It was the beginning of a new year in the NCR, and as such, like the presidents of the old world, the president of the NCR gives a state of the union address. This year, after the Republic was on edge, given how the whole crisis with Chief Boney went down, as well as the current protests in demand of a better educational system in the NCR. The NCR does not know where Chief Boney went, he seemed to disappear off the map. Still bounty hunters were still promised a very large award if they could hunt down and bring this man in, dead or alive. Still no one could, which was odd. Thankfully, due to the NCR response in response to Chief Boney's actions, the public swiftly forgot about the NCR's most wanted man.

Still, the Public was concerned with other things, such as the educational system, and in an effort to appease the public, President Richards vowed to introduce a bill in congress promising to to improve the public school system in the republic, however given the many small villages in the republic, he knew it would be no small task, thus he would sit in his office later that night and prepare to draft a bill. However, some things needed to be worked out, the cost, funding, and who they would employ. A couple of decades earlier, the NCR sent an exploration team to Sacramento where they went through some of the government buildings there, and brought back books that could be useful to the government. One of such books was a ledger of every single pre-war school in California, and every single employee who was on payroll. He would need an advisor, so he sent someone to attempt to find out if someone on the employee ledger was ghoulified, in order to get some advice on how pre-war schools worked.

Also in the ledger was the address of every single school in California, so he figured they could scavenge educational texts, as well as equipment from these schools, maybe even refurbish them to save costs. So in his state of the union address, he also announced the creation of the NCR Department of Education, which would be in charge of three things, Establishing Schools, Hiring Staff, and Making a Curriculum.

I'm afraid that the Militias springing up in South Dakota may not adhere to our ceasefire, and thus it would be safe for all of us to set up the demilitarized zone. Over to you.

An upturned civilian van stood in the middle of a wide alley in the center of Motown. A number of other wreckages, including a number of the refurbished and upgraded automobiles from the factories run by the Foremen littered the streets nearby. A few of them were burning, too. A serious battle had broken between two coalitions of foremen, and the frontline happened to run along that exact street. And an unlucky merchant and a few of his caravan guards were caught in between.

“Why the hell are the idiotic thugs wasting bullets at us? We are just merchants, trying to make a living!”

“Well, sir, with all due respect, they aren’t shooting at us. Or at least they aren’t aiming at us. And in addition, it’s usually us who end up opening fire in case there is a firefight.”

“But we only shoot ferals, muties or raiders! They are enemies of every civilized citizen of the wastelands anyway. Actually, come to think of it, we could start to make money out of it, somehow. Maybe we should ask nearby settlements for rewards if we clear a stronghold near their location.” Jacob’s business idea thoughts were quickly cut as they had to take cover. A burning car crashed into the van behind which they were hiding, sending burning gasoline and hot steel all over the street.

“Nobody is going to buy that anymore. It’s a shame that we didn’t find scavenge all the pre-war cars on the highways on our way here. There sure should be demand.” A slight lull in the gunfire allowed them to escape to the next apartment buildings across the street.

"While we grieve their passing we should also celebrate their lives."

"Their courage and sacrifice has saved thousands, perhaps ten of thousands, from death and tyranny. It has also saved us from a terrible threat from the north which might otherwise have been our downfall"

"So let us have a moment of silence for the fallen"

A long moment passed in silence, then 7 mutants stood up on the roof of the lodge and fired off 3 volleys from their rocket launchers... which burst into Fireworks high above the gaping crowd.

The Princeps was dying. He thought that his loyal servant, Magister Drusus, would never betray him. They had an amiable relationship, a meaningful friendship, little did he know that it was all a live. When the Magister invited him to a formal dinner to celebrate the completion of the fortifications of Staten Island, he was excited to drink with his friend. So when the Princeps was ran through with a machete, he was more than surprised. Why would his friend betray him, why would his loyal Magister Militum end his life? Ambition, most likely. But the dying man wasn't sure, he wasn't sure why his friend, his prefect, his loyal servant, would kill him. And soon, all the betrayal, the scheming, the plotting, was for naught. The Princeps closed his eyes, and for a second, he was at peace.

Later, in Nova Roma

Decimus Claudius Drusus stood in front of the Nova Roman military, his face strained with 'sadness'. He was adorned in a uniform reminiscent of pre-war generals, with crude medals and ribbons sewn onto the coarse grey uniform.

"Soldiers of Nova Roma, today, I am here to confirm the rumor you all have heard. During a celebration commemorating your hard work to fortify Staten, the Princeps was killed by a socialist assassin." The assembled soldiers begin muttering, and some cries of anger and sadness are heard. The Magister Militum holds up a gloved hand, and the men go quiet once again. "He was equipped with a machete, and killed our glorious leader whilst he was holding a toast to Nova Roma and her soldiers. He died in a celebration of the Nova Roma he worked hard to build. Claudius Tiber was utterly devoted to Nova Roma and her people, and we should all do well to replicate the former Princeps devotion to Nova Roma. Now that we are left without a Princeps yet again, I have seen fit to seize the role of interim Princeps. Whilst the people of Nova Roma decide on a new ruler, I shall hold the post of Princeps so our glorious haven shall remain safe from the socialist threat. The late Lord Tiber and I had a strong friendship, and I know that he would approve of my decision. I wish to make it clear that I do not want this title because of my ambitions, but rather because I feel that I must serve Nova Roma in this way. I hope the people of Nova Roma understand this, and I know you all, my loyal soldiers, will." The Magister Militum, and newly minted interim Princeps holds up his hand in a salute. "Long live Princeps Tiber!" The crowd echoes him, before filing out.

This is Overseer Matthews, I am ordering that all Union forces withdraw to the North Dakota borderline and cease hostilities. New evidence has been brought to my attention that will be released to the public at a later date. Elder Mason and I have agreed to a cease-fire after recent events. I suggest that all auxiliary forces use this time to return to their homes and spend time with their families, however this is not a dismissal from duty and you will be payed for the duration of leave. All other forces, stand-by for further instruction and cease all hostilities.

There was a moment of silence in Hopevile. Every member of Jacobs town were both a honor and remorse. Chase wondered why he didn't know about Marcus's plans but in the end it wasn't Chases business to know everything especially strategical moves that he had no influence over, ever one had there part. Marcus put a lot of trust in Chase
after the NAFB incident, so the least he could do was trust that Marcus was doing what he thought was right.

Chase had moved down from the ace pilot of the group even though he had never been in the air, to the 3rd best. With a second flight Simulator working Chase was able to hardwire the two so the other pilots could dog fight and work together on the same missions. Chase thought about when he and all the other pilots would actually fly a combat mission, he smiled knowing that by that time they might be the most elite group of pilots the wasteland has ever seen, and Chase was proud to be apart of it.

Apart from dog fighting and other simulation tests Chase had been working long hours on one more project that would take up a few months if it actually worked. He had to fulfill one of the first and to him one of the most important promises he made. A super mutant compatible flight simulator. Dr. Gannon worked on modifying the Neural interface suits, and Chase sunk long hours into modifying the space in and around the flight sims when no one was using them. Chase had promised he'd be able to do this but deep in the back of his mind he had doubt, but one way or another he would find a way to fulfill his promise.

Biography:

Being a slaver since the age of 24, Crumb became successful enough to attract the attention of the DCC. Evading capture, he decided to join the Pitt. Together with others, he was given the task of capturing potential slaves that were put to work along the borders of the Pitt, as well as attacking poorly defended outposts. For his success he was made leader of an experienced unit, the Crows.


Over time, Crumbs work ensured that the settlements outside the Pitt had a healthy supply of slaves. It is rumored that Crumb had been given free reign to commit terror acts such as bombings and other atrocities. Thanks to his contributions, the amount of people under his command grew large enough to support both activities but people have yet to connect him to the Pitt. Therefore, operations were always made in the name of his unit/gang.

In the basement of a burned out ruin somewhere in the Capital Wasteland, a group of people were gathering. It the was the dead of night and the moment was ripe for hidden meetings. Though scouts were keeping a look-out, the atmosphere was tense in the basement that could accomodate a crowd of 15. With a small light illuminating the room, Austin Crumb kept his back to the far side of the room and called for attention.

"Now that we're all here, I'll let you, my lieutenants, in on my plans. The first order of business is to increase our capabilities to make caps, so that we don't have to depend too much on our bosses back in the Pitt. To do that, we will create "perches" for our Crows. That means all of you'll send your guys to infiltrate the big cities around the Pitt and manage them. There you'll start profitable enterprises like kidnapping, extortion, the works. At the same time, try to to keep an ear out for any information we or our overlords could use. Short term, I want to focus on the DC area, so *pointing at three subordinates* you guys start there. Since I can't contact you so often once you settled down, I'm giving you free reign. Just don't attract too much attention. The rest of you continue with your usual program. If we pull this off, we'll live like royalty, so don't disappoint me. I'm going to keep in touch you three, so expect me.



Crumb was the first to leave with his bodyguards. As he ascended the stairs, he turned towards the crowd and uttered:


"Don't forget where your loyalties lie. I have faith in in you, men and women, but don't think I won't know if you plan to betray our family."


With that, the crowd dispersed into the night.

Orson turned off his stealthboy and took another look at the night sky. Lets see, Big Dipper, check. Orion's Belt, check. North Star, check. Consult star chart, check chronometer, the satellite should be right... There. He pointed the hand held antenna-dish up at the right angle.

"Eastbound one calling Jacobstown control, repeat eastbound one calling Jacobstown control, come in, over."

The Pip-boy screen, looking comically small on his wrist, flickered to life and the burned face of a Ghoul looked out at him

"Control here Eastbound, you've missed three straight call-ins, report status and location immediately!"

"Location is somewhere in eastern Kentucky, maybe a little into West Virginia. Status is good, but only just barely. The hills around here are crawling with Deathclaws, we haven't had a safe opening to call in for 4 days now."

"Roger Eastbound, Marcus will be glad to hear you're alright. 4 Days of Deathclaws?

"We've run into at least 3 different hunting packs, and the Third one must have caught our scent because they chased us for 36 straight hours of full Stealth. But we seem to have lost them now, no sign of them for hours"

"Any sign of the quarry?"

"Not directly, but rumors of some big battle down around Atlanta where they got turned back by an alliance of humans"

There was a rustling in the trees and a large figure, mutant-sized, covered in a voluminous camouflaged garment that showed nothing of it's wearer, stepped into view. The four nightkin brought weapons to bare, then relaxed, slightly, when it seemed alone and unarmed.

"Lay down your weapons, and surrender the communications device and you will not be harmed"

"Sorry pal, were just passing through and don't want any trouble, but we outnumber you four to one, plus guns. You're not exactly in a position to make demands here..."

Back in Jacobstown Calamity watched helplessly as an enormous roar sounded through the speakers and the camera spun crazily. It looked like Orson must be rolling on the ground wrestling something, all she could see were blurs of blue, brown, and green.

"Jacobstown, we've been waylaid by- [THUD]"

Half a minute later a human hand entered the view and pressed the off-switch.

"Find Marcus"
"Isn't he-"
"WAKE him"

The comm-tech ran for the door.

The Treaty of North America

Preamble of the North American Treaty

In order to insure the continuance of domestic tranquility, to provide for the common defense, and to promote the general welfare, a diverse arrangement of political states and powers have come together on this day to sign this Treaty. This Treaty will set in motion a conflict of unprecedented scale in an attempt to curve the unwarranted hostilities and killings of a rogue nation that refuses to open itself to diplomacy and has secluded itself from the world with only one known goal in mind, the assimilation of technological and civilized development.

We have drawn the conclusion that this rogue nation has set out with the intentions only set to steal, loot, plunder, and murder anyone who happens to come in their way for the ultimate goal of world-domination. This absurd and utterly ridiculous objective has led to their isolation, and intolerance for foreign cultures and of multiple modern branches of ethnicity.

We do not declare war for any of these reasons solely, but rather for them in their entirety, as an intolerant society is not proper cause or justification for war. What is a justification for such a war is that they have attacked a neighboring nation and based on their prior and brutal actions along with their ideology, we can and do expect that they would attempt to strike against other neighboring nations following their current war should they win.

This presents them as an active and on-going threat to all of our nations, and thus they must be dealt with. That is why we have come together today to sign this agreement. This is the cause that the Union shall fight for when they assist in the on-going endeavor to wage war against this nation with the backing of an international community that is currently at threat from this menace.


Article I: Pax Americana

The Union and the Midwestern Chapter of the Brotherhood of Steel shall declare peace under the following conditions;

1.1: All aggression between the Union and the Midwestern Chapter of the Brotherhood of Steel shall cease and a truce shall continue until 2035, should either nation break the reached agreements in this treaty.
1.2: The lands that once belonged to the Union and have been occupied by the forces of the Midwestern Chapter of the Brotherhood of Steel shall be returned to the Union by the Midwestern Chapter of the Brotherhood of Steel.
1.3: The Union shall come to the aid of the Midwestern Chapter of the Brotherhood of Steel in it's current war against the Texas Chapter of the Brotherhood of Steel.
1.4.1: The Midwestern Chapter of the Brotherhood of Steel shall allow Union full military access for the duration of the war in order to halt and reverse Texan offenses and to properly supply Union forces in the field.
1.4.2: The Midwestern Chapter of the Brotherhood of Steel shall also allow Union convoys limited military access through it's land until the Union can construct other routes through the region and to Texas. The limits of this access shall be confined to Iowa and Missouri along with any region linking these two regions either to the Union or to Texas.
1.4.3: The Union shall allow the Midwestern Chapter of the Brotherhood of Steel limited military access for the duration of the war. The limits of this access shall be confined to the South Dakota region.
1.5: All prisoners of war from both sides, Midwestern Brotherhood of Steel and Union, shall be released immediately.

Article II: Pax Augusta
The Legion shall make a payment lending 200,000 bottle-caps to the Union;

2.1:
200,000 bottle-caps shall be transferred to the Union from the Legion.
2.2: The Legion shall determine whether or not further payments are necessary through out the course of the war based on the operational usage of current funding.
2.3: The Union shall begin repaying all debt on the conclusion of the war.
2.4: The Legion shall not militarily interfere in the war. It is of utmost political, civil, and martial importance that the Legion not occupy or claim any Texas land as it may result in wide-scale rebellion against Union occupying forces.

Article III: Pax Mutatia Amica
Jacobstown and their involvement in the war;

3.1: All prisoners held by the Union belonging to Jacobstown shall be released in exchange for the aid of at least 140 night-kin in the war against the Texas Chapter of the Brotherhood of Steel.
3.2: Highly irradiated loads of bottle-caps shall be purified by Jacobstown and returned to the Union via two transport planes that Jacobstown shall be allowed to make use of temporarily for the duration of the operation.
3.3: The Union will never make any unprovoked assault against the settlement of Jacobstown.

Article IV: Pax Bella
Occupation and Division of Texas;

4.1: Upon the war's conclusion, the Union shall take control of the Texas region and begin arranging new government(s). These new government(s) shall be left up to the discretion of the Union and will be used to assist in repaying debts to the Legion.
4.2: The Texas Chapter shall not be entirely destroyed, however it's territorial sphere shall be reduced to the New Maxson settlement and shall undergo changes under a new administration to be established by the Midwestern Chapter of the Brotherhood of Steel.

The Brotherhood was a fraternity. A Knightly order that stood for the veneration of technology, and to keep humanity from ever damning itself once again. This 'treaty' was a neutering of a once great legacy. Believing themselves a nation.. The Grand Crusader had almost laughed at the very thought. He genuinely wished them to reform, to carry out the Codex, and live as Maxson had declared... Now, they have doomed themselves, and their entire order must be restructured. Their Elders executed for treason. Scribes had came from them, wishing for pleas of negotiation, was that all a ploy? For what? To spit on the generosity?

The Brotherhood did not like dealing with 'nations'. They believed themselves inheritors to something past. Something gone. No matter how high they shined, no matter how smart they seemed, they were always corrupt to the core. Filled with greed. This treaty is blatant in it, striving to expand. Why? Could they not be content with their own meager holdings? What was land so captivating, that so few wished to control so much. The Brotherhood had never tried to instill that they controlled the people, and yet this very document tries to paint them as if they are some entity. Some 'community'. The very thought was baffling, not to mind they were thousands of miles away from each other, but that not a few weeks ago these signatures had waged violent acts towards each other, as if childish gangs, just on a much larger scale..

The worst of it all was that the Midwest laughed in the face of the codex. Allying themselves with Mutants? As if that could save them from damnation. This entire document was a farce, an appeal to a greater authority, but being no better than slavers. Savages. Perhaps he things he's a strategist, this boy of Rome, but has fallen to idiocy in engaging mutual beneficiary talks with a very ideology that wishes to destroy him.

A war? A war this is called? No, this shall be a beating.

The Brotherhood of Steel hereby strips the Midwestern Chapter of its status. No negotiation shall be accepted until total capitulation and surrender of all traitorous and heathen elders. All true brothers shall be ordered to divert, convert, and stake their claim out of this war. Territory, territory, territory.. Another illusion of power. Power that corrupts the spirit of man, and any leader who seems to vie for it exposes his greed like a goblin. This shall be a pitfall of many great, and innocent souls, one that could have been avoided should the fear, the guilt, the envy been put aside for peaceful negotiation. As you all betrayed brothers must know, your leaders willingly accepted the terms that the Brotherhood had laid down for it. Yet, as if the tickling of a spider, the noose of lust strangled their senses, their minds. Going against a sanctified document is one that should be expected of this bygone, disgraced chapter, and what loyalty they have to this new treaty is beyond any sane man.

The Brotherhood of Steel condemns this 'treaty'. The Union has no authority over such lands outside of its control. Has no cause to justify war. Their blatant attempts to slander the brotherhood are unfounded, the Union is a new state, we excuse the naivety, we excuse the bafoonish wording in which it is stated, but to excuse such flagrant excesses, as if speaking with any authority.. The former-chapter had engaged in internal matters, such that had no cause to the Union beyond an opportunity to shore their borders. Yet, these fine renewed states see nothing but an even greater chance.. To conspiritate several groups to try and eliminate their greatest threat. One that is not blinded by the allure of grandeur. Global-domination is the only tune of one group, and it wasn't the NCR, who had tried a similar attempt to bash the order, but preferred to fight themselves . No, the Enclave is the only one that is documented, and one that eerily resembles this 'union'.

It is clear to us now that the Union must be dismantled, for the greater good of all of humanity. They may retreat to former territories such as Idaho, back to California, or hide in the recesses of the east.. Heck, they could even try to stow away to Texas, but they shall never be forgiven. Never be redeemed. They are the sole enemy of the Brotherhood and any who side with them, whether it be their mutant-slaves, or vagrants looking to expand their fantastical 'empires', is a contributor to all the horrors of the wasteland.

The Envoy


Augustus had recently entered New Vegas, it was truly a glorious city and a step up from Dog Town and certainly his military camp, though he did lack some of the simplicity of the war camp. Augustus had set together three different councils, the military, the civil and the slaves. The latter carrying no weight to their words, something Augustus liked as he could tell them to bugger off if he wanted. He could do it with all as the men generally held no importance or influence, just the minds which they brought with them. Still, Augustus wanted to be informed of all parts of his new empire, their needs, their weakness and their strengths. The new Caesar had decided to elevate men from different ranks to be his advisers, men of promise, prospect, some even with an education, but all with a sound mind. They were meant to know their people, and the Imperator expected them to. To council him as sound as possible so he could make the most well informed decision, in his self-imposed quest to transform his father’s army into an empire that would one day stretch from the waters of Western America, to the shores of the East.
He of course also had a more private adviser such as Julia, to advise in secret. He had given up Victoria, having recently granted her freedom, something he was starting to regret as he could have used her in this dispute.
The first question that had been discussed on his new councils list of decisions, was the question if the Legion should grant money to these fanatics. In this, their first task, the council had failed him, the slaves had even gotten into a minor brawl. This was less than fortunate and Caesar could see that this still left much to be desired, much to be improved, to have his councilors fight is less than ideal. Even more sadly, the councils had run out of time, the envoy was here, to present Augustus with the treaty in which his coffers would pay for the waging of war. The throne room was large, grand, a room that could serve many purposes and could fit a lot of people, but for now it was only the Imperator and his adviser who stood as the envoy entered, walking forward before bringing a piece of paper and starting to read.
As the envoy read it up, Caesar couldn’t help but smirk slightly, a courtier or two chuckling, they still needed to learn better manners of the station to which they had been elevated. The older courtiers, the old adviser and people who had campaigned with Augustus, simply looked at him, awaiting his response, those knowing him best, such as Salinus and a few others, already being able to read his reaction by the slight smirk.

The Imperator stood up, going down to the envoy look at him, “Give it to me, I wish to read it.” He said as the diplomat gave it, Caesar reading it as he went over to the side and lit it on fire. “Does your master take me for a child? First to be petted, then to commanded and directed, and finally even berated?” The Imperator looked at the envoy with anger. “To give further payment if we find it necessary for the war to continue? We do not care if it is needed for your war, my funds are dependable on the views, benefits and necessities of our great people! Not your needs.” Augustus started walking around the envoy. “That we shall not interfere?” asked with raised eyebrows, disbelief. “We will act how we see fit, if the soldiers of the Union and the Midwest cannot handle the Texan population then that is their concern, not ours, I will not be dictated to be an old senile man sitting behind a bunker.” Caesar continued to walk, stopping in front of him and looking at the envoy. “I am Caesar of this great Empire, the Imperator of all the great legions, the most august of what have been before me and of what will follow. If your master desires to deal with me, he will do well to remember that.” Augustus turned around, walking back towards the throne before stopping, sighing. “But we are all men of the world, wise rulers and great statesmen, as such we cannot let small disagreements stand between us. I will not sign the treaty and thinking I will is a fool notion, but my offer is still there. Should your master wish, then he may still loan the 200,000 caps..” Caesar said, turning back to the envoy with a smile. “At an interest rate of 10% per annum. He like all others may come here to do business and commerce” The Imperator took a pause. “I will be grand and gracious, should your master wish for a lower interest rate, then he may get one of 5%, after he has officially and publicly apologized to me for his ill treatment. I hope to see you soon again, envoy.”

Any agent of Vulpes who also provides valuable information to the whereabouts of my family, or other important documents from the reign of Vulpes will be guaranteed their current position as well as the privileges associated with said position, and continue their work under my leadership and rule. Should any agent fear for their lives then I hereby promise that no agent which makes public knowledge of their whereabouts will be harmed, and they may even seek protection from the local garrisons until such a time as they can be brought before my person.

Attention Brothers, the actions we are forced to take now are regrettable but necessary. The Brothers of New Maxson claim we are corrupt, that our actions are nothing more than a vainglorious attempt at world domination. This is incorrect, we take our course not seize power, but to change the current course of the Brotherhood who, under the current authority in New Maxson, will be considered as nothing but violent isolationists and anarchists. Currently the authority in Texas has pursed a policy of isolation and violence, only choosing to aid the people around them when it benefits them. They have also showed their belief in a world without organized government, and have proved with their actions in Missouri that they will bring harm to anyone who thinks otherwise.

While we did accept the Texans terms in order to prevent a war within the Brotherhood, their following treatment of the people of Missouri is inexcusable, and as a result we are forced break those for the greater good. They have leveled communities and uprooted dozens from their homes for not complying with their doctrine. We have regrettably thus come to this, and we not alone in this, many nations have expressed concerns over their actions intentions and by extension those of the Brotherhood. We cannot the allow the actions of the Brothers in Texas to turn the Brotherhood as a whole into a pariah and all the people of the Wasteland against our mission which is, in the end, a just one.
