One thing I noticed in this game is that it is useless to waste time upgrading each level of forts and time consuming to do the same for rails.

The one change that I can see making these things usefull is simply do the following:

1) You go to build a fort on a province
2) if you have no forts there already and researched lvl 3 forts
3) you begin building a lvl 3 fort no matter what
4) the penalty for skipping levels is an increased build time
5) this makes the 50 or so year build time for lvl 5 forts obselete
6) a good penalty for going from nothing to lvl 5 forts would be 10-20 years or so and maybe an increase in cost

Same for rails and any ideas would be great

Just to clarify, the rails are fine since you are forced to build them anyway but this would at least make it possible to build a lvl 5 fort before the turn of the century(maybe a little extreme...1880 is more like it)

Possible time penalties:

1)Starting level 0 End level 5 ( 5 levels x 4 Modifier = 20 years build time)
2)Starting level 3 End Level 5 ( 2 Levels x 4 Modifier = 8 years build time)

The cost could also be muliplied by the same mulitplier
