I'm a bit confused about forts and all those zones of control... I'm at war with Austria/Hungrary and they seem to ignore completely my forts - they can move without any problems across my country (usually like the red arrows show). I always thought that in such situation the fort in Warsaw would block enemy from going to Ostroleka (old Wizna) to Osterode, but it's not working that way. I thought that a fort-empty province-fort-empty province-fort etc would be a good idea because two forts would definately create a ZOC and block enemy from going past that line...

Should it be fort-empty-empty-fort? Or just a fort in every province? It's confusing because durng war with TO I could not pass through TO's forts like Austria can with my similarily placed ones.

Well that was informative.
Still, it seem easier in the long run to use the fort's to prevent the negative modifiers of revels in adjacent provinces than to actually form some kind of defense line (the Ai seem to really have an easy time getting military acces from neutral neighbors and/or from uncolonized territory... looking at you Kilwa >.> )

What I find annoying is that if you merge 2 armies together with 2 different (and sometimes not apparent) points of entry, it will sometimes lock you in. This can lead to losing wars/battles since an army that was previously able to move out of zoc is now stuck. One other concern as it has happened to me often is that ZoC changes aren't often immediately apparent, as in you're able to get into a province but then not leave it as "something" has changed without being apparent.
