Either -autonomy/month or a reduction in the "minimum autonomy" level of a province (making it useful for important overseas possessions).

I think in an ideal world I'd have it do the latter and also add more things to the game that raise a province's minimum autonomy level.

maybe also a (small) core cost reduction? would fit the -LA and present us with a decision: do you want to core quickly or can you wait a bit longer and spend some money on it.

The problem with this is that you can't build anything in a province until you've cored it.

Huh? No. you do get -2 building slots. But in "tall" enough (or farm/grassland) provinces you can definitly build things before coring.
