE, declare their mutual obedience to the following articles of war and peace:

I. Their Majesties shall not cease from their conflict with Russia until it consents to a peace in which the Russian power and presence in Poland is completely ejected, and the full sovereignty of the Commonwealth is restored.

II. Their Majesties' Armed Forces shall act with full decorum and respect to the people of Poland and their private property, quartering themselves and requisitioning property only in the most necessary circumstances and with due compensation.

III. Their Majesties shall render all assistance available to those within the Commonwealth willing to take up arms to joint their cause, either as auxiliaries to their forces or within allied regiments and militias of their own organization and command.

Their Majesties conclude this Declaration with a call to the people of Poland to support them and expel the Russians by all means at their disposal.

Hi everyone.


A few of you have come to me, pointing out that the high turnover in this game has been detrimental to its quality. Players make really important decisions for their countries and then leave one or two turns later. This leaves the next player in a possible bind, and makes it hard for other players to have any sort of long-term plans. I share this frustration.

Some turnover is unavoidable, but I think what we have had in this game is excessive. I have talked with a few key players and have decided that, since we are less than a decade into the game, we will start over from the beginning with a new roster. I know not everyone will like this decision, and I am sorry about that. I am going to try very hard to accommodate those who feel that they are being treated unfairly by this re-start, but there is only so much I can do.

A new sign-up thread is here. Obviously I can’t keep players from quitting, but I ask that you please take this seriously. Sign up only for countries you actually want to play and intend to stick with. I really want to make this game work.
