Ottawa

The City of Ottawa was officially annexed by the United States of America in 2076 after almost ten years of occupation. During the ten years, a colonel named Daniels was given control of the city and was suppressing revolts and insurgency with such brutality that it sometimes even scared his own troops and his officers.

The city of Ottawa only got a couple of nuclear bombs due to it only housing one major military outpost. The people currently at the military base were annihalted almost immediatly due to one of the bombs hitting directly there. Many ordinary people hid in their basements at home or did so in public government buildings. The few lucky who had built fallout shelters for their themselves and their families did have better protection against the radiation in the few first months were the radiation was peaking. Many died or became ghoulified and the nuclear fallout and nuclear winter has set clear marks on the once prompt city.

The people who surived began to slowly get up from their shelters to the now irradiated surface and began to organize into groups or factions that do whatever they can to survive the permafrost in former Canada. The tribes live in the woods and all share the same tounge and cooperate with each other, shy and aggresive against outsiders. Democracy is dead and the city is almost uninhabitable frozen waste and it is only in the underground that people can still live inside of the city borders without seeking shelter all the time. Dollars are burned and the barter economy rules when people rarely trade the scrace resources they have. The folks in the underground go from hunt to hunt or harvest to harvest (the few that has acces to that). There are a few towns in the underground of Ottawa and they trade with each other when they can, which is rarely.

Some of the Known Factions in Ottawa (in no particular order):

Tribe of Bass-Ville:

The tribe of Bass-Ville is a tribe are like other tribes, positioned in the woods of around Ottawa. Not much is known about them other that they raid the caravans that gets to close to them.

Most Surpreme Church of Khandor:

The Most Surpreme Church of Khandor is a group made up by religious fanatics who believe that the World War was caused by evil spirits in the leaders of the different nations. To counter these evil spirits, they sacrifice a high-profile member in their society to their god, Khandor who they believe battle these spirits. They size is unknown but it is believed to be one of the lesser populated ones. They are also for the main part, avoided due to their hostility.

White Cabal:

The members of the White Cabals is a group of sophisitcated criminals that calls their trade "Controversial money-making". This includes, but is not limited too: blackmail, raiding and legitimate trading at times. They are by far one of the richest factions in Ottawa and has a large collection of weapons at their disposal.

State of Gatineua:

This faction lives in one of the most isolated part of the Ottawa underground. They live on the 'other' side of the Ottawa river in what was once called Gatineua. They speak an almost dead language that nobody can really understand. They have one relatively large settlement in the underground. As the tunnels have collapsed under the weight of the river and 200 years of disrepair, they are isolated from all.

Ice Town:

Ice Town is what the Ghouls call the area they settled in the underground. The feral ghouls retreated to the more dim parts of the underground. They gave it the name Ice Town because of it nearly all year round has icicles on the roof of the underground tunnels. They live in solitude as they have been procecuted and several groups tried to get rid of them in the past.

The Fire Cobras:

This gang is a fierce rival of the While Cabal. The Fire Cobras are however less "sophisticated" in their ways of getting resources and they purely raid or force people with threats of killing you and cutting your family down. They cannot counter the White Cabal in their wealth and weapons but they have more members.

White Skull Clan:

This clan lives as all tribes, in the woods around. The chiefs of the clan has white skulls of human or other animals as ornaments or helmets.

Town of the Dead:

The Town of the Dead is where no human or ghoul dare set his or hers foot. It is located deep down in the underground and is rumored to kill anyone who dares go down there. Some say it is a weird cult living there, slaughtering everything and leaving no trace, whilst other says it is populated by demons.

A Ruling for the Ages

In the months following the assassination of the Head Dean and the succession of Head Dean Parker to the position, through a snap election held by both of the Institute's legislative bodies, the leaders of the Meritocratic begin to rally behind a new leader Doctor Ernet Asser of the College of Humanities, Arts and Social Sciences. Asser had served as the former Head Dean's, Vice Dean and although he did not exercise much power while he was in that roll it did seem that he would be a logical choice for the Meritocrat's next leader.

Many Meritocrats had been shocked by the parties sudden loss of power, and many prominent law professors and Meritocratic politicians questioned the legality of Parker's election, seeing as the original Constitution of the Commonwealth stated that the Vice Dean would succeed the Head Dean should the Head Dean die or be incapacitated while in office. Asser decided to appeal to the Institute's Supreme Court located right outside of Boston in the historic town of Concord.

Throughout January lawyers hired by both parties battled against each other, each side bickering over what they perceived to be the true intent of the Constitution. During this time the Technocratic Party also began to place huge amounts of pressure on the courts to rule in their favor. However nearly all of the Justices were Meritocratic appointments and when after 1 hour of deliberation they gave a verdict siding with the Meritocrats no one was surprised. The date was January 28th, 2301 a date which would come to be associated with one of the darkest days in the history of all the Institute.

When news of the verdict reached Boston, thousands of troops were deployed on the streets of the city under orders from Head Dean Parker and Doctor Harlow to exterminate all Meritocratic presence in Boston. The crackdown was swift but brutal, 4,000 regular troops and 2,000 andriod paratroopers fanned out across the city. The Meritocratic Party Headquarters was seized and burned, all members inside were arrested then executed. The Vice Chair of the Party was arrested trying to escape the city and lynched by a mob of Technocratic supporters in Boston Common the next day. Simply put by midnight on the 28th the Treasurer, Secretary, Vice Chair, Communications Director and several Technical Liaisons (basically ambassadors between the colleges and the Meritocratic party) were all arrested and executed. The houses of every major Meritocratic leader within Boston were also searched and many of the party members families were imprisoned. In effect the entire upper echelons of the Meritocratic Party as well as many mid and low ranking members had been arrested. Several protests did occur during the day inside Boston however these were swiftly broken up. Despite all of this the Technocrats did not accomplish their most important goal. Doctor Ernet Asser was in Concord when the verdict was read and although he had wanted to go to Boston in the immediate aftermath of the trial, one of his staff members received a message indicating that a crackdown was about to break out in the city Asser wisely opted instead to head to Worcester where Meritocratic support was strong.

In the weeks after the crackdown Asser rallied the vast majority of the regular army, in total 9,000 men to his cause, meanwhile in Boston many Technocrats that attempted to speak out against the violence were arrested and charged with treason and soon the vast majority of Technocrats rallied behind Doctor Harlow and Head Dean Parker. Meanwhile several army units and most of the air force decided to stay neutral in the conflict, these commanders mostly leading units along the Institute's several hundred mile long frontier are largely ignored.

On the island of Nova Scotia, Doctor Harlow's dark experiments continued this time with the full support of the Technocratic Party. Scientists predict that whatever their next project is, it'll be done within two years however it'll require substantial funding to be completed. By April the Institute lies on the brink of civil war. The colleges that had made the nation so notorious lie mostly empty and the country's strong economy perhaps the largest on the East Coast lies in shambles. Many people, both inside the Institute and out wonder what the next step is for this technological juggernaut.

[Radio Broadcast]

My fellow citizens of this Union;
As you all know, I am your Overseer, Thomas Perry Matthews; and tonight I have important news of events developing and unfolding as I speak. Elder Mason of the Midwestern Chapter of the Brotherhood of Steel and I have declared a ceasefire between our two nations following the revelation of new and infallible evidence that has been brought to our attention. This new evidence is both incriminating and damning of a third party that has lurked in the shadows of this war. This third party has orchestrated our war for their own petty gain, for the simplistic greed and envy of our fiscal and territorial possessions, and they have caused the deaths of thousands of our young men and women for this lowly goal.

In summary, these... 'people,' have committed mass-murder out of pure greed. And already they have begun their attacks and have annexed the territory of Missouri from the Brotherhood of Steel, they have slaughtered civilians, depopulated the land, and have begun to brutally oppress the defenseless.

I hesitate to call these monsters 'people.' Yet they dare to call themselves knights and paladins when they ravage the lands, pillaging settlements and slaughtering the innocent, 'how can we, as a free nation, allow such transgressions to go unpunished?' I ask you.

This third party that I speak of is the Texas "Chapter" of the Brotherhood of Steel. However, do not mistakenly consider our erstwhile enemies in the Midwest to be remotely similar to the Texan branch of their large and overarching organization. The Midwestern Chapter has defended it's citizens, it has established law and order where there was discord, and while they have done wrong, their wrongs are no where near the same as those of this Texas "Chapter."

I recognize that the Midwest has killed many of our brothers, our fathers, our sisters, and our mothers, yet we must realize that we have killed as many of them as they have killed of us, and we must realize why this conflict started, and thus we know why it must end. This conflict started because they feared us, and then they were pressed into a war by their Texan 'brothers' who made use of their fear. Yet their Texan 'brothers' never entered the war to defend them, no, instead their 'brothers' made use of the Midwestern's fears once again, they threatened them into submission and forced them into signing away their freedom or else face certain death.

Now, the Texans are not pleased with the current results of their brutality, and now they resort to murder their so-called 'brothers.' I ask you, what kind of brother murders his own blood? I say, not a good kind.

And while you might ask, "Why should we defend the same men and women that have killed so many of our people and that we have killed so many of theirs?" Well, I'll tell you why. Because these monstrosities standing at their gates, not only seek to claim their lands, but seek to claim ours, and to oppress us as they have oppressed others. It is their fault, that our brothers, fathers, sisters, and mothers lie dead in the fields of South Dakota. It is their doing, and it is their crime that they must pay for.

If that was not enough, now they too openly seek war against us and have attacked our nation under the cover of darkness, they have lurked in the shadows of our war and now they strike us from those very same shadows. An attack was made by members of the Texas Chapter of the Brotherhood of Steel in which they infiltrated Fort Richardson on September 11th and destroyed the Federal Reserve Bank in an attempt to cripple the Union monetarily and to force us into submission. Many of our brave men and women there were cut down by these cold and calculating assailants, our brave men and women patriotically defended the stockpile until the last man. Unfortunately, despite their brave and heroic sacrifice, the Texans managed to destroy most of the monetary stockpile with the aid of 'super-mutants' believed to be from remnants of Davison's Army. Based on their prior actions and these as well, we can conclude only that they will take any measure, no matter how drastic, to attempt to insure their victory.

However, the lives of Major General John F. Harrison and the valiant defenders of Fort Richardson were not lost in vain, forty Texan operatives and collaborators were caught at the Fort Boyington Airfield, attempting to cripple our air-force. These infiltrators were only caught due to Fort Boyington being placed on high alert after General Harrison authorized a silent alarm to be triggered, thereby warning Fort Boyington of the presence of nearby hostile forces to which they were able to react and secure their facility.

Due to General Harrison's valiant and patriotic service to our nation, he has been promoted postmortem to the rank of Lieutenant General, and due to the nature of his actions going above and beyond the call of duty, he has been awarded this nation's highest achievement, the Medal of Honor. And with him, all other Federal employees killed in these attacks have also been promoted for their valiant performance in the field-of-duty and awarded silver stars for their service. May they rest in peace.

Remember these men, women, and how their sacrifice may have turned the tide of the war. And when we liberate the settlements of Missouri, and drive the enemy back to the hell from which they came, remember that the Texans did not plan to stop at killing only you, they wanted to kill your friends, family, and loves ones, remember that! Which is exactly why I call upon all citizens, loyal to the causes of freedom and democracy, to purchase war-bonds and to enlist-today. So that our boys in the trenches can come home soon after bringing God's righteous fury down upon these monsters who would seek to do us harm.

The New California Republic

Following several weeks of protests across the cities of the Republic, President Richards decided to call for a meeting with many of his staffers and the Secretary of the Interior (the closest thing to a Department of Education that exists in the NCR right now) to begin the drafting of a law. A law which would, if passed provide funding and a plan for a new Department of Education as well as allocate funds to establish primary and secondary schools and hire thousands of teachers. After several weeks of working with lawyers, consultants and representatives of the OSI and Followers of the Apocolypse the bill was introduced to the Big Circle. When the legislation was unveiled many people in California's cities cheered President Richards, however tens of thousands of wealthy ranchers and businessmen throughout the country worried and many politicians in the Big Circle believed that education should be left as a states rights issue, and worried about the encroachment of Federal power as well as additional taxes. Debate proceeded for 3 months in the Big Circle before the bill was passed in an emergency session. Several weeks later people began to sue the government and the legislation was challenged before the Supreme Court. However while many in the Republic wait for the outcome of the case progress continues in Shady Sands and other cities across California, building schools and hiring teachers. Should the bill not be struck down in the Supreme Court many people will be left asking about the curriculum that will be taught.

In addition to attempting to pass the, Education for All Act or EAA through the Big Circle, Richards also has time to meet with some of the top scientists in the OSI during the winter months of 2301. He orders them to begin a project with the goal of fully gaining an understanding of how power armor, truly works. Currently in the NCRA thousands of troopers are armed with power armor, these men the left overs of General Oliver's tenure as commander. Under his lead the Army had never truly gained an understanding of how power armor worked and instead wasted hundreds of thousands of dollars worth of tech in gutting the internal parts of the suits, transforming them into little more then plate armor which could be used to protect the strongest and toughest units. Under this new initiative Richards hoped that by the end of the year he could begin arming soldiers who were truly just as powerful as the Paladins and Knights they had stolen the armor from. OSI scientists predicted the project might take them to the end of November however many commanders in the NCRA agreed it was well worth the wait.

While, Richards was busy another member of his cabinet, his Secretary of Infrastructure, Bobby Delange continued the President's work on restoring the nation's transit systems to their pre-war standards. Bobby spends much of his time through the winter of 2301, meeting with wealthy businessmen in Shady Sands and the Hub. He discusses a new project, promoting the privatization of federal infrastructure in order to grow the rate of infrastructure redevelopment at rates far higher then ones the government could do alone. After several months of meetings four large shareholders in the Crimson Caravan Company, as well as the CEO of the Gun Runners agree to assist Delange in his project. The Pacific Railway Company is announced on March 28th, 2301 and many investors begin buying stocks in the company encouraged by the business's strong ties with the government. By April the CEO of Pacific Railway's announces the companies first major project, a several hundred mile track rejuvenation on a pre-war line running from San Francisco, through Sac-Town to New Reno.

The Legion

With the final defeat of Vulpes, and the man's subsequent death Octavius spent all of the winter of 2301 recuperating from the wounds he suffered at the Battle of Phoenix. He spent much of his drugged or in physical therapy however while he was lucid he ordered several important actions. The most important of which was the declaration of amnesty for all who had served Vulpes or any other faction during the war. This order effectively neutered Vulpes few remaining loyalists, all of whom were either dead or had gone to Phoenix to beg Octavius's forgiveness by the end of April. However in the aftermath of the Civil War there were still many scars left to heal and many wounds that had been left to fester. Among them was the issue of the half million slaves who had been serving as the economic bedrock of the Legion ever since its inception. When tallies began being conducted in Arizona and Colorado, two of the areas most affected by the war, landowners returning to the area reported that as many as one half of their slaves had fled, and reports began filtering back to Octavius's council that some had begun to demand freedom. This alarmed many in Arizona seeing as according to some estimates there were 3 slaves to every 1 free person in the province.

During the winter of 2301 Octavius also became involved in affairs outside the realms of the Legion for the first time. When news reached him of the new war between the Texans the the Midwesterners many in his council and in the rest of the Empire cheered. Octavius also sensed an opportunity and using his experience as the son of a powerful businesswoman decided to send several dozen caravans representing the Legion east into Texas. Due to a rather unforeseen event in Texas many of these caravans were greeted warmly at first however after several months of operation out in West Texas one after another began to get picked off by brigands.

New Canaan
With the abduction of Daniel Young late in the previous year, Davis Wells, head of New Canaan's militia takes advantage of the power gap among his people to rally an expedition into southern Utah and specifically Zion Canyon in order to end the heresy there once and for all. Despite the complaints of some of Young's most ardent followers Wells manages to rally a force of 1,500 militiamen and 4,000 allied tribesmen for his expedition. The group sets out for Zion early in February and when, news reaches them of a large scale spat between the Sorrows and the White Horses half way through the march, Wells takes it as a sign from God and begins to march his column faster, pushing his tribal scouts as hard as he could to reach Zion. In March the column finally reaches Zion and upon their arrival they find the former park to again, be the scene for conflict. Disagreements between the tribal council in recent months it seemed had turned into all out civil war between the southern tribes, with the more fanatical camp rallying around the preachers and shamans of the White Horses while many who wished to revert to their old tribal traditions entirely rallied around the Sorrows. For months the two groups had been skirmishing with each other however for several months it had seemed that the White Horses had, had the upper hand. Once Wells had a read on the situation he sent envoys to the Sorrows offering them a truce and then initiated an all out attack on the White Horse camp. The battle of White Horse Point turned out to be a short but bloody one, tribesmen were the first to charge into the ravine and a melee raged in the area for almost an hour before the Canaanite militia was posted around the canyon and began raining fire down onto the White Horses. Their Chief, Big Thirst was struck down and with that the remaining White Horses opted to surrender. When news of the battle broke across the canyon the Sorrows opted to sign the truce and both groups began to adhere, at least officially to the New Canaanites version of Mormonism.

Meanwhile Daniel Young, began to enjoy his time with the 80's. Although they had at first treated him badly, when they reached a tribal village he was handed over to a family. They explained to him that he was a replacement for a family member that had been killed in a dust storm, and thus he would be treated as a member of the tribe should he behave himself. For several weeks Young attempted to proselytize with the 80's however he quickly came to realize that he was getting nowhere and instead simply concerned himself with assisting the villages medicine man and treating several injured tribesmen who'd been harmed during hunting accidents. During that winter he also assisted in the treatment of a young girl struck by a bad case of malaria. After praying over her bed for several nights and treating her with some of his anti-biotics she began to heal. A miracle Young attributed to the direct intervention of God.

The Holy State of Elijah
In the wake of the many internal shifts that the country had gone through in the past year, Elijia decided upon a less dramatic project for the winter of 2301. As all true followers of the faith did, Elijia knew the tale of the holy Battle of New Vegas backwards and forwards. She remembered a mention in the holy scriptures of a group called the Followers of the Apocalypse, based out of California with advanced knowledge in the fields of medicine and agriculture. Upon her request several followers were sent by boat to the Boneyard where they met with the leaders of the Followers of the Apocalypse in mid February. By March news had reached Elijia that the followers had agreed to establish a branch in the Holy State and soon thereafter building on the Holy Elijah Medical School began in the Holy City.

During this time the conflict in Cuba also began to heat up. Due to almost a year of neglect on the front Elijan forces on the island found themselves to be near the breaking point and when in early January of 2301 reports came in that a massive communist assault had managed to retake most of Havana and capture over 1,200 Elijan Guards in the process, Elijia had, had enough. She ordered an army of 10,000 guards and 4,000 conscripts drawn up and brought to the front, and marshalled the bulk of the navy off of New Gerona in preparation for her assault on the island. On March 1st operations began in earnest as thousands of troops were transported to the last remaining Elijan stronghold on Cuba, Pinar del Rio, there the army established a base camp and several thousand men went forth to stabilize the front while other expeditionary groups were established and loaded onto ships to make their own landings. The first of these groups landed behind Cuban lines at Malanzas, taking the city with little struggle and cutting revolutionary supply lines off to Havana, by late April the city had been reclaimed however pushes by Elihia's generals to move further into the island were delayed by logistical problems and the revolutionaries effective use of guerilla warfare. Meanwhile another task force commanded by Admiral Fernando Rivera, landed at Montego Bay, Jamaica with few problems. Quickly converting the ruined vacation town into a naval base the locals greeted them cooly however there was little the provisional Jamaican government could do to stop the landings.

While fighting rages in Cuba, Commander Gordon attempts to find a ship, unfortunately for him every time his group gets close to a vessel of any sort an invisible wall prevents them from going any further. Many claim it is the hand of God or some type of game moderator. The group then attempts to go into the Amazon however again the same phenomenon happens, many wonder what's up.

Jacobstown

As the mutants and humans of Jacobstown, celebrate New Years, Marcus gives a speech to the crowd assembled below the hunting lodge, he declares that this New Year will be one of conflict, and glory. He proclaims it his people's destiny to free to oppressed of Nevada. And, so in the coming months a small army is rallied on the northern border, for what purpose the mutants know not, however they seem to be awaiting something. Something which never comes and as the winter ends the mutants can still be observed twiddling their fingers in the cool Mojave desert.

Meanwhile, in the wake of the nightkin assault on Fort Richardson an agreement is reached with the Union. Tens of thousands of irradiated caps make their way to Jacobstown over the course of the winter and at the end of April 20,000 caps make their way back to the Union.

In the Divide, Chase Howitzer and his fellow simulator pilots figure out a way to connect the simulators so that they can dogfight each other. Chase is rather out of practice and is repeatedly shot down however he does have some good moments in the cockpit and still retains the respect of the other trainees. With some help from Dr. Gannon, Chase also attempts to rig a simulator that'll allow both supermutants to fly in the cockpit, however this process seems to be a long one and make take a lot of time to pull off, while funding seems like it'll be another issue.

The Mojave Brotherhood of Steel

Feeling the pressure to continue finding pre-war tech in accordance with their oaths, the scribes of the Mojave Brotherhood spend almost half of their treasury constructing another vertibird for the organization, once it is completed the bird is used to, in conjunction with the satellite images search pre-war ruins more quickly and to provide fire support when needed. In the first few months of its use the vertibird proves its worth when a team of paladins are able to recover an entire mega-computer out of a bunker they find in eastern Nevada.

Meanwhile in an effort to exploit the current conflict between the Texas and Midwestern Brotherhood, several agents from the Mojave Brotherhood attempt to recruit the members of both organizations, over the course of the winter several hundred individuals find their way to the Mojave as many people in both factions are disaffected with the current state of affairs.

Mid-West Bazaars
The caravans of the Midwest Bazaar company once again find themselves in a new location. They reach Motown a city infamous for its warring factions and its crime. Under the direction of Mr. Williams several meetings are held between powerful foremen and the company and soon several contracts are reached. Jet is hauled in all the way from New Reno and brought to Motown where the drug is introduced to the populace in large scale for the first time. Within months almost a hundred thousand caps are made off of the venture and Motown is soon considered a special kind of hellhole.

Ronto
Over the winter of 2301 the General spent a lot of time inspecting the maps he found around his office. In particular he inspected many maps of the Great Lakes, no one knew why however. As the snows began to thaw around the Lakes that April the reasons for his hours of long study soon became apparent, when a large scale expedition was launched across Lake Ontario. The expedition quickly crossed the lake and set up camp in the thawing ruins of Onega, New York. There they made contact with several small communities which supported Ronto's expansion in exchange for protection against roving groups of raiders.

Back in Ronto, the General takes a visionary approach to economic policy with his decision to open the Central Bank of Ronto, the first institution of its kind in the east. The bank soon begins printing the Ronto Dollar, making Ronto the first state in the east to have its own currency. With these developments many of the citizens of Ronto take pride in the bank and thousands of civilians wait for hours in the cold and the wind for a chance to deposit their money there. Dozens of wealthy citizens of the city are also pleased with the development and several small businesses are founded as a result of the bank's loans.

The Pitt
The Empress was reportedly extremely pleased with the results of the expedition into the Commonwealth, and over the winter of 2301 she is encouraged by her advisors to send another expedition. This time it is to head west into the fabled city of Motwon. The expedition leaves in January and is seen entering the city in March. While there the traders encounter the merchants of Midwestern Bazaars and gleefully sell thousands of pounds of iron to the rival foremen in the city. When the expedition reports back having successfully established a small caravan base in the city they tell Marie that Motown is extremely weak and divided, many of the Empresses generals begin to wonder if the Empire is ready to expand yet again.

Meanwhile in West Virginia, the landowners of the Pitt are supported in their efforts to enlarge their plantations and although many slaves are worked to death over the winter, clearing fields and cutting down trees many in the Pitt are happy to see the breadbasket of the Empire growing larger.

In the DC wasteland, the programs initiated in 2300 continue, this time under the control of Austin Crumb and his band of merry men known as the Crows. With the help of several local gangs that have working relationships with the Pitt, the Crows manage to establish their own rackets in Megaton, pressuring many businesses to pay protection money and selling drugs like jet on the side. The Crows and other "organizations" like them have quite a negative affect on the city and by April the Council reads a report stating that tax revenue from the Commonwealth's second city is falling and that the city is on the brink of bankruptcy.

Nova Roma
Under the new Princeps several initiatives are put in place strengthening the commercial and agricultural sectors of Nova Roma's economy, a new initiative to provide fishermen with better boats proves especially successful and over the winter government incomes steadily grow. However in the process the government goes into some debt having to borrow significant sums of money from several private citizens and from a few DC merchants.

In the meantime the Princeps also establishes a new organization, classified in name and purpose and drawn from some of the better trained members of the army as well as several civilians, these men and women help enforce order on Staten Island, acting to preserve the discipline instilled by the Princeps.

The Commune of Vault 191
With further direction from Comrade Foucalt, a new industrial initiative is seen over the winter of 2301. Several thousand caps are invested in putting new work standards and ideas into practice. For the first time in the vault's history, a production line is used and trade between the DCC and the Commune explodes as communist merchants are forced to find new markets in order to unload their growing supply.

Meanwhile another expedition is sent out from central park into the rest of Manhattan. Communist propaganda is spouted from loudspeakers as the expedition tries to rally new recruits for the revolution. Although the patrol has several run ins with ghouls and raiders at the end of the day they come back with almost one hundred people seeking shelter from the dangers the inhabit the rest of the city.

Facade's Army
Under the direction of Facade the army continues its training, many of the slaves become increasingly brainwashed and you could even say some are loyal to Facade and his mutants. This is a good sign for the army as last year there was rumors emanating from the slave barracks of a rebellion.

While the training is ongoing the mutants in an extremely bold move begin to allow many of their domestic slaves, the option to resettle in their former homes and towns. While at first very few people take the offer, several thousand make their way back home over the winter. In addition to this, in an oddly king move Facade also frees 2,000 slaves from the army allowing them to resettle back in their old communities, a system of tribute is established and many believe that Facade has the beginnings of a real state in his holdings.

The Capitol Brotherhood of Steel
Elder Casdin and his scribes learned a harsh lesson at Fort Meade, one about overcoming in depth fortifications. After reviewing the reports generated from the battle and analyzing the Enclave defenses, the Scribes determine that their best option in future attacks on heavily defended positions is to use small elite units, capable of creating a hole in the enemy line long enough for the rest of the army to charge through. They also conclude that in the future defenses should rely on trenches and bunkers, as both of those things were used to very great effect during the Battle of Fort Meade.

While the scribes review the organization's military tactics, Casdin attempts to combat the public relations nightmare the Brotherhood now finds itself in. Small squads of knights and scribes fan out across the wasteland and assist the people of the Commonwealth in small scale infrastructure projects. They also offer basic medical care to communities which previously had no way of getting even the most basic medicines. These actions do a lot to help repair the Brotherhood's image however many people especially in the urban centers of the DCC still have a very negative view of the Brotherhood.

The DCC

In the DC Confederation there is a lack of a response from the government to the riots that take place in Rivet City. This only emboldens rioters who publish pamphlets declaring Ron Shirley a Brotherhood stooge and a corrupt liar. Several fights break out between the security forces and rioters, and in one terrible case several protesters end up dead after a frightened guard fires several shots into a crowd. After this event the mood among the protesters becomes far more radicalized as their frustration and fear of the government grows. On March 17th the riots turn into a Revolution as protesters storm the decks of the aircraft carrier. The security guards who were on duty at the time are overwhelmed when the rioters begin using improvised weapons and molotov cocktails and the council chambers are stormed while Ron Shirley is arrested while attempting to escape. The army does not react fearing a massacre and instead moves several units to cut off Rivet City from the rest of the Confederation. When the news breaks the rest of the Commonwealth generally speaking (minus Megaton) condemns the actions of the rioters in Rivet City. A new council is convened in Vault 101 to determine what will happen next. Meanwhile in Rivet City the rioters free several prominent councilors such as Councilor Kelvin and force him to sign an act repealing the agreement signed last fall with the Brotherhood. Meanwhile the trial for Ron Shirley and other councilors who are seen as traitors is scheduled for the Spring. All across the Capitol people wonder what will happen next.

(Two Factions have formed, one pro Shirley/Establishment has been formed and is under the indirect control of Rovsea, meanwhile the Revolutionaries mainly centered in Rivet City and with considerable support from Megaton are led by me/Sealy (depending on if Sealy really wants to be their leader), Open warfare has not broken out but Ron Shirley is rather despised right now and the urban populations are becoming much more radical due to their distrust of the government and what they see as a betrayal of the state in the treaty with the BoS, The Army remains neutral due to many officers and soldiers being biased towards one side or another)

The Temple of the Union
Under the direction of Martin Luthor the Temple of the Union takes a distinctly new course during the winter of 2301. They begin by laying claim to some of the last unclaimed tracks of Land in the Capital taking Canterbury Commons and the areas around it under their control with quite a bit of ease.

Luthor also changes up Temple military doctrine a bit recruiting 100 rangers, he also calls an end to all ongoing Union military operations and brings every chapter of the Union guerilla movement back to the Temple. With all of its forces marshalled in one place the Union begins training the guerilla's as regulars much to the chagrin of many Union veterans who helped build the current Temple military doctrines. Despite a lot of protest Luthor has his way and by the end of winter several hundred regulars are trained.

Some said it was the end of an era. Some said that it was a dark day in the Confederation's history. Some said that it was a moment that would change history. But mostly, they spat on the ground and said "Good riddance!"

For Ron Shirley, it was a hard decision. The hardest. Even his beloved guards, in which he held the first real position of authority he'd ever had, decades ago now, had turned against him. He sat in the cold cell, in the bottom of the great City of his birth, and contemplated the future. With nothing else to do but wait for the clamoring of the mob, his thoughts turned to his options. There were not many left, and all of them seemed so... extreme. For a man who liked to deliberate at length, none of the options ahead looked good.

Yet again, Shirley broke down into tears. After decades of leadership, to be ousted from power because of a treaty! And one that would benefit the Confederation as well! It was so frustrating, that the people couldn't see what they would gain by working with their neighbors, by offering some generosity here and there, before moving on. And then to turn to violence of all things! It was enough to drive a man mad.

Dully, the ex-patriarch of Rivet City contemplated hi own insanity. Here he was, awaiting trial for treason, railing against the world for putting him there. It was clear enough, now, to see that he had ignored the people, felt that his way was best and ignored them, pushed his own agenda, possibly even to their detriment. That last one was the hardest to swallow, but in consideration of the weight of feeling against him, he kept coming back to it. Had he destroyed his own nation's peace? Was that the inevitable result of his actions? Could he have done better?

The answer, or so the people shouted, was a resounding yes. Shirley had never married. The job was his entire life, and he lived in his responsibilities day and night. He couldn't escape it, even after they stripped his title and sent him down here. Looking into the future now, Shirley could see only one thing: chaos. It was a chaos that he felt responsible for, and that he knew he must abate, by any means necessary. Including the most extreme means. Summoning his courage, he gestured to one of the last guards still loyal to him, a current ranger who he'd known for 25 years or more, a veteran of all of Rivet City's wars and triumphs. The only man who would still stand silently and with respect listen to an old man weep of his failures.

Leaning forward, Ron Shirley whispered into the man's ears. The hardened killer blanched, and took a half step back, reaching through the bars to grip his commander one last time.

"There is no other way?" he asked.

"None"

In the morning, they found Ron Shirley's corpse, hanging from the ceiling by a smuggled length of rope.

Good evening to the greatest republic in America, I apologize for having been gone for these last few weeks, but boy have I been on a journey to no place other than the old capital of fun and excess, that of New Vegas. The city as ever before stands tall and proud, but don’t mistake it, it doesn’t stand with the same appetizing appearance as it held a few decades ago, fewer tourists visit it and the wars have taken their toll. Despite this there are still several large groups of tourists, and a sizable minority of NCR citizens living within the shining beacon of the wastes.

We have a shared history with the Legion, and it seems that it continues to develop. They say in New Vegas that this new Augustus, this new Caesar, is the son of the last one, the one that beat back our brave fighters. The one who forced our leaders to sign away their rights to the Mojave, and forced us to sign such a humiliating treaty, a treaty which still taste sour, now this Augustus invited me, yours truly, to talk. Me, always interested in bringing the best story to the world’s greatest listeners, of course accepted this invitation by this Imperator of Slaves, Caesar of the oppressed.

And let me tell you, he truly rules the oppressed, the first thing you will meet in his so called ‘palace’, will be a slave who offers you refreshments, something nice to drink. Everyone in the city speaks of this so called Kaiser, the names they give him can truly make you feel small, the son of Mars, Caesar, the Imperator of all the Legion, the revenge of Utah, the young prodigy, the Legion’s new hope, restorer of order and all such nonsense. I will tell you, I felt small, I thought I was about to meet a giant of a man. But now is the time for some truth! Some proper truth for my brothers and sisters of the wasteland!

I met him, and I tell you, I was shocked, it was nothing but a teenager, I’m surprised he was able to sit by himself, to stand without falling over. He was nowhere near the pictures, he was nothing but a smaller, slender and unimpressive boy. I’m utterly surprised he won any war, or killed any enemy, he looked nothing like a ruler, he looked nothing more than a sheep pushed into the position of a lion. I must say that I had a hard time taking him seriously, to see such a young man, so unimpressive in stature. This oppressor of people couldn’t even oppress a dinner steak. I will however grant him, there was something in his eyes, something cold enough to freeze the steak instead.

He wanted to talk, and talk he did, about reforms, a new way and the a better future for humanity. But let’s be real, the Legion and the future for humanity is not two things that go together. He did however wish me to bring a message to this great nation of ours. This child, this young Caesar has called out our president for a talk, he has invited the President himself to meet with him, to discuss the future of our great nation, and to come to terms in hopes of improving relations and removing the tension.

I don’t know about you, but I say that our president has our full support for this, not only could this be a historical moment for the future of the wastes. It is our duty, not just to achieve peace, but to free those slaves within the Legion, Caesar has extended his hand, and how can we claim to be the protectors of humanity, as well as its savior, if we don’t take this chance to speak with the boy and improve the lives of those who cannot do it themselves.

The Great Midwestern War Debacle

The Peace of Sioux Falls or the North American Treaty
In the wake of the savage campaigns waged across Missouri and the destruction of the Union's treasury many leaders in both Chicago and Lake City had, had enough. On January 3rd following the Christmas truce Elder Mason and Overseer Matthews met in a pre-war dining car that was found on a ruined bit of track outside of Sioux City. The two penned a peace treaty that essentially returned all of South Dakota outside of Sioux City to the Union and returned the prisoners of the two nations. The largest section of the treaty however dealt with a new conflict. Following the savage campaign that had been waged in Missouri by the Texas Brotherhood over the past several months the Elders of the Midwestern Chapter had finally decided to act and declared war. Upon signing the agreement the Union also joined the war on the side of the Midwest. In the following days Union diplomats would make their way to Phoenix and Jacobstown where Caesar was approached about funding the Union government, a prospect which he refused due to several of the demands that the Union had placed on the Legion. Jacobstown however did end up agreeing and several squads of nightkin were deployed to the Union.

The Fallout

In the Midwest the treaty was received coolly, the vast majority of people understood the need for the treaty and most people viewed the Texans with far more hatred then they did the Union. In fact hundreds of self defense militias had been formed in Illinois following the massacres in Missouri and many people prepared for the worst. Midwestern military commanders and soldiers were relieved about the treaty however many complained about having to cooperate with the Union in future military operations and privately many officers worried about "friendly" fire incidents.

The Union by contrast exploded when news reached Lake City of the signing of the treaty. Thousands of soldiers, militia members and protesters poured out onto the streets demanding the Overseer's resignation and calling for his imprisonment. Had the peace simply been a peace that would have been understandable to the majority of the Union however due to the fact that it involved the nation in a new war, and not just any war but a war in which they would be forced to side with their former arch enemies was just to much. Although the government attempted to claim that there was some massive Texan conspiracy to take the whole Midwest people would not listen and on January 26th less than four weeks after the treaty an officer's coup took down Overseer Matthew's government and called for new elections while in the meantime the military took over the functions of state. While on the diplomatic front the Union recanted its declaration of war and committed itself to peace for the time being....

In Texas news of the treaty was met with extreme agitation. Some brother's outright declared it to be the end of the Brotherhood all together and a wave of desertions struck the army in Missouri. However General Ulysses was seen as an inspiring leader and much of the Brotherhood rallied around him for better or for worse.

The War

When news of the coup in the Union reached New Maxson it was already too late (also the scribes think it's just a Union ruse), the entire Brotherhood had been rallied in just a few weeks and the entire Texan Army, set off for Nebraska leaving not a single fighting man behind in all of Texas. Ulysses had been faced with an impossible choice, fight a war along a massive front that he had no hope of defending or abandon the front in favor of one massive attack. He choose to attack and abandoned Texan positions across Missouri and Texas leaving the state behind for good. A massive column numbering just over some 19,000 Brother's in all set forth Texas and made for Kansas, they crossed the state in less than a month and proceeded to march on Nebraska. By that time winter snows had set in and the march had turned to a crawl. The Texans, unaccustomed to the weather grew weaker and weaker as they journeyed ever north, by March over a thousand Brother's had died of attrition however the column marched on leaving those too weak to go on behind. By late March they crossed into Wyoming and began the process of raiding and pillaging the tribal lands they came across, murdering and stealing from the populace as they went. The Union military was taken completely by surprise and isolated military units were sorrounded and destroyed.

As March drew to a close the army entered Montana continuing their path of wanton destruction, however by this time the army had significantly slowed, and although attrition was still taking a toll on the Brother's, clothing and food provided by the raids was helping to stop the deaths caused by the conditions. By mid-February Ulysses had decided to make camp for the winter and gave his men some time to rest. Meanwhile shockwaves spread through the Union as at first disbelief and then panic set in. The bulk of the Union army had been posted across eastern Montana in anticipation of a Midwestern attack. Once the snow melted there would be little between the Texans and the capital Lake City. Furthermore the military officers who had taken over the government had not been familiar with the country's fiscal situation at the time of the coup and were alarmed when they found out they had no money to fight this new war. Lastly tens of thousands of tribal and Union refugees were scattered throughout all of Montana and Idaho as a result of Ulysses march, putting a strain on the food supply and costing the government thousands in money the Union didn't have to spend. By the end of the winter many expected the Union to go bankrupt and for many in the Union the future had never looked so bleak.

Meanwhile the Brotherhood had a shockingly fine time over the winter. Following the Texan's unannounced withdrawal from Missouri the Brother's had little to do but march in and take over communities that had previously been theirs. The army was greeted as liberators and people hailed Elder Mason as a hero. However despite their ease in taking back Missouri they found the territory to be one in a state of chaos. With the Texan withdrawal anarchy had broken out in some parts of the state as militias and warlords took over in the south establishing their own petty fiefdoms. The entirety of Missouri was also badly affected by the destruction the war had wrought and tens of thousands of civilians, mostly refugees froze to death over the winter from lack of basic human necessities. When news reached Chicago of the Texan invasion of Montana many cheered however most people wondered what would happen should the Union fall to the strength of the Texan fist.

Unexpected Actions

”What do you mean they left?” Caesar said in confusion as he sat with his councilors around him, who all looked at the messenger in shock.
“They left Texas, all of them, all the brotherhood packed up and left. They marched on the Union, invading them.” The messenger said, his haid pointed towards the floor.
“So none of them are left, its all fallen to anarchy?” Augustus asked, still doubtful.
“Yes Caesar, that’s the reason for the attacks on your caravans.” Caesar just waved the messenger off as he sat there nodding, looking shocked with his mouth slightly open.
He turned towards his advisers to see some of equal shock, others with smirks and some just containing a laughter before he finally spoke. “Gather the council, and summon Salinus.”

The councils for once had been in unison, something which pleased the Imperator as Salinus was appearing before him, awaiting to be addressed. “Rise, my friend.” Caesar said with a smile as he looked at the general. “Salinus, I am giving you command of the Legions 9 to 14, all forty thousand men, with them you will invade Texas and bring those savages under our rule, with the brotherhood gone I doubt we will encounter much issue. After the first progress is made and affairs settled back here, I will come out to Texas myself and meet with you, I wish you to prepare for it, we could use a good victory.” Caesar said with a smile. “Now gather the troops, I wish to speak with them before the invasion.”

Ceasar stepped out, in front of him the Legions had gathered, ready to depart for Texas, Salinus stood slightly behind him, looking all soldiery and the like. Augustus looked at his legions whom stood as far as the eye could see. “Legions of Caesar.” He began saying, raising his hand slightly, standing calmly, he was quite happy with himself, he no longer felt uncomfortable as he had done back in Dog Town, or at least not as much. “You stand before a moment in history, a moment of honour, of glory, of spoils and more importantly.” He slowly lowered his voice. “Women.” Caesar said with a smirk. “The Brotherhood has left Texas, order and law has been demolished, chaos has ensued and we stand at risk. The rebels and brigands in Texas has already attacked and killed men and envoys under my command and this cannot stay. Ever since Utah the Legion has suffered, our reputation has been dragged through the dirt, it has been spit on, pissed on by lesser. That such lowly tribals, our inferiors think themselves able to attack convoys under my protection is just a testament to how far we have fallen, and I say enough!.” He said as he raised his hand in a swift motion.
“Let us show the world our true strength, let us show them the power of the Legion, for too long have we been ignored! We must make our stand and show that this is not acceptable, we must show them that if they attack the Legion, we will respond in force, to such a degree that they will either bend or break! Nothing will stand in our way, we will raise ourselves to new heights and we will show them the true power!
If they stand, they will kneel! If they fight, they will fall! If they resist, they will be crushed! If they don’t bow, then their bodies will feed the crows at nightfall. Let us show them true terror, true warfare and true power, my crown, our empire, our rights will stand!
Let us show the world that the Legion is stronger than ever, that Utah was not the mistake or weakness of the Legion, but that of a single weak ruler and general, let us show them that to cross us, will be their doom. So now, let us march, let us show them who they crossed and let us do this as one. One Empire! One Caesar! And the military might of millions of brave souls! Now sons of Mars, let them hear our march, and let them surrender to our might or be gone forevermore!”

A few days later over the radio

“Citizens of the Legion, our people have come under attack, our nations have suffered the taste of blood as ruthless bandits and tribals have attacked our caravans in Texas. The Brotherhood as recently abandoned it and chaos has ensued. As such Legate Salinus together with the Legions of 9 to 14 have been sent into Texas to bring it to order, as well as to our righteous rule, there is no doubt that there can be no other way, and that we must act for the betterment of our new Empire, one that will last the ages and stand the test of times, while those around us falter to their decadent, corrupt, deceitful and false ways. We will stand strong, this is a new age of the Legion, a new Empire was born out of bloodshed, an Empire with a purpose stronger than before, an Empire which will bring order to the furthest reaches of the waste. We are the most August, and we the strongest, and we will prove this to the world.”

A New Beginning

Gordon was furious. Where could he find a boat? What was happening. He had nearly run out of options, when he heard of one last seaworthy ship in the port. He found it, an old ship, but seaworthy. He boarded it, and then realized no wall had stopped him. He paid the man who owned it, then started organizing and loading the men and supplies. Once everything was settled, he embarked with his crew, only to find the invisible force was guiding the ship. The navigational tools told he was heading north. Back to America, he thought, after all these years. Where will I land? This question was on his mind. Several questions concerned him. Out of about 100 troops, only 23 could speak English. Thus on the voyage he had classes to instruct the Spainish speaking ones to learn English, with varying success.

After several weeks, the crew spotted land, and the ship sailed up the river it came to, past swamps and marshes. Due to the wideness of the river and the climate, Gordon assumed this was Louisiana. They sailed up the river, finally running aground. The crew disembark and unpacked the supplies and supply trucks, and headed inland. Soon they came to a road marked "Mississippi State Highway 1" they followed it eastward, until it finally joined another road. At the junction, there were several abandoned buildings. The biggest one said "The Onward Store", so Gordon guessed this place was called Onward, and an abandoned Church, and several houses. He ordered to set up camp here, and then make this place home. After sleeping through the night, the group searched for whatever was left, during which they found a map of the surrounding area, showing he was near to a "National Park". He ordered the raising and the construction of buildings. The Onward Store was to be the centre of operations. He ordered the construction of defenses as well. Luckily before he left, he had bought some women in the city, so he could begin his own colony.

A letter from Elder Casdin, to the councillors assembled in Vault 101

Greetings to you. It should be no surprise that word of the ongoing chaos within Rivet City has reached the Brotherhood - to this we feel our concerns must be voiced. The friendship between the people of the Capital Wasteland and the Brotherhood of Steel has lasted the test of time - our combined strength rid this region of the Supermutants and the Enclave alike. I do not advocate the spilling of blood with reason, but surely we cannot allow demagogues and villains to overrule reason and friendship.

While the mobs of Rivet City clamour against our Brotherhood, which in its time here has never sought harm to the people of the wasteland, Megaton has become rife with corruption and gangsters, who even now seek to spread their shadow across the rest of the D.C.C. Why else would the people of Megaton remain silent while the rest of the Council clamours against the chaos that has engulfed Rivet City? I say it is because their sovereignty has been usurped by miscreants and their liberties stymied.

Cooler heads must prevail. Surely it is not just that corruption and violence dictate the lives of the tens of thousands that live within the lands of the D.C.C? As always, the Brotherhood simply wishes to work alongside the people of the wasteland. I leave this matter in the hands of the Council.

General Wells looked out his office window. The cold winds were blowing as always in the north. His body was beginning to weaken, however his mind was clearer than ever. He could see the people of his, standing in line waiting to deposit their life-savings in the bank which had just opened. Wells began to shiver even though there was plenty of warmth in his office. It was almost as if he could feel the cold from Ottawa where his scouts reported it back as: "As cold and frozen as the Ninth Circle of Hell" and that: "You could see Satan frozen in the ice"[1]. From his "main" office window he could see entrance of the Council Hall. A politician wearing a yellow armband, that shows that he is a member of United Left [2], was hurrying into the building as if he missed some sort of important vote. He knew there was soon to be an election in all Ronto electoral areas. Not that General Wells cared at all for the civilian government, as they merely did their job. Deadlocks could however, be frequent in certain times of year. He hated politics and everything that was part of it. He enjoyed the company of his military staff and generally avoided the politicians unless absolutely needed. Phillip knew he was a simple man with simple needs. He led an ambitious foreign policy for Ronto itself but many would call him slightly puritanical. The general pays no heed however, as he had more important matters to see to. A whole lot different was his 'young' wife[3], Catherine, who was eager to spend money on "luxurious" products coming from abroad and she almost despised the military, even though she loved the privilieges that came with being the wife of the Ronto head of state. They have 2 healthy kids together named, George and Nathan Wells. Both having or starting a career in the military.

Phillip felt something scratching his leg disturbing his line of thought. He looked down and saw his... pet Snow Leopard looking at him with it's big cat eyes. He got down on his knees, scratched it behind it's ears. got up and went out the door, with Jack (The Leopard) following his trails closely. There wasn't much activity on the streets other than near the bank. He saw two soldiers in their warm winter uniforms on guard duty, near a fireplace. He neared them and when they noticed they straigtened up and saluted. Phillip did the same whilst asking: "Anything extraordinary happening? Any news from the weatherman?" He made quotation marks around the word with his fingers as he knew that it wasn't a real weatherman, but rather a man who made weather maps based on assumption rather than science. "He says that the last of the winter storms have passed us already." One of the soldiers answered and continued, "else our post have been silent and the only activity here in the city is in the Central Bank." "Good, that was all I wanted to hear." Phillip said and walking onwards. Towards the more ruined part of town. The place where the cold and the ice ruled surpreme. He looked up the elderly buildings where the steel had been ruined by the permafrost in the north. Even though getting rid of permafrost would be nice, everybody knew it was not an option as it was their best defence and useful for bleeding out potential enemies. Phillip walked back as nothing was happening.... at all and the cold went into the bones. When he was back inside near the fireplace he looked through many a maps to pin-point just the right position for a Ronto colony.
