Can someone please explain the mechanic behind score and fort maintenance? I have a max level fort in my OPM and score goes deeper into the red the more I improve the province. I can't seem to wrap my head around the reason why that would be the case. What is the optimal development vs fort level?

When I examine the Score Comparison page in the Ledger and hover over Mil. Rating I show a red negative rating for Fort Maintenance. When I develop the province the negative number grows.

Ah, it could be about army tradition. Army tradition grows when you have enough forts for your total development. When you have more development, you need to have more fully maintained top level forts to maintain the same army tradition growth from forts.

You need a certain fort level per dev point to achieve the max Army Tradition. I think the amount is the same for the score.

Check the wiki, if you find one, you've found the other.

Pretty sure this is it:
You need a certain fort level per dev point to achieve the max Army Tradition. I think the amount is the same for the score.

To explain it differently: The Fort Maintenance component for your Military Score is probably directly related to the Fort Maintenance component of Army Tradition. For Army Tradition, you need 1 active, current-tech fort per 50 development.

When you developed the fort province, you increase your total development without increasing the total number of forts (i.e. forts/development decreases), causing your score to decrease.

Instead, to increase your military score, you need to build more forts, keep them active, and update any old forts. While you might have a valid reason for this (is this the score used for contesting inheritance?) , most people (myself included) think this is a waste of ducats (in single-player, at least).

That may be the issue. I am a OPM at max fort level and well over 70 development, but in the red with the fort maintenance modifier. I am going for an even 100 development at a leisurely pace. With no way to stick a second fort in the province I guess I will slowly spiral down the military rankings. As for the score system itself...well I just like to try everything the game has to offer and find comparing the detailed score breakdown a good way to measure how my friends and enemies are developing. Score comparisons seem the most handy way to get the info at this time. I would like it better if espionage levels gave me quick reference to details like that, but I'll take what I can get.

Looking at first (development, income) and military tab is a way better method to compare nations, imho.
