This is breaking news comrades! Chief Secretary Kirov has officially been selected by the 2nd People's Party Congress to take up the mantle of executive over our fair Commune. The Congress is still convened and we have reports that work has begun on a Constitution enshrining forever the values of the revolution, equality and triumph over the oppressive capitalists. We pray that the good work of the People's Party will continue into this new era for our people. We have conquered the oppressors in the Vaults, we have freed the people of Manhattan, we have ended the Wasps...we are the Commune and let us pray it will forever remain that way!

Kirov takes on the position of executive for the Commune, constitutional drafting can bleed over into next turn. Orders are due today though so get them in...TODAY please. Update should be out tomorrow if everything goes to plan.

Yankee City, March 2327
The Wanderer had arrived at Yankee City to no adoo whatsoever. The supposed centre of civilisation in the wasteland had not greeted him with open arms... indeed many would say it had done its best to ignore the stench of him as best it could. His attempts at gaining any sort of access to anyone important had been firmly and quite rudely rebuffed, resulting in the Wanderer having wound up at the 'Atomic Cafe' on the western end of the Wall.

A hive of wretched scum and villainy, the Atomic Cafe was little more than a few rotting walls surrounding the back of the Wall where a simply bar with Pre-War music playing. The stench of alcohol and even drugs was strong enough to make most men heave their guts out.

To the Wanderer? It was home away from home.

He'd settled done all nice and comfy only for the Barman to finally cross the line by trying to cheat him. He could deal with being cheated at cards, dice or women, but when he'd asked for his gear back from the back of the bar he'd been rebuffed. Apparently he had never given his possessions to the man.

Things had escalated somewhat, and the Wanderer had soon found that the Barman whilst big, was no quite small in other ways... the hulking brute of a man was now a whining pile of misery with his right hand having been stabbed through with a knife which now held it trapped to the wood of the bar.
"Now, I'll be askin' ye 'gain." The Wanderer growled, holding the knife firm,"Where's my fucking stuff?"
"Someone help! He's fuckin' nuts!" The Barman whined and whimpered. Much ado about nothing it seemed, as the patronage was quickly filing out of the room.
"Are ye's going to be makin' me ask 'gain?" The Wanderer growled, twisting the knife a tad, causing the barman to scream out in pain and try to reach for something behind the bar.

Be it a weapon or the Wanderer's possessions, he'd never know, for just as he was about to find out the characteristic 'thwack' of a baton could be heard. Three Lawmen had entered, their expressions firm with intent to hurt and possibly kill.

An intent the Wanderer was all too familiar with, and shared.

The three men rushed him.

The Wanderer released the knife, leaping back to avoid the first thwack of a baton... barely. From the corner of his eye he saw another baton fast approaching him, but rather than stepping back he stepped into the blow... inside the Lawmans guard, causing the baton to flail at his back powerlessly. A quick uppercut was all he needed to floor the first man.

The other two were attempting to flank.

The Wanderer grabbed a bottle of hooch, throwing it in the face of the second man even as he charged the third, his bullcharge hitting him in the centre of mass and causing the two to go tumbling over the bar in full wrestling mode as the second lawman was screaming in pain as glass chewed at his face.

A fierce match of wrestling atop the screaming barman ensued, but the end result was never in doubt, and with a single mighty swing the Wanderer subdued his last assailant, and getting up on wonky, unstable legs downed a bottle of hooch.

For good luck ye sees.

Eyeing the room... now possibly even more ruined than afore, he smirked. Three men... four if the blubbering now unconscious from pain barman counted for anything.
"Still got it." He growled, grabbing his stuff from behind the bar and holstering his weapons as he walked out, only for yet another obstacle to strike him... and this time find him wanting.

Even as another two men with cattle-prods slammed him into the pavement, the Wanderer felt his world go black.

That blackness continued for nearly a week during which he received many more bruises and scrapes than he ever had in that tussle at the Atomic Cafe, only for a single thin stream of light to transform the dank cell into one of future bright.

A fat, cowboy hatted, cigar smelling Sheriff was back in town, and he had need for guns to cleanse the city's underbelly of feral ghouls.

A task the Wanderer was eminently suited for.

The 33rd Year of Revolution, 2328
Across the Tri-State Wastes, enemies and friends of the Commune alike recognized the passage of Foucalt as the beginning of a new era for the Commune. In Jersey and on Staten Island great parties were held celebrating the man's downfall. In the DCC and Harlem newspaper editorials memorialized him as the man who had brought order to an island in chaos. However for now at least his legacy remains unclear as it is now up to his heirs to steer his life's work in a positive direction. The Commune would not be alone though, as for almost all nations in the wastes 2328 would be a year of great change. From the south in the DCC news has spread of a resurgence in super mutant attacks by those still loyal to Facade. From the lands of the Pitt there have been reports of a large scale slave rebellion mostly centered in the coal mines of West Virginia. In Long Island rumor has it that there is a new warlord on the rise. They call him Da Nivasi, he is said to have a brownish tinge to his skin and supposedly his tribe the Vafadara have either absorbed or destroyed four other local tribes over the course of the year. Da Nivasi's power is said to be growing and many have begun to take notice.

Within the Commune Kirov's accession to the position of the executive for the Commune is all but assured by his endorsement at the 2nd People's Party Congress in late summer of 2328. Running on a platform of constitutionalism and with a proven track record Comrade Kirov maintains his position as Chief Secretary for the Commune but begins taking on Foucalt's former responsibilities including the drafting of the Commune's first constitution alongside the likes of party veterans such as Jimmy Coughlan. In his first few months in office Comrade Kirov works to complete many of the plans Foucalt had laid in place during the beginning of the year, such as establishing a schedule for regular inspections of the Commune's largest state owned corporations. Perhaps this move is partially a response to the nepotism and corrupt dealing of the Soros years and it shows when several remaining Soros loyalists working within ComArms and the WSCC are arrested on corruption charges and alleged ties to Jersey mob factions. All of this somewhat shakes public confidence in the state run economy but many are happy to see the last traces of Soros's influence being removed as well.

This is not Kirov's only effort throughout the year. In early October Comrade Kirov issues a decree declaring that all forms of foreign currency are now considered illegal within the Commune. This in effect was a declaration of war on the Commune's black market which had always used bottle caps since it was free from the inflation and other issues which plagued the Foucalt. After a one month amnesty period for citizens of the Commune to turn in their caps the CSF begins raids and Sting operations on shops suspected of still trading in the currency. This new policy is in effect an unmitigated disaster. Returns from the raids are minimal as must people with larger stores of caps managed to move them out of the Commune and to safer places before amnesty ended, meanwhile they do much to antagonize the poorest members of Commune society who rely on black market work and the caps they garner from that to put food on the table for their families. This antagonization leads to the first outbreak of violence in the formerly occupied districts with riots breaking out across Districts 7 and 9 in response to Kirov's policy. These riots in turn lead to a brutal crackdown which leaves 13 ex-Wasps dead and 3 officers injured.

Perhaps in response to these riots or perhaps in response to the growing famine down in south Manhattan, Marshall Daniels orders to begin the construction of strong defensive positions all along the southern border of District 9. Garrisons are established and trenches are dug with mortar emplacements and and fall back positions prepared the new defensive line seems to be an extremely imposing obstacle to any conventional attacks or invasions by the Caoists into the southern reaches of the Commune.

In an effort to end the food shortages, the unemployment crisis and the bleeding of the Commune's foreign currency reserves into food imports from the DCC President Coughlan outlines a plan to build a new fertilizer factory in District 9 at the beginning of the year. Construction of the facility proceeds well throughout the year and is finished in late May, following the blueprint laid down by the District 4 facility the factory serves as a boon for the local economy and powers the growth of small farms throughout the formerly occupied Districts which help provide a lot of food and for the area and its surroundings despite many of the farms being unregistered and illegal by Commune law.

Finally Coughlan also begins the establishment and expansion of a small fishing fleet for the Commune based out of District 5. Starting with the sailboats built by General Secretary O'Leary there Coughlan soon makes several additions to the small fleet which he soon hands over to several local crews who begin fishing baby mirelurks and other Hudson River based lifeforms that are supposedly safe to eat. However this profession really is not one of the safest ones and at the end of the year one of the crews is kidnapped by several mobsters out of Jersey who hold them for ransom.

The weight of all this spending is finally too much for the Commune's treasury to handle and the country slips into hyperinflation by the end of the year causing even greater unrest throughout the country and many small protests and gatherings. The government's failure to trim spending, while at the same time refusing to incur foreign loans or accrue a real debt may leave it crippled in 2329 as disatisfaction begins to build up even within the government's own security organs such as the police and army.

[District 9 +10 satisfaction, +5 sailboats fishing fleet constructed, -1 sail boat crew held hostage by the Jersey Mob despite DCC patrolling the river, Inflation set to Hyperinflation bad things incoming, -10 satisfaction all Districts, Commune now balancing food production no longer requiring imports]

In District 3 General Secretary Varley begins enacting the agricultural reforms which he outlined with great fanfare during the 2nd People's Party Congress. Through a decree Peyton forms a new state run organization known as the Agro-Logistics Committee in District 3. He grants them ownership over all pre-war parkland within the District and has the group set about clearing the parks and turning them into farms. Using the District's connections to the Workers Building Corporation and some ties to the Collective construction of the farms goes off mostly without a hitch. The entire District from its school children to its veterans take part in the building efforts and by early spring the fields are ready for planting. However here is where the plan begins running into trouble. seed shipments from the Commune Agricultural Enterprise and water shipments from her sister company the CPRC are at first delayed and then terminated altogether. The reasons for these cancellations remain unclear however it's suspected that the farmers of the CAE are resentful of the competition another large farmers organization out of District 3 might pose to them. Regardless of the reasoning these actions leave the new farms barren for the entire year and leave General Secretary Varley looking like a fool in the eyes of many.

[-1 Influence, Factionalism intensifies]

General Secretary Stanton becomes the leading reformist voices in the Commune throughout the year when he, in perhaps one of the most shocking events of 2328 legalizes small, privately owned businesses of up to five employees. This in turn leads to an explosion of tax revenue for the District as many formerly illegal, black market businesses now under pressure from Kirov's decree begin to register with the District's local authorities. This in turn leads to an explosion of tax revenue for the District. Stanton quickly invests this newfound revenue into a small social safety net for those who are still unemployed within District 6 paying them to collect scrap in exchange and work local construction jobs for a spot in a government worker's barracks and a monthly allowance. The first effort of this force is the construction of a new school for the children of District 6 which is completed by early September. All of these reforms together make D6 the richest and most content of the former Wasp territories and towards the end of the year several dozen new families begin moving there from across the south and even the old Commune proper in search of new opportunities.

In Hudson Yards, also known as District 8 General Secretary Greywall does everything in his power to make his home town prosperous. He enlists hordes of laborers from across the area, many of them ex-slaves some of them trained professionals from the Commune's Foundry Corporation or the Workers Scrap Collection Company the group settles into the old rail depot within the District cleaning it up throughout the course of the year. They also begin guarding the trains there from many of the black market scrapping operations which have been running in the District and instead begin repairs on several of the old pre-war trains and their cars in order to get them back in working order. The project proceeds well throughout the year and a total of two trains are brought back to working order with the help of several revamped fusion reactors from the scientific collective. However even with these wins under their belt the trains won't be going anywhere any time soon since they lack the rails to run on.

Roger Groomfield finds himself promoted once more this time to head of the Scientific Collective as his former boss and colleague John Phillips retires at age 68 to a small apartment on level 3 of Vault 191. Groomfield takes on the job of acting head of the Collective for much of the year but is expected to announce his decision of whether to take up the post full time early in 2329. Meanwhile Groomfield and his team continue their efforts for the Commune, in Districts 3 and 5 the engineers construct new docks and better warehouses for the Commune's harbours. This upgrade to the Commune's infrastructure helps create jobs and also put an end to the shortages which have been plaguing the country for almost half a decade. Towards the end of the year Groomfield also begins assisting Jeremy Finkern who is one of the newest additions to the Collective's team.

While Groomfield works at the harbours Finkern is delegated to District 2 where he works in coordination with the Commune Agriculture Enterprise, H&S Department Store and the WSCC begins to devise new ways to store food for longer so that fresh produce doesn't spoil as easily. Utilizing an idea probably dug up from the books salvaged from the New York Public Library Finkern and the small team that he works alongside build several ice houses for the H&S Department stores within the Districts that lack power while also repairing several pre-war walk in freezers in the ones that do. This effort does much to help preserve the Commune's food supply and even helps bring food prices down a little before hyperinflation begins to kick in towards the end of the year. Finkern also attempts to repair several old Mr. Handy robots for the Collective towards the end of the year but he simply runs out of time for the project after only managing to repair one fully.

With the sudden growth of the drug trade across the Commune in recent years the CSF begins to take steps to counter the gang's all across the Commune. In District 9 specifically this task falls to Police Colonel Taggert who through the use of sting operations, undercover policing and informants manages to bring down several well known local gangs however for every Kingpin they take down two more seem to emerge. As the year progresses proof of a massive conspiracy begins to emerge as it becomes clear that many of the former Wasp clans have become more like the Jersey mob families in recent years, using their connections with the GCRIA to smuggle drugs into the Commune before sending a cut of their profits back into South Manhattan. As the months pass violence continues to mount, not only between the police and the gangs but also between the gangs themselves who battle over every corner. This in part helps lead to the District 9 riots in which two of Taggert's officers are wounded.

Meanwhile in District 5 the rot continues to spread, Don Profaci utilizes his muscle to set up a few more fronts for his business while the authorities in the District turn a blind eye to the problem. It also seems obvious the the production of drugs is increasing within the waterside District as new brands of mentats and a rare but extremely addictive drug called smooch gain recognition as popular party drugs across Manhattan. The Profaci however are careful to leave a light footstep and go to pains to keep their drugs pure in order to prevent OD's and also use mostly non-terminal means to keep their competition in check. The power of the Profaci soon becomes more clear as drug busts lead the police to believe that they have distribution chains in Districts 1-5.

After his efforts to build up his small department store stalled last year Hussain converts the shop into a small cafe which serves the clientele of District 5 with great pride. However no matter what kind of store it is, it still remains illegal leading Hussain to live in constant fear of the CSF. That was until the man made a few new friends, reportedly men with strong Jersey accents who have begun frequenting the small restaurant since then the CSF has mostly left him alone leaving Hussain to manage the place as he likes. It soon becomes a gathering place for all sorts of people throughout the Community, many of them people with grievances of one sort or the other towards the powers that be.

In South Manhattan the passage of Chairman Cao after a long fight against cancer would see a rejuvenation of the group he founded. A new generation of young leaders would spur the organization forward into a new age, whether this was a good or bad thing however remains to be seen. Immediately following his death Peng Cao takes over the reigns of the GCRIA however he spends much of the year ill with measles. This leaves Comrade-Major Robert "Zhu" Andrew head of the military wing of the organization to take charge in his absence. Throughout the year the GCRIA works alongside the Manhattan Popular Council to help bring an end to the famine tearing apart South Manhattan. Farms are built, however without supplies of pure water they struggle and people begin to die in the hundreds throughout the year. To help bring some money into the Community the GCRIA does at least help the Popular Council organize a scrap collection company and begins using its ties to the Wasps and Jersey gangs to smuggle drugs into the Commune which is a major cash earner for the organization.

Across the East River in Long Island City the Lazarites are on the move once more. Lazarus or depending on who you talk to Lazarus II or Lazarus the False finally passes away early in the year leaving his followers in the city in disarray. Many of them rally behind Marcion the grizzled General of the Order of the Seven Scriptures. Yet the Elijahns sense an opportunity with Lazarus's death. In early March a garrison of forty five troops arrive in the trade outpost under the command of a new Gobernador-General appointed from the Holy City. The Elijahns offer no armed resistance only protest and the Order of the Seven Scriptures "disbands" leaving the Elijahns to run the colony as they wish. While their rule is mostly peaceful when they begin to tax the citizens of the town trouble begins to break out and Marcion recruits many disaffected Lazarites back to the order arguing for a military response to the Elijahns. In July Marcion's efforts amount to something and an attempted coup takes place against the Gobernador-General and his garrison. The houses of several prominent Elijahns are stormed in the middle of the night and a gun battle breaks out at the Gobernador's compound leaving several militiamen dead along with several Elijahn soldiers. In the wee hours of the morning the Lazarites manage to overpower the defenders and seize the compound capturing the Governor-General however the remaining garrison and its commander are able to retreat a bit east into Long Island proper from which they fortify a small camp and keep an eye on the Lazarites.

William Lee aka the 'Wanderer" begins making a name for himself in Yankee City. After coming to the city in late Winter Lee makes a name for himself after getting into a bar fight and taking down three security guards along with his original opponent. This in turn earns him the attention of one of the cities oligarchs, an influential trader and well known anti-Ghoulist named Rebecca Mayfield who brings him onto her team of hired thugs. Throughout the year Lee helps keep Mayfield's caravans safe and after distinguishing himself in a skirmish with a few Long Island tribals is brought into her inner circle and begins working to help make sure her competition disappears...

Roger Groomfield sends out a communique to all members of the Scientific Collective

To all members of our glorious collective,

as many of you now know, John Phillips has retired and while his service will be forever remembered and honored there is much work to be done. Progress in District 3 and 5 with regards to the harbors and ports has been made to the point of completion while in District 2 Jeremy Finkern has made inroads on solving our food issues. I commend our progress, all of us. The commune greatly appreciates our efforts and we must continue with our hard won successes. As the new head of the Scientific Collective I will endeavor to be as accessible to all of you as possible as well as the General Secretaries of all districts. Please direct all potential proposals to my office and upon approval to the General Secretaries for the District(s) said approved project will take place in to keep them in the loop. All proposals both accepted and denied are to be created in triplicate, the second and third copies to go to all acting General Secretaries and to Chief Secretary Kirov respectively.

Secretary General Greywall, I am pleased to inform you that I am finishing Project Dawn once and for all, with our successes in Districts 4 and 5 I will bring our experience and resources to the remaining four districts, your included of course. Once power is restored throughout all the districts, I will aid you in restoring as much of the train system as possible so they function at the very least within your district to start. We will need manpower for this endeavor, I trust you can provide me with such requests. Please let me know if there is anything else with regards to the train yards that you think needs a focus and do so as quickly as possible to adjust and coordinate.

Congratulations on your promotion, comrade. The Collective couldn't have a more fitting chief than you. I'm also glad to hear that Project Dawn is almost finished. All district electrified is a big step towards restoring civilization.
I have good news for you as well. We have already managed to get two of the trains running. Currently the problem is restoring the rail line itself. Tunnels were damaged during the Great War and in a recent conflict with the Wasps and much of the existing infrastructure has been looted or dismantled. We will need your help with repairing, and in some places actually rebuildiing, the subway line and powering it up.

Finkern Apartment, April 2328

"Sir, i would strongly advice you to go to bed. Your repeated going to late to bad could reduces you work performance by 13%!" expressed Hank, Finkerns new Mr. Handy, with clear astonishment.
"Please, Sir, let me make the remaining work and go to sleep."

The light of two little desk lamps envelopes the room in a shady bright while Finkern sat in his chair next to the workbench and tinkered on one new project - HIS Project. Through Jefferson he got into the posession of a broken laser gun, propably one that once belonged to a WASP. The hardest Part where already done. Changing the focus crystall and replacing the condensators fine parts. Now he only had to replace the buttstock and older wear parts and had to paint over some old clan symbols and - voila - the gun would be back in business.

"Wouldn't be up all night if i would know where i will head to, Hank. Had you any luck with the Maps?"
One of Hanks three eyes turns to Finkern while his attention was at sorting and cleaning the Parts infront of him. His voice sounded rather sad.
"Sir, you know how hard it is nowadays. People can't make a difference between a ground plan and a news paper. Maybe it would be the best to explore an architects office ourselves?"
Or head to the Library, Finkern thought.

Scientific Collective, April 2328

Foley was realy sceptical about FInkern plan, that was more then obvious. FInkern explained his little Team (Team 2) his plan to make a standard procedure for Mr. Handy Reparation with check list but you could see that the team and especially Foley had his problems with this.

"Jeremey, it sounds really nice, but didn't we have to do something more important? I know you quite sleepy the last time but you should know that the Commune has other problems."
"And what does the Commune needs more then more helping hands, Peter?"

Foley pinned a Map of Manhattan at a corkboard and marked District 2,3 in one circle, the new District in another and in addition marked some of the main road.
"The watersystem, or the electric grid or the streets. Helping hands will change nothing if we can't supply the people with what the people need. But with Inflation at hand this might turn difficult."
"We could restore the watersystem by simply restart a water treatment plant. Would be a start." said one of the Engineers.
Finkern grabed a pen and marked district 2s and 3s farms. "Then we need to know where we can find a water treatment plant in north Manhattan. If we can secure a clear water source we can make sure that the farms have all the water they need in both districts and if there is something left give it to the citizens. Maybe through public water dispenser?"
"And we should start a little enterprise as soon as we restarted the facility. Someone need to maintain it and keep track of the water flow."
Foley pointed at the third Engineer. "You will find out where such a facility is located and you Jeremey will make a Proposal for Comrade Director Groomfield. I will find out how we can restart such a facility in general."
Finkern went on to his terminal and started to set up the letter.

Hello Director Groomfield, congratulation on you well earned Promotion. After your actions at the Docks nobody would have been better suited for this task then you.

Because of you new order i hereby send you the newest Project proposition of Team 2:

Project Rewater
Subject: Restore the Wastersystem for District 2 and 3
Actions: At first location of a water treatment plant in North Manhattan with older administration documents.Afterwards we would like to ask a military squad to clear the facility of any dangerous presence. Then we would try to restart and repair the facility with old manuals and specific parts that had to be aquired from the WSCC or crafted by the CFC. We would then make some test starts before going to take the water treatment plant back online. We would then advice to form and train a "Peoples Water Service" that would maintain and watch over the water supply then.
Our Aim is to secure the supply of really clear water for farms at first, but then also for the people there with water dispenser.
Requests: We need the temporary service of aproximately 10-15 Soldiers of the Peoples Army to clear the facility of any danger that might occure. After that we need the unconditional service of the WSCC and/or CFC for specifical stated parts. Also, we would like to request special Books that focus on water and water cleansing from the library or other sources.

I hope that we can show first results in August/September if you approve the Project, but we can't be certain until we see how things are inside the plant.

It was always the same then Hank levitated through the streets. Like a magnet he caught the stares of the people around him. Gladley not as sceptical and tense as at the beginning. They know that an friendly Mr Handy came to district 4 from time to time. An Honest one that made some purchases before leaving again. Anybody wanted to rob him soon got a show of his buzzsaw or a little display of his Burner.
As always Hank goes into an Alley near an old Building that is usually roamed by many so called prospectors that sell their stuff in the Alley. An young but very filthy looking woman stood next to a table with some things like old telephones, lamps or other stuff, while she smoked a cigarette.
"Hank, what can i do for ya today?" She blew some smoke to Hank, which for a moment reminded him of an old Secretary back in the old days before... "Oh, wait, i think i've got somethin' for ya."
Quickly she grabed a big rolled paper out of a backpack below and made some room on the table to show the content to Hank. "See, that's one of those thing's ya look'n for, eh?" She smiled while Hanks eyes can't believe what they saw. A ground plan. "But that is the ground plan of -"
"Right. Right around the corner. Found it in some old raddeled office. 100.000 Foucalt and it's yours."
"100.000?" Hank started stuttering "Isn't that a bit too much for a piece of paper?"
"We both know it's not just a piece of paper Hank.... but i like you. 100.000. Will keep it 'til tomorrow, but then it's free for all. Got it?"
Hank knowed exactly what he had to do and raced back to Jeremeys Appartment.

After the latest round of talks, meetings and the occasional drink Groomfield checked his messages and his weary face smiled. It seems his colleague had a similar idea to his when it came to sanitation, however, with Project Dawn's final phases he could not spare the time for it.

Directory of State Owned Companies (2328)

The All-Manhattan Fertilizer Cooperative- Founded in 2327 by Jimmy Coughlan the All-Manhattan Fertilizer Cooperative headquartered out of District 4 play an essential roll for food production within the Commune. Utilizing all forms of waste from sewage to spoiled food the Co-Op makes fertilizer from these ingredients and plays an essential role in the Commune's food production chain in doing so. With factories in District's 4 and 9 the Co-Op is perhaps one Peoples Party's most significant initiatives as it offers many of those who have felt marginalized by the system a chance at employment and a decent life. In all about 200 people are hired between the Co-Op's two facilities.

The Commune Armament Corporation- Headquartered out of District 1 and led by the a technocrat named Brian Walker the Commune Armament Corporation or ComArm for short produces the infamous Red Devil 10mm pistol and various other types of weapons and ammunition for the Commune. ComArm currently employs around 350 full time factory workers and operates out of smaller factories in both District 1 and out of a massive facility on the border of Districts 2 and 3.

The Commune Agriculture Enterprise- Headquartered out of District 2 the Commune Agriculture Enterprise is run by a board of partners elected by the farmers of the Enterprise. The CAE manages all of the farmland within the Commune and is in charge of handling water, seed and soil allotment. It is also responsible for collection of all produce and assisting farmers in times of need. The Enterprise is run democratically by the workers who vote to put people on the board of partners who then take orders from the party's higher ups. The Enterprise is one of the better run if not more bureaucratic companies in the Commune. It is by far the biggest employers in the nation hiring upwards of 4,000 people depending on the season.

The Commune Body Collection and Disposal Enterprise- Known simply as the Morgue the Body Disposal and Collection Enterprise is run by Doctor Rachel Kellner. Working out of District 1 with small offices throughout the Commune the Morgue works to ensure all bodies that die are identified and buried with proper respects. They manage several graves around the Commune and also work with the CSF to identify cause of death in murder cases. The Morgue employs 35 workers full time who are spread out throughout the Districts.

The Commune Caravan Company- Run from District 3 in the old UN building the Commune Caravan Company was founded only a year ago. Led by a personal friend of Geoffrey Daniels, Lily Brooke the company serves as the external trade organ of the Commune. With routes into Savoy and managing overseas trade agreements with the DCC and other smaller trade partners the Commune Caravan Company runs the export and import of goods into the country. With branches and caravans in every district the CCC hires around 170 people and utilizes at least twice as many brahmin.

The Commune Dock Workers Enterprise- With two separate heads and two separate branches the Commune Dock Workers Enterprise is a company at odds with itself. Based out of Districts 3 and 5 respectively and led by two men, Zachary Hodgkins and Michael Long the Dock Workers Enterprise loads and offloads ships heading in and out of the West Side and District 3 harbors. The Enterprise is prospering in many ways of late due to an abundance of trade between the Commune and the DCC as well as the automation of many of the CDWE's systems by Groomfield and his teams Enterprise hires about 250 workers between its two branches.

The Commune Education Corp- With its headquarters in District 1 the CEC is run by long time Party member John Young. Utilizing the Vault-Tech schoolhouse model, Foucalt adapted it to fit the teachings of the revolution. With branches in every district the CEC is tasked with teaching hundreds of kids to read and write as well as to offer Foucalt's version of the GOATs and then offer apprenticeships with the state owned Company students find themselves sorted into. The CEC has around 150 teachers and staff spread over all 9 districts and teaches upwards of 900 pupils (out of a possible ~3,300).

The Commune Foundry Corporation- Headquartered in District 1 but with another plant in District 2 is responsible CFC for melting down the scrap collected that is collected and then reforging it into things of use to the Commune. It is a hot, dirty and dangerous work which few volunteer for. However the Corporation is essential as it keeps the Commune in good supply of things like nails, sickles and hammers. The CFC is currently run by a technocratic, People's Party loyalist named Corey Graham. The CFC keeps around 550 or so employees working full time and is a major boon to the Commune's economy giving it limited industrial capabilities.

The Central Park Reservoir Company- The CPRC as it is known is run by esteemed engineer James Lynn. The Central Park Reservoir Company is tasked with the manage and the upkeep of the Central Park Reservoir which is home to the largest body of fresh water available to the Commune. They work with the Commune Agriculture Enterprise to ensure that the farmers get enough for their crops while also making sure water makes it to the Districts outside of 1 which relies of a water chip for its water. The CPRC hires around 45 engineers and supporting staff.

The Commune Textile Corporation- Based out of the 2nd floor of Vault 191 the Commune Textile Corporation is run by Tom Walker. Responsible for the sewing of all clothes in the Commune the Textile Corp. manages several large rooms and a few offices on the second floor. Utilizing thread and machinery bought from the DCC or salvaged the Commune Textile Corporation attempts to make shoes, shirts, pants, underwear, jumpsuits, uniforms and basically all of the clothing needed for the Commune. While that is its purpose in reality it is far too small to service the entirety of the 12,000 people who live in the Commune. That said it has done well until recently and employs up to 300 people.

The Hammer and Sickle Department Store- H&S has its headquarters in District 1. Serving as the Commune's body for the distribution of resources to its population the Hammer and Sickle can be found in every District of the Commune. In it one can find everything they need to survive and prosper from toilet paper to toilets and from brahmin steak to brahmin harnesses. H&S is run by Anne Parkinson and hires around 190 employees, the stores do their utmost to keep the Commune well supplied.

The People's Bank and Mint- Headquartered out of District 1 the People's Bank is led by long time party member Andrea Foley. The Bank has branches in every district and is responsible for managing and investing depositor money (which is often used to finance the government by providing cheap loans) as well as handling all paychecks for all of the workers of the Commune at the the end of each work and perhaps most importantly managing and printing Foucalts for the Commune. The People's Bank is one of the most powerful organizations in the Commune and hires around 40 employees.

The People's Cannery Company- Founded in 2324 by James Stanton, the People's Cannery Company is headquartered in District 6 and was among the first if not the first state owned company to be founded and operated from within the former Wasp territories. Originally based out of a small abandoned building, hiring only 20 or so employees the Cannery has grown to employ upwards of 80 ex-wasps and veterans who've seen the organization prosper as food prices have spiked and finding alternative ways of preserving food has become a must for the Commune.

The People's Hospital and Medical Service- Based in District the People's Hospital and Medical Service is run by Doctor Samantha Burkins. It is tasked with providing a basic form of healthcare to the citizens of the Commune. With the main medical facilities based out of the old vault Dr. Burkins works to fix up any broken bones or scrapes as well as to help cure and prevent many diseases which are common within the Commune such as the flu or measles. The People's Hospital and Medical Service has branches in every district and also attempts to provide some form of rudimentary dental service. The PHMS hires 20 doctors, nurses and staff.

The Red Porters Association- Headquartered in District 1 the RPA is essentially the mailing service of the Commune. Responsible for the transport of all things internally, the RPA works to ensure that whatever people need, be it clothing, paper, food or water they it can be brought to you. The organization has no official leader but is run, like the Commune Agriculture Enterprise in a democratic fashion, with a board of veteran porters managing day to day affairs. The Association hires around 150 people with branches in every District and also maintains a small herd of brahmin.

Red Star Radio- Founded at the behest of Foucalt himself, Red Star Radio serves as the Commune's Propaganda outlet. Playing on loudspeakers and radio sets throughout the country the Red Star Radio delivers news, does interviews and plays songs sang in the Commune's honor by the people's chorus. Hosted by DJ Brotherhood the Radio station forms the center of the party's propaganda effort.

The Scientific Collective- The Scientific Collective, a group that developed from the old Engineer's Union the TSC is run by esteemed scientist and leader Roger Groomfield. Made up of the brightest minds in the Commune the Collective works as its own independent organization serving as a mobile force of engineers and science geeks who work to support the projects of the General Secretary's and the Commune as a whole. Based out of District 1 it is responsible for all theoretical and scientific research within the Commune and has been a favorite of the First Citizen's office ever since its inception. Today it hires about 25 scientists plus several staffers and assistants plus the occasional Mr. Gutsy robot. The Collective also is responsible for maintaining the Commune's only library from their offices inside Vault 191.

The Worker's Building Corporation- Based out of District 5 and with offices in almost every district the Worker's Building Corp is the body responsible for all of the construction that is done in the Commune. From hiring workers to cooperating with engineers and the post apocalyptic version of architects the WBC does it all. Run by Joey Bushey the WBC can hire anywhere from a dozen to several hundred people depending on the projects it's working on.

The Worker's Scrap Collection Company- Founded in 2319 by order of Comrade Soros the Worker's Scrap Collection Company is managed by Soros's cousin Ryan Soros. Headquartered in District 3 but has offices all across the Commune, the Scrap Collection Company collects scrap metal for use in the Commune's foundries, or for trade with the DCC. However not just scrap is collected, the Company also collects any valuable pre-war items and sells them or supplies them to the state. Around 500 people work at the WSCC and almost all of them are refugees from District 4.

The 34th Year of Revolution 2329
The clouds of war continue to grow in the east as hyperinflation plagues the Commune. On Long Island the warlord Da Nivasi has continued to rally the local tribes behind him, while crushing all opposition to his expansion. Reports from alarmed DC traders have called the forces he leads a 'horde' citing their numbers at well over 100,000 in some hysterical reports. Many of those positioned on the eastern part of New York become increasingly uncomfortable when 15 Riker's Republic traders and missionaries are found dismembered five kilometers outside of Queens with a simple message "We're coming." Meanwhile news spreads from the Pitt that the West Virginia slave rebellion was crushed and all of its leaders burned to death in molten iron, the DCC strongly condemns the acts of the Ashur's but offer little aid aside from taking in several hundred ex-slaves. In the north a peace finally settles across the Institute and Springfield both sides are said to be rebuilding preparing for the years to come.

In reaction to the hyperinflation that began to spiral out of control late last year, Chief Secretary Kirov's office announces an end to the printing of new Foucalt's in addition to the implementation of new price controls which force prices down, on all things bought and sold by the state. These new price-ceilings do their job well at first, for some months they keep the prices of food and other such commodities low however soon demand starts to outpace supply and while food shortages remain uncommon, by the end of the year the lack of drinking water, clothing and many essential medicines like Rad-Away are beginning to become acutely felt by the population. In addition these new edicts force many state companies to go well into the red which in turn leads to the government taking on significantly more debt as the year progresses. However this is only the tip of the iceberg, because of Kirov's refusal to print new Foucalts and his insistence that price-controls be enacted the government begins to run out of physical cash to pay its employees, at first day laborers and porters go unpaid but by the end of the year the government begins missing payments to its army and security forces as well. One of the only bright spots for the measure is that it helped blot out much of the Commune's black market economy however this is short lived as, once shortages arrive smugglers begin selling items at real market value once again, often utilizing the time tested caps now outlawed in the Commune.

Meanwhile Kirov directs the producers of Red Star Radio to ramp up their propaganda, which is aimed at demonizing capitalism while emphasizing the importance of loyalty to the state. These new pieces come across as a thinly veiled threat to the free market experimentations of General Secretary Stanton and while they do invigorate many party loyalists and hardliners within the old-Commune reformers are thoroughly disheartened by the entire campaign and by what is to come next.

[Debt moves to 25-50% of GDP, temporary 5% satisfaction boost to all districts, Districts 1 2 and 3 +10 satisfaction from the campaign -10 in District 6, Security forces becoming slightly disgruntled with missed payments and most common workers are rather disgruntled with missed payments]

Grand Marshal Daniels organizes several large anti-insurgent drills and exercises throughout the southern Commune early in 2329 the first of these take place in District 6. However the expected exercise never comes instead the veteran officers of the 2nd Regiment and their men are moved into the District on their APC's. Stanton's residence as well as the General Secretary's office are quickly sorrounded and although local members of Stanton's community police force try to question what's happening they're unable to offer much resistance. The whole operation takes around half an hour and culminates with the Grand Marshal personally leading Stanton out of the General Secretary's office in handcuffs. The army quickly takes control of the District reversing Stanton's unlawful privatisation program while attempting to keep civil unrest to a minimum. However with the fall of perhaps the greatest leader of the movement to reform the Commune people begin to take matters into their own hands. Every new District from number 6 to number 9 sees protests and rioting and the calls for reform are loud and boisterous across the south, a small gathering is even organized in District 2 calling for Stanton's release however this is quickly dispersed by the police. Three former Wasp clans spearheaded by Norman Macy of the Macy Clan seize on the opportunity to form the Civil Restoration Army and call for outright war on the Commune which they punctuate by claiming responsibility for the largest attack on the People's Army in an attack on a checkpoint in District 9 which leave 6 dead and 9 more wounded.

[Stanton removed as Secretary General of District 6, -20 satisfaction District 6, -all influence for Stanton, -10 satisfaction Districts 7, 8 and , CRA formed 60 insurgents, -15 soldiers 3rd Regiment People's Army, District 6 economy reduced to stagnation]

While chaos breaks out across the south President Coughlan attempts to streamline the Commune's existing bureaucracy. Using his cohorts of well trained administrators he conducts a government audit and manages to limit the government's expenses while also making it more efficient by firing several employees who apparently never existed and also getting rid of several officers responsible for graft and with ties to the mob. While this does much to help clean things up on a national level, the administrative teams in individual districts still vary greatly in how proficient they are at their jobs and in how corrupt they are. And unless he is vested with new powers from the office of the First Citizen Coughlan will be unable to change that for the time being. Coughlan also attempts to ensure a smooth transition for the new Secretary General of District 6 however his efforts are for the most part ruined by the ongoing civil unrest and the military occupation needed to keep things from spiraling towards revolution.

In District 3 General Secretary Varley recognizes he's been defeated at the hand of the CAE and, in a quick change of tact dismantles the District 3 Agro-Logistics Company which then turns its holdings over to the Commune Agriculture-Enterprise. They manage to quickly get the farms producing and, by the end of the year they are doing well enough to lead to an overall surplus of food throughout the Commune. With the Agro-Logistics debacle behind him Varley turns his attention onto a new project, using the leftover labourers from Project REVIVAL he begins construction on the First UNCity Foodstuffs and Food-related Products Factory-Combinate, which is supposed to be a massive factory complex consisting of a bakery, butchery, cannery, refrigerated warehouse and many other small to medium sized workshops. The place is supposed to produce processed, party approved foods for salve at H&S stores all across the Commune. Due to the current economic state of the Commune however this ambitious plan is only about one third completed by the end of the year as Varley is forced to negotiate and renegotiate labor fees as the hyperinflation runs its course. Furthermore the price controls that are currently in place make the entire Factory-Combinate highly unprofitable if it were ever to be completed and with things as they are Members of the Workers Council are highly unmotivated to invest in projects that they deem to be wasteful.

Before his arrest and detainment by the People's Guard, Stanton organizes a neighborhood policing force in his District which helps cement cooperation between the CSF and the Community and leads to an overall decline in violent crime and drug trafficking in District 6 throughout the year. He also begins planning elections for the District however these plans are interrupted by his arrest.

Kristoff Greywall, continues work on his rail project throughout the year. With help from the Collective and with some of his own money he hires several dozen guards, many of them veterans or ex-slaves, he these hired guns to scout out the tunnels and remaining subway stations scattered across the Commune. The group does their job well and with minimum casualties or drama. They begin their work in the tunnels all around District 8, clearing out feral ghouls, petty gangs and groups of squatters to make a safe environment for the work teams that they hope will come in after them. An underground map of the Commune begins to come to shape and several surprising, perhaps world changing discoveries are made, including the entrance as well as the seal to Vault 79 by Houston Street Station. The explorers leave the Vault untouched but are careful to mark the site on their maps.

Groomfield decides to accept the position of Director of the Collective and with it he takes responsibility for leading the organization into a new era. His first act in his new position is to attempt to complete work on the decade old, Project Dawn. Teams of engineers are dispatched to Districts 6 through 9 and manage to bring Districts 6 and 8 online and into the Commune's wider grid by the end of the year using the old, tried and tested method of nuclear fission. However work in District's 7 and 9 come to a stop as the political situation worsens there and many of the engineers working in those areas begin to fear for their lives. These fears seem justified when an intern and her boss on the Collective's scientists are taken hostage by a gang of ex-Wasps who release the pair several hours later after a brutal standoff with Colonel Taggert and his police. However this leads to the Groomfield deciding to halt the Collective's activities in these District's for the time being. Meanwhile he also tries to help out General Secretary Greywall with his rail project and uses his connections as well as his standing to hire ten guards for the Collective who assist Greywall's own teams throughout the year.

Meanwhile Groomfield's underling, Jeremy Finkern gets hard to work on his own project in District's 2 and 3. Utilizing scrap as well as parts imported through the Kingdom of Savoy, Finkern manages to convert several pre-war buildings around the Central Park Reservoir into a small water treatment plant. He names the small company the People's Water Service and between them and the Vault 191 water chip for the first time in many years the poor in the region are able to afford fresh clean water and not the irradiated stuff that most people in the Commune drink which gets pulled out of the Hudson. However this is not all Finkern does throughout the year, almost every weekend the young Vaulter can be found in the area around Trump Tower in midtown Manhattan. Armed with a home-made laser rifle and with his Mr. Gutsy by his side Finkern explores the ancient sky-scraper floor by floor. On the first few floors he finds the ruined apartments of the old Trump clan, along with the sad remains of several who must've been murdered by their slaves when the rebellion broke out however as he reaches the top three floors of the tower Finkern discovers an elaborate shrine dedicated to a man known simply as 'the Donald' he finds rooms plated in what appear to be gold and the remains of sacrifices left by the old inhabitants of the tower to their god.

Due to the economic situation of the Commune, dissent continues to foment across District 9. The gangs continue to grow in size and Taggert continues doing his best to combat them. Calling in support from the People's Guard early in the year Taggert uses his system of informants and undercover agents to gather intelligence on the gangs with known links to the Maoists. For several months District 9 almost resembles a war zone as Caoist tunnels are blown up and known Wasp gang affiliates are arrested en masse. These new tactics have a pronounced effect on the Wasp and Caoist gangs and by the end of the year and almost 50 high mid or low level traffickers are left dead in their wake. However with the formation of the Civil Restoration Army and the awakening of those Wasps who had been left disenchanted by the system the situation only continues to grow worse, continually reminding Taggert of the situation he faced during the 2nd Troubles. The Police Colonel is also tested when he disarms a hostage situation part way through the year, much to his credit.

In the District's of the Old Commune the Profaci Family continues to spread its grasp. Using stores of caps saved up over the past few years bribes are paid to Commune officials across the board. Policemen, politicians, corporate executives...no one is safe. The Profaci use their networks of informants and corrupt officials to gather information on the street gangs and unorganized outfits that run things in Districts 2 and 4. Utilizing his charm and his position the Don offers these smaller gangs 'protection' so long as they give their loyalty to the Family. Many smaller gangs accept the offer, seeing little other choice however those who do refuse it find their family members kidnapped, or in the rare case their head blown off. Slowly but surely throughout the year the Profaci absorb more and more territory until they find the underworld in every District from 1 to 5 solidly under their control. Meanwhile the reason for the bribes paid to the corporate executives begin to become clear when shipments of plastic and fertilizer begin to go missing. However this is a short lived phenomenon since President Coughlans audit scares many contacts out of their illegal dealings.

Hussain continues to expand his business throughout the year turning the small cafe more and more into a hangout for local malcontents and criminals. It is also rumored that his cafe deals not only in Foucalts but in caps and that Hussain has begun to become increasingly wealthy off of this double dealing. So far local authorities haven't bothered to look into the allegations and Hussain has benefitted greatly from mob protection.

In South Manhattan Comrade-Major Zhu continues to lead the GCRIA in Peng's absence. Inroads are made back into District 9 and Chinatown in particular, early in the year, these connections help stoke the fires of rebellion which eventually leads to the establishment of the Civil Restoration Army. However Zhu's efforts to establish better contacts with the gangs in the area while partially successful also become increasingly hard to maintain due to the war being waged on the GCRIA's tunnels and collaborators by Police Colonel Taggert. The low level smuggling of produce from the Commune does make the project worth it though in the eyes of many in South Manhattan.

In Long Island City Marcion tries to carry on like it's business as usual. He forces the captured Gobernador General to pen a letter to the Elijahn Holy Council back in Mexico reporting that all goes well in the colony. Yet his letter is quickly contradicted by that of the old Elijahn garrison commander who sends a report on the actions of the Lazarites back home. Marcion wisely decides to beef up the defenses of the city and throughout the year a scrap wall is built around the settlement just and is completed just in time for the arrival of an Elijahn task force from the south which makes its presence known by flying several vertibirds low over Long Island City. By the end of the year the town is under siege and Marcion is looking for options.

The 'Wanderer' continues his work in Yankee City all throughout 2329, going out of his way to hire his own crew of raiders. With his team around him, he ramps up the ambushes with the support of Ms. Mayfield the team manages to get its hands on some energy weapons which they use to deadly affect in the ambush of a Mid-West Trading Company Caravan. The attacks are beginning to draw attention from outside of Yankee City and by the end of the year Mayfield calls for them to end however she pays her soldiers a nice bonus and offers to keep William on working full time security for her. However things begin to change in Yankee City in 2329 and news of the arrival of the Vafadara and their leader Da Nivasi troubles many of the city's leaders.

A message from President of the Worker's Council Coughlan to Chief Secretary Kirov's Office:

Dear Chief Secretary,


My friend, I know that the last few years have been especially tiring due to the struggles of the economy, and my office has been working tirelessly with your own to fix some of these problems. For that, you have my thanks, although this is of course both of our duties. Enough of the economy, for now, I have other concerns which worry me deeply.

First and foremost, I am of course concerned with the arrest of General Secretary Stanton. I'm not going to dispute his arrest, the legality of it, or any other matter in legal fields, but I want to point out that, while you yourself are a great proponent of the courts, we don't have any courts right now. Perhaps the only true court system in our Commune are the military Court-Martials that our Marshall can call. The unrest in the newer Districts is certainly not good for the Commune's stability, and the lack of clarity on how this problem can be resolved without authoritarian measures is troubling to me. We simply have no procedure for the arrest of a General Secretary, not with First Citizen Foucalt dead. In fact, it could be argued that which, if any, of the Commune's laws that have been broken are unclear, or that your and the Marshall's authority to carry out such an arrest simply do not exist. In the past, the order would arrive from the First Citizen's office, but there is no First Citizen. Perhaps you can see the problem that I'm working towards? We don't know how our government needs to work now that the First Citizen is gone.

In addition, I'd like to bring up another subject that is perhaps even more serious: graft in the Commune. We both know that the Profaci, to some extent, have transplanted themselves here in the Commune, and recently I have begun to learn of the true extent of their reach. Unfortunately, I must say that they are particularly present in District 5, but other than this I simply lack the tools to address them. In these uncertain times, it's unclear exactly how I can help in the Districts. Can I replace an ineffective aide to a Secretary General? What if I suspect the aide of corruption? Without a clear limit to my authority, it's unclear exactly what influence I can have over the Districts' administrations, so when I'm told that my input isn't welcome, I can't exactly keep pushing. I know that some Districts are falling behind administratively, and that organized crime is rising, but there's simply nothing I can do about it when people are unsure what I can do about it. Again, this problem points to a potential solution: a reorganization of the Government.

Of course, this is something to which we've all already committed; I surely do not need to remind you of the Second Congress of the Commune. however, with the bustle of the last few years, and this need becoming more apparent throughout, I feel that now we must really push for a legislative document that can lead to significant change. I hope I've made it clear that I'm fully in favor of a constitution, and I'd like the opportunity to talk over with you what needs to be included in such a document. Without clearly defined laws and boundaries on legal authority, my hands are very much tied here. Hell, some of our more outspoken comrade Citizens have insisted that I have no legal office at all.

Constitution for the Commune of Manhattan

Article I
1. The Commune of Manhattan (henceforth the Commune) is a communist state based on the principles of Marxist-Foucaltism.
2. Private enterprise is outlawed within the Commune

Article II
1. The Office of the First Citizen is forever enshrined as the symbolic head of state for the Commune, to be permanently held by John Foucalt.
2. The Office of the Chief Secretary is established as the primary executive body of the Commune.
2. a. The Chief Secretary is entrusted with the power to conduct foreign diplomacy, ensure compliance with the constitution, create laws, is the Commander-in-Chief of the Armed Forces and acts as the Political leader of the Commune and the People's Party.
2. b. The Chief Secretary has the authority to establish temporary executive bodies, to respond to and solve ongoing crises in the Commune.
3. The Chief Secretary serves for life, or until he retires, and upon vacancy, the Office will be filled by a vote between the President of the Workers' Council, People's Marshal, and all General Secretaries. Each General Secretary will have 1 vote, the Marshal of the People's Guard 3 votes, and the President of the Workers' Council 5 votes. The successor to the position must attain a simple majority of the votes
4. The People's Guard, Foreign Intelligence and Defence Agency, People's Protection Service, and Commune Security Forces are all subordinate to the Chief Secretary.

Article III
1. The President of the Workers' Council is established as the secondary executive body of the Commune.
1. a. The President of the Workers' Council is entrusted with power to determine economic policies of the Commune, and regulate the Commune's finances and state-run corporations.
1. b. The President of the Workers' Council has the authority to enforce compliance from General Secretaries on matters of economic and financial concern, unless vetoed by the Chief Secretary.
2. The President of the Workers' Council serves for life, or until he retires, and upon vacancy, the Office will be filled by appointment by the Chief Secretary.

Article IV
1. The Districts of the Commune will each be led by a General Secretary.
2. The General Secretaries will be entrusted with authority over the running of their Districts, to ensure the safety and prosperity of the People of the Commune.
3. The General Secretaries will be chosen by popular election within the Districts, the position going to the candidate with a simple majority of the votes, with runoffs conducted to achieve this if needed.
4. Candidates running for the office of General Secretary must be official members of the People's Party in good standing.
5. In times of crisis, the Chief Secretary may appoint a temporary General Secretary to fill a vacancy, rather than conducting an election.
6. If more than two thirds of the General Secretaries are in agreement against a law proposed by the the Chief Secretary, they may veto the law being proposed.

Article V
1. The Marshal of the People's Guard is the military leader of the Commune, beneath the Chief Secretary.
2. Unless authorized by the Chief Secretary, the People's Guard may not act against citizens of the Commune.

Article VI

1. The Commune is an Atheistic State and non-tolerated religions are outlawed, and adherents banned from the People's Party.
2. Tolerated Religions are major Christian faiths, the Children of the Atom, and Lazarite schism group known as the Steadfast.
3. Religious proselytization of all types, by all religions, is banned.

Article VII
1. The Constitution maybe amended if supported by the Chief Secretary, the President of the Workers' Council, and a simple majority of the General Secretaries.

Maktoum drank a cup of coffee standing up he entered the 'Premium' section of his Cafe where most of his money came from.Sitting near the doorway to the 'Premium' section was a group of Caoists behind them were a few Lazarinians at the very back of the room sat a few members of a local gang named "The Sixers".Maktoum smiled as he went back to his counter counting his 'Hard Earned' caps and foucalts.

Building of the 1st UNCity Food Combinate

Yes, Varley liked giving speeches. Sometimes he even believed in what he said, more times he exagerrated the good parts and played the bad parts to his advantage. The REVIVAL, to his skeptical eye was an utter dissapointment. He underestimated the costs of the operation and the time it would take for the operation to complete. He wanted to implement it nation-wide, but nobody payed attention to it, and, in the end he gave up on that. It was none of his business, nominally. Stanton got ahead of himself, look at what happened to him? It took him so much arguing with the CAE until he could even get seeds for his fields, but he succeeded nonetheless. The first phase was completed, in his eyes. The second phase was to create an industrial base for his District and he already commenced with that, but most of his advisors were telling him to postpone it until the inflation crisis was over. Reynold was seriously thinking whether he should start paying the supervisors with food - they have enough of it now. He was really dumbstruck as to where all this cost was coming from - the laborourers were mostly volunteers (they were promised a job on the factory and a meal every day as well as housing for those who live far from UN-City) and state-sponsored helpers, like students and teenagers as well as unemployed who were 'encouraged to help' by the employment-logistics department, saying they'd get social interaction, labour, they'd be relieved of their status as unemployed and the social parasite tax, and they'd get a free meal. The former spy was wondering whether he should make food the pseudo currency of his district,and whether the commune even needed a currency - after all, a nation with money isnt a real communist state, right?

Major Varley takes the revolution to the Black Market.

" Comrades copartymen, citizens, workers, brothers - Why must I again make it clear that we are a communist state! Why must I again repeat that there shall and shouldnt be any black, uncontrolled, illegal, and immoral business in a communist state. No longer shall the burgeouisie grow rich off the suffering of unknowing proletariat, no longer shall Jerseyite mafiosi pay their henchmen from underground dealings with traitors in our nation. How dare these scumbags even operate right under our feet - how dare they blatantly infiltrate our country, without even a declaration of war. Let it be known, however, that any citizen who collaborates with these infiltrators, spies, and smugglers is a traitor, guilty of high treason, and any official in District who even talks to these f***s, will be susceptible to death by fire squad. I swear on my mother's life, comrades, I declare war on the Black Market."

The Black Market was always rooted deeply into the District Three and the UNCity - the building itself was used by these dark businessmen as their main trading hub until it was liberated by the Red People's Army, and it was always tolerated by the previous Foucaltist administration, but, anyone who even heard of Reynold Peyton-Varley knew he was bound to destroy it. He was a communist, a PISB agent, a war veteran, and a hardliner - there would be no mercy in his heart for those who disobeyed the law and his direct policies.

And thus, somewhere around mid-spring, the Gen-Sec found out about a planned CSF raid on an underground marketplace, utilized by the Profaci family from Jersey as well as their Mafiosi colleagues, several old-day businesses from Queens, cross-river smugglers from the Island - everyone, essentialy - and they all traded in bottlecaps. Peyton-Varley was more than enthusiastic. Finally, he could use his education for something. Finally, he could interact with his former colleagues, and finally, he could once again take part in a military action.

At 12:00 on a sunny sunday, when the market was sure to be overflowing, riot police closed the entry points. Immediately, special forces, including Mr. Varley, entered the tunnel. Over loudspeakers, the inhabitants were informed of their position, most were carried over to Prison wagons, but some of the more radical ones fought. They were fought back even harder. Soonafter, intellegence forces infiltrated the hideouts of several other important 'businessmen'. In the weeks that followed, rumours of firing squads made their way throughout black market societies, sending a shudder even through some of the more moderate customers of these unauthorized establishments.

Trump Tower, May 2328

To dismantle everything was quite an odyssey. Jeremey and Hank worked endlessly for several weeks to harvest everything usable at the upper floors and although it was kind of routine, it was very exiting. Although that was just some everyday objects out of the former times - Toaster or Radios or Televisions or Terminals or Coffee machines or Telephones or or or or - things you could have found in every good office building. But those gadgets were high quality, Jeremey could nearly tell by the looks that it was the 'newest of their kind' despise the irony of such a claim. That was something of the direction Jeremey wanted to see, discoverys that Jeremey lives for, because it showed that everything can get better and if it's just on the more detail level. Of course he loves to help the People here but as his work in the tower progressed he saw how less he could do in the end and how much he lost track of his former target. That made his experience here a much more exiting and enjoyable thing as he had imagined then he first arrived here. The hole adventure let him feel more alive then his years in the commune, although it was far less dangerous then the endeavour he made during his wandering.

"Sir? The convoy has arrived. Are you sure you put everything inside the elevators you would like to donate?" Hank waked Jeremey out of his mix of day dream and work routine und pushed him a bit with his gripper. Jeremey looked up to Hank and nod with a faint smile. Yes, he wanted to donate a major amount of the electronic equipment to the Scientific Collective to fit out some new offices. Maybe with some of the Hardware and Security Programms he found they could even improve a little bit.
"By the way Sir, what will happen to the Gold? Despise that it was mostly fake gold, we still found a fair amount."
"We will clean it, Hank, and then we will see."
"As you wish Sir. I will welcome the Gentlemens now and lead them up to you."
"Thank you Hank."

Same Day, Infront of the Tower

"Please take a look, Mr Finkern. We marked every wagon that goes to the CSC with a C, everything else with a K. If everything is at his right place, please sign the documents and we can make our way to the destinations."
Jeremey climbed from wagon to wagon and viewed the content. All wagons with K had things that were or looked like they were valuable, but in reality wasn't more useful as less valuable counterparts. Old Paintings, Chandeliers, old luxury furniture and one or more Statues. Although most were fake, some of them were out of material like Mahagony or Marble, rare Leathers or silk. Jeremey had talked to the central comitee and made the deal to deliver them he Goods in exchange for a "finders fee". Jeremey didn't cared if he had to sell it himself or let someone else do this, more importantly was that the money was sufficient to fund the equipment for future Expeditions.
Jeremey had done everything possible to make the Goods as presentable as possible, free them from the signs of the old like rost, dust or partially faded colors. He even asked the Jeffersons to help out from time to time because the effort became too much to handle alone.

Meanwhile a crowd of local people gathered around the convoy. Obvious or not, everyone was eager to take a look and slowly Jeremey got the feeling he made the wrong decision. Still he tried to hide that.
"Hey, Mr Fancy Pants, what are you going to do?!"
Jeremey took a deep breath as he got onto one of the K wagons and looked down to a spanish looking Woman The fact that see actually looked quite beautiful didn't made the situation better.
"I will gift it some of those things to the Scientific Collective and the other to the Party Commitee"
"Is that so? And what gives you the right to do that?!" She turned around, goes up on a dumpster and pointed on Jeremey. "It belongs to all of us! Nobody has the right to own something for himself or did i mistake the suited Mens inside the Vault?!"
Now Jeremey got angry. He stood up. "If you didn't noticed - i am about to give it back to the Comune!" he became louder, looked through the crowd as if he talked to every single one directly. "I took the danger to explore the tower, i searched it for months and collected the treasures inside, in my free time! And what am i about to do in the end? Sell it on the black market or keep it all for myself?! NO! I give it back to the Comune. I admit, i get a finders fee for that, but i need that money for future Expeditions zu come!"
"And we should believe you now, shouldn't we?"
Jeremey felt the burning stares of the people around him.
"No, you shall see it! Who ever thinks he is brave enough, cunning enough and selfless enough to do the work i have done without a real pay except the feeling of helping people that hates you for that, come back in two weeks, i will await you!"
Th crowd started mumbling as the wagons went their ways, while the beautiful woman could only follow them with their eyes, feeling split inside.

Shop inside lower Trump Tower, two Weeks later

Armed with his trusted backpack Jeremey clomped into the Shop. Although he didn't though that many people would come, he still took enough equipment for two or three persons with him. To teach them how to build their own weapon and to maintain it or how to dismantle a toaster without wrecking everything.
He send Hank to get the tools inside of the janitors room as Jeremey himself cleared the tables and placed the things onto it. Suddently he heard the sound of Hanks Repulsor. "Sir! Sir! A Crowd is gathering ouside. I counted twenty people then i decided to tell you and there are even more to come."
Jeremey raised one of his eyebrows in confusion as he looked to Hank "What?"
"I said there are more then twenty people outside Sir. And they still...."
In the next Moment Jeremey the beautiful Woman two weeks ago as well as two other persons came right to the shop. She opend the door and took a look as Jeremey, before she came in and crossed her arms infront of her.

"Here we are. So, what is next?"
