In Arthedain, the Numenorian blooded king orders that non Numenorian blooded people shall not intermarry with the mixed men or the men of Middle Earth. He establishes openly a new set of laws against this, angering many. He also secretly tells his generals to use the men of middle earth as the front line troops to kill them as fast as possible. When the non pure blooded people hear this, they are outraged. A large group of them chooses to leave Arthedain for a place where they will be more appreciated. Now the enemies of Arthedain increase as its own population is turning against it.
((Arthedain loses 10,000 men of middle earth, which in turn go to Rhudaur. Supply decreases by 2,500.))
The King of Harad offers his Mumakils as weapons of war for mercenaries and with other nations, save Gondor, their enemy. This is a great success, as a surprising amount of people from Umbar, Rhun and elsewhere want these beasts as war machines.
(( Harad gets an income bonus of 1000 GP))
The Witch King of Angmar is preparing for war. He orders the construction of forts along the border of his realm and Arthedains, as well as assist and building forts along their border. However, progress is slow, and the border is large. The Northern climate also hampers their work. In the end, only some of the forts are built in key locations, but many resources were squandered In the process.
((-1000 gold from Angmar's already in debt treasury))
In Fangorn Forest, the long search for the entwives continues. Ents ask travelers if they have seen them, and most report seem nothing, however, two travelers, mysteriously clad in blue, claims to have seen them in the far east, beyond Rhun. Before this, though, Treebeard sent some Hurons(entish trees, "awake" trees you might say) to around South the mountains and to the North to the Old Forest, however no sign of them is heard up in Eriador.
((Treebeard gets a hint at where they might be, search to the North fails))
King Rain V of Khazad Dum tries to get Hobbits of the vales of the Anduin to settle in the empty land of Eregion(which men call Hollin). Some Hobbits go, and find they like the land, bare and desolate though it be. They form the Hobbit area called Hollin, and are content to settle down and establish fields and homesteads, burrows and holes there. Only most of the fallowhides and hartfoots go- the stoors stay back, content with their quiet lives in the gladden fields. Besides, Hollin does not have the swamps and rivers they like best. A leader from the ancient Took family is selected as Thain of Hollin.
((2/3 Hobbits settle in Hollin west of Khazad Dum))
In Gondor, the King ordered all the men of Middle Earth in Gondor and move them to the Gap of Ronan. All the mixed people they moved to Erech and Anfalas. From Dol Amroth to Anorien and everything west, would be territory of the Dunedain, the pure blooded Numenorians. This was done to largely to prevent interbreeding. Then the King established provinces, called Rohan and Anfalas, and created Dukes to rule over them, free for local autonomy, but loyal to the King. Unlike, however, in Arthedain, the non Dunedain take this well, and do like having their own separate lands to call their own.
((Two new provinces of Gondor are created.))
In the North, seeing trouble brewing, Elrond the Wise calls a Council of the North. He ask representitaves from: Arthedain, Lindon, Cardolan, Rhudaur, and Khazad-Dum, to see a way to forge peace in these times.
((Council called in Rivendell. All countries must announce their intent to go or not and who will be their representative(s).))
