World Conquest was impossible with Victoria II as well, so for me it's not a deal breaker per se.

Eh? No, it's not. It's mind-numbingly tedious and difficult, but not impossible. You are limited by your diplo actions only. What makes it inadvisable in V2 to expand beyond a certain point is that you utterly crash the world economy...

Don't take on too much over-extension, grant high autonomy (which I believe lessens revolt risk?), and abuse vassal feeding.
So yeah, if you don't want overextension, you need to vassal-feed, and if you want to vassal-feed, you can't be a protectorate... which means you have to deal with coalitions. Which will eventually limit your rate of expansion to 5 provinces per (unit of time it takes to win a coalition war). Good luck getting WC at that pace.

I have not finished watching the series, but I know the end result, BUT im curious, is he right about the vassal releasing thing. IE if he gifts/insults it knocks the AE off when he releases vassals?

If I remember correctly, ever since you had to justify wars to start them, you've been severely limited by jingoism, of all things...

Think there's a misunderstanding here.

I'm talking about WC in general. Not necessarily the Three Mountains achievement. That I think will be impossible, barring some ridiculous exploits.

Yep. Think he even put up a video on Youtube explaining it, but basically it does work.

In unexpanded vanilla it was dip actions, AHD was a bit of both IIRC, and HoD is jingoism... I did it as UK and Russia in the base game (pre-AHD) and then never again, as it's not much fun dealing with rebels on tiny islands that you can't setup a transport ship bridge too.
