As Durin V and his entourage depart the west gate on the way to Rivendell, the King Under the Mountains pauses at a broad plain less than a league from the gate. There he addresses some of the elders and leaders of the new hobbit town growing nearby.

"Hobbits of Hollin, may the hair on your toes grow ever thicker! I am most pleased to see your folk prospering here. I know that we can benefit from friendship between us. To that end, I decree that every seventh day a market shall be held in this place, so that trade shall increase between us. My representatives shall be here, paying gold and silver for the produce of your fields, along with ales and cloth and other good things that you make. From the mountain shall come tools of the finest sort, along with toys, musical instruments, jewelery and lamps.

Merchants from further lands shall be welcome, but they shall have to deposit a sum with my stewards as surety of their abiding by my law, which will be returned on their departure.

Furthermore, every year on Durin's Day, we will celebrate the new year with a fair, to give thanks for another year of friendship.

I entrust Barin son of Borin son of Bain to see that this is done in my absence."

King Conn of Dunland

Bio: Conn was the only son of Cathal, one of the most prominent warlords of Dunland. The majority of the other hillfolk of Dunland dared not oppose him and there was not another man that could call as many to his banner as could Cathal. He was a man that was quick to both laugh and anger, which drew many people to like him, as well as fear him when his temper flared. Cathal also had a mind for strategy that few amongst the Dunlendings could equal, which was what won him the loyalty of so many, as well as their territory. There were a few hold outs just South of the Glanduin, but his largest rival was Chief Bran, whose people lived just North of the Isen and preyed upon those who lived just across the Isen and those settlers foolish enough to cross the Fords of Isen and not remain within the safety of Isengard.

Conn was raised to not just follow in his father's footsteps, but to surpass him, for Cathal had a secret. Cathal had always been mystified with tales from the First Age, when there were Three Houses of the race of Men. The Chief knew that his Dunlending kin were remnants of the Second House, that of Haladin, and the other two houses made up the great kingdoms of Man. Cathal dreamed of his own kingdom, and one that would rival those of the Numenorean's, so he chose his bride very carefully. She was rather tall for a Dunlending, and much more fair of skin and hair than the other women, but then, she was not exactly like the other women. Fiona was half-Numenorean, her mother having been captured by one of the chiefs when they raided a Numenorean settlement. This meant Conn had some of the Numenorean blood within him, and while it did not show much, most Dunlendings knew that there was something a little different.

Conn towered over most other Dunlendings, to begin with, reaching six feet tall by his twenty-fifth birthday. His hair was also a lighter shade and not as unkempt as his fellow hillfolk. Other than those two characteristics, Conn physically resembled most of his kinsmen, which meant he was a pretty scary looking individual. His dark brown eyes generally bore a gaze of icy neutrality and his skin was tanned and scarred from combat. His shoulders were broad and stocky, built more for swinging an axe or most anything to do with hard labor rather than to open a book or practice art of any form. Also unlike his kinsmen, Conn trimmed his beard, rather than letting it become its own living organism.

In the last years of his life, Cathal could tell that the end was coming, and his rivals were circling like vultures. He had let Conn lead his own raids since he was twenty, but the young Dunlending still asked his father for guidance, knowing that his skill with strategy did not yet match his father's. With only a few years left to him, Cathal called his commanders and his son into their great hall, which sat atop a rather large hill at the base of the Misty Mountains and looked down upon the other hillocks. The old chief threw a large feast and during it, formally announced that when spring came, they would fight Chief Bran in the South one last time. This was an invasion, not a raid, and Conn would lead it.

The campaign was successful, and as Conn seized the treasures that Chief Bran had hoarded, a messenger came with news of his father. Cathal was upon on his death bed and not long for this world. Conn gave orders to the other commanders, mounted, and was riding for his father's side within minutes. He made it, but barely. As Cathal whispered the last of his dream into Conn's ears, the old chief took a few shuttering breaths and expired. In the years following, Conn has consolidated his power and conquered those in the North of Dunland who did not acquiesce to his rule. The fiercely independent hillfolk haven't all taken too kindly to Conn's leadership, but his fairness, prowess in battle, and his demand for justice in all situations have convinced many that there is no one better to lead them.

Though a dwarf of noble birth and thus trained in mail, axe and hammer since birth; Gror was never a warrior. Since his childhood he was more interested in counting coins than axes and preferred the company of ledgers than of warrios. He always saw more beauty in the glistening of gems than in sparkling armor.

When the evil forces of the north, a host of Wyrms and Goblins marched on the ancient Dwarven fortresses of the North, Gror along with his kin rushed to the defense. Unfortunately they soon saw they were badly outnumbered and thus the futility of their endeavor.

While he had never shined on the battlefield, never been the author of great deeds of might, It was Gror that saw a path through the darkness.
“Our lands are doomed”, he spoke to the dwarves, and “The lands of our fathers are lost, t’is but a matter of time. We must march elsewhere; we must find new lands to make our own. Lands to leave to our children.” Much to his surprise, they listened and Gror became a leader among dwarves, not by might but by wisdom and guile.

And thus they marched and after many tribulations they came upon the Iron Hills, that had once been part of the Iron Mountains of the previous age but where broken by the might of the Valar. In these lands they found rich soil and productive mines of iron, copper and many valuable metals, and so they settled them.

Time has now past and Gror’s Hall has grown, as have the settlements and mines among the Hills. The Iron Hills are being slowly populated and home to many a dwarf of many Clans (though Longbeards still are majority) but their wealth is a modest one compared to the might of Khazâd Dum and the opulence of Erebor. Gror doesn’t mind, for he sees wealth in pickaxes and trade, not in golden halls. He has grown old and the Hills are his pride, a land of hard-working dwarfs slowly but surely carving their own prosperity. “Peace and prosperity” he always tells them and many agree he has grown wise with age.

But among many taverns and down many a mine a different tale is told. Young dwarves who seek glory see peace and it chafes them. Some speak not of Gror the Wise, but of Gror the Coward.
For now they are rumors spread by a few… but what will time bring?

((Thought I'd do a pre-council scene))

The original plan had been to send the Crown Prince of Khazad-dum to Rivendell with a handful of guards and advisors. But once Durin V decided to attend in person, the party kept growing. So in fact it was an army of dwarves that descended on the House of Elrond. Their cloaks and hoods were of the finest make. In the case of the King and his 49 elite guards, gleams of silver shined through when they move. Their visored helms we're wrought of mithril, graven with stylized depictions of beasts. Their beards were braided through rings of gold adorned with gems, and Durin wore a crown of Mithril with seven great gems.
The other dwarves in the expedition were less splendidly equipped. But they also did their best to make a strong impression. Their stern countenance and serried ranks contrasted with the elegance of the elven refuge. The bulk of the party, some 450 strong, made camp before the last bridge. The King crossed the narrow span first. He walked with confidence, though the bridge was narrow and built for sure footed elves. The rushing river below was nothing compared to the depths spanned by the bridge of Khazad-dum. He bowed to the Elven party awaiting him, whilst his guardsmen made a more careful crossing.

"I am Durin, Lord of Khazad-dum, King Under the Mountains. I have come to take council with Master Elrond. Pray see that he is told I have arrived, and let food be brought for my companions."

((I have omitted the usual 'son of x, son of y' from Durin's introduction. This is because the dwarves consider him the reincarnation of the very first, and therefore fatherless, dwarf. Elrond would probably have not been expecting a small army, but would have been informed by his scouts while we were still plodding along through Hollin.))

The Council of the North

The council chamber was a court in Rivendell with chairs set up in a circle. A great chair was at the forefront, with Elrond sitting in it. On his right sat two great Elves of his house, Glorfindel and Gildor Inglorion. On his left sat Cirdan the Shipwright((who actually did come)) and Galdor of the Havens. First to come in was Saruman((NPC)) and Radagast the Brown, who sat left of Galdor((all above are NPCs)). The other leaders were allowed two of their gaurd or folk to accompany them into the council chamber. Next to Radagast sat Durin V, with his two most trusted companions. He was followed by Malvegil of Arthedain, and the Kings of Rhudaur ((NPC)) and Cardolan((NPC)).

Once everyone was seated, Elrondstood up and spoke. "My Lords," he started, "great evil is arising. I have sensed it. The armies of Angmar are moving. War is brewing. The orcs in the mountains are breeding. Armor is fading. In the south, evil grows. But that is a council for another time. To begin, I would like to give a history to give everyone a better perspective on the evil events which are occurring."

"It began back in the second age. My brother, Elros, chose to become mortal and he founded the Numenorian race as its first king, a hardy race with keen skill and long lifespans. They made mighty cities, and were wise and learned; but great power corrupts. Soon the kings, dissatisfied with the great power and wealth they had, sought immortality, to their ruin. Tar-Palantir tried to change this, but after his death he was replaced by the wicked kings. Ar-Pharazon the "Golden" came to power, the most powerful and the most wicked, gained power. He brought his might to conquer Sauron the Great, who had long been waging war on the Elves of Middle Earth. For he grew great in lore and for a time helped the great Elven Smiths of Eregion forge the Rings of Power, under disguise. But he betrayed them, and forged the Great Ring of Power, which is now lost."

Here Saruman interrupted. "Long have I studied this matter- and we know it is lost. For Isildr lost in when he died in the Gladden Fields, and it flowed down the Anduin to the great depths of the sea."

Elrond nodded, then continued, "More will be discussed later. But the great smith Celebrimbor, who forged the three great Elven Rings, percieved his treachery, as Saruon forged the One in tge Cracks of Doom in Orodruin, and he hid the three. And Sauron waged war on the Elves, and he laid waste to Eregion. However, Ar Pharazon lead a mighty host to Middle Earth, and Sauron surrendered. Sauron was taken to Numenor as a prisoner, and loosened the mind of the King. However, the faction of Numernorians known as the Faithful resisted. True Numenorians, they were lead by Elendil the Tall and his sons Isildur and Anarion. He sailed away with the Faithful to Middle Earth, and founded the Numenorian Kingdom of Gondor and Arnor. But on Numenor, the King, deceived by Sauron, sent a might host to conquer the undying lands and claim immortality. But the World was changed in the Valar's anger, and Numenor was destroyed, sunk beneath the waves. Saruon survived, but was never able to take a form pleasing in appearance to men and elves.But the Numenorian Kingdoms flourished, with Elendil ruling Armor and his sons Gondor. Armor was supposed to be the major kingdom, and Isildur, the elder, was Elendils heir of Armor. But Sauron grew, and turned Mordor into his stronghold. He waged war again, and grew mighty. So Elendil and Gil Galad formed the last alliance of men and elves. Oh, how splendorous it was! Never again will there be such a fair and mighty host! Alas! For I was there, as the Herald of Gil Galad, and Cirdan his lieutenant. On the great battle field of Dagorlad outside the gates of Mordor, the Last Alliance prevailed. During the siege of Barad Due, Anarion was slain by a boulder cast down from the Dark Tower. And we were victorious, as none could resist the spear of Gil Galad and the sword of Elendil. But the final battle came on the slopes of Orodruin. Sauron slew Elendil and Gil Galad, but Isildur took up Narsil, his father's broken blade, and cut the Ring of Sauron's finger, and defeated him. But he took the ring for his own, rather than destroying it. He left his nephew, the son of Anarion, in charge of Gondor, and went north to claim kingship of Arnor. But in the Gladden fields he was waylaid by orcs and killed, and the Ring was lost, and will be forever hopefully. But three escaped his party, his youngest son and his esquire, bearing the shards of Narsil, escaped over the mountains to Arnor."

"There the Kingdom flourished for a while, though Gondor grew mighty. However a couple centuries ago the King Earendur had three sons, and his realm was divided. So as such we turn to the present situation. But that is not why we have come. We did not come to argue about a petty civil war, but to address greater threats. In the North, Angmar has legions of orcs marching to the border. But I fear this is no mere orc cheiftan marching to war. I have doubts, but I cannot confirm what it is. We have all heard rumors of a "Witch King," though I think it is much more than that. As the wise have known for a while, this is not unlike the presence of Darkness of Dol Guldur, which we believe is a Nazgul. So now I forbode that this is a Nazgul, with the purpose of destroying Armor. My Lords, we must decide what to do about this threat. We must deal with this."

Kingdom of Arthedain

King Malvegil of Arthedain rises from his seat


Lords, Friends, Allies,

This is a serious matter. We must indeed act accordingly. I propose the following :

Treaty of Amon Sûl

1 : The Kingdoms of Arthedain, Cardolan and Rhudaur will reunite into a reborn Arnor. The King of Arthedain Malvegil I shall be crowned High King of Arnor. The Kings of Cardolan and Rhudaur shall have a great amount of autonomy and shall have a seat on the sides of the High King .Their formal title shall be ''Prince''

2 : The Princes together with the King shall form the Council of Arnor which will discuss and pass laws. The High King and the Princes have one vote. A majority is required to pass laws. The High King can NOT remove the Princes

3 : There shall be no trade restrictions within the High Kingdom of Arnors constituent states.

4 : The Capital of Arnor shall be Annúminas

5 : In case the line of the High King dies out, Lord Elrond of Imladris shall have the right to choose the next High King from the line of Princes of Cardolan and Rhudaur. The newly selected High King will then lead Arthedain and give up all claims on his original Princedom which will be ruled by his closest relative not in line for the throne.
