The Galactic Federation
Section 1: Economy, Trade, and Immigration
I. All Polities will allow for Freedom of Trade within the Federation.
II. All Polities will join the United Galactic Federation Trading Union, which will give preferential status to all members.
III. All Polities will allow for the freedom of immigration, except in during of Civil Violence, Disease, or War.
IV. All Polities will gain special privileges in the buying, selling, leasing, and development of Military Hardware within the Federation.
Section 2: Technology and Espionage:
I. The Polities within the Federation will refrain from using any aggressive espionage action against another member.
II. The Polities within the Federation will share certain technology with other members for the general betterment of the Federation. The specifics of this will be discussed in the proper Diplomatic Forum.*
III. The Polities will coordinate their espionage during times of war.
Section 3: Defense:
I. All Member of the Federation will engage in a non-aggression pact.
II. All Members of the Federation lie under her protection. As such, aggression against one is considered aggression towards all.
III. All declarations of war must be brought to the attention of the Counsel of the Federation, which will be described below.
IV. Peace between the Federation and an outside power must be agreed upon by all members of the Federation, and must be put forth in a resolution approved by the Counsel.
V. During times of war, the Federation will coordinate its Forces under Federation High command.
VI. Expeditionary forces and aid will be provided to various Member states during times of war.
VII. The Federation remains steadfastly in a coalition against the Neurax Hives, and any polities which associates with them.
VIII. The Members of the Federation will gain the right to Military Access within one another's borders during times of War. However, express permission is required for Capital Ships.
VIII.A. The above does not pertain to colonization.
Section 4: Diplomacy:
I. The Members of the Federation retain their right to negotiate with outside Parties on certain matters.
I.A. The above rule does not relate to Alliances, Declarations of War, Trade Pacts, or the Trading of Military Hardware.
I.B. The Member Polities must notify the various other Polities in their dealings. The Member Polities do not require the Consent of the other Members, except in instances stated above.
II. The Members of the Federation will establish and maintain embassies within other Member states.
III. A summit to discuss various Diplomatic issues and Militaristic threats will be hosted every three years. The host nation will be decided as described below.
IV. Diplomatic relations with any Polities that associates with the Hives will be immediately broken off as a result of joining.
V. Any Polity who wishes to join the Federation must gain the approval of a two-thirds majority, as well as the approval of the High command.
VI. Polities may not join or remain in outside Pacts while they retain Federation Membership.
VII. Embargoes and other aggressive diplomatic actions require the approval of a three fourths majority, as well as the approval of High command.
VIII. A Federation Member may not leave the Federation without the proper notification to all members and annulment of all pacts. This process must take a year.**
IX. The de-jure and de-facto borders of all polities will be discussed in the proper Diplomatic Forum.
Section 5: High Command and the Federation Counsel:
I. To ensure the unity of the Federation, a central committee must be set up.
II. A federated parliament of one hundred twenty will be elected among the Various Polities. Parliaments active duty is to advise the Counsel and High command in matters of great import.
III. The Federation Counsel, which will act as the representatives of the Planets, will be appointed by the Member states. Each Member of the Federation earns one seat on the Counsel.
IV. The position of High Command will rotate between the representatives of the Counsel. High Command will be responsible for Executive decisions, but will still require the approval of the Counsel in most matters.
V. High command may dissolve Parliament at any time, barring a 2/3 overrule by the Counsel.
VI. The host of the Diplomatic Convention will be the current High Commander.
VII. The Tenure of a parliament member will be for six years. barring cases of mental or physical disabilities, retirement, or other extenuating circumstance.
VIII. At the end of a senators Tenure, parliament will dissolve and a new one will be elected. Should a senator be incapacitated before then, a temporary replacement will be appointed by a counsel member.
IX. The Tenure for a Counsel member will be for life, barring cases of mental or physical disabilities, retirement, or other extenuating circumstance.
IX. As mentioned, at the end of the Tenure of a Counsel member, a replacement will be appointed by the representative country.
X. The Tenure of High Command will be two years, barring cases of mental or physical disabilities, retirement, declaration of Martial law, or other extenuating circumstance.
XI. At the end of the Tenure of a High Commander, a new one will be chosen among the Counsel members. A High Commander will be chosen via alphabetical order of the Polity of Origin.
XII. Marshall Law will be enacted during times of Natural or Man-made disaster, plague, or War. A unanimous vote must be agreed upon to provide these powers to the High Commander.
XIII. During times of Marshall law, Parliament is immediately dissolved. The High Commanders Tenure will be extended until a predetermined time, at which time the Counsel may vote to extend them once again.
XIV. The High Commander may appoint a five member cabinet from members of Parliament during times of Crisis. The Cabinet will advice the High Commander and Counsel. They will be dismissed at the end of said crisis.
XV. Any rights not stated above belong to the members of the Federation.
XVI. Negotiations of any terms may take place in the proper Diplomatic Forum.
