I am a bit troubled by the fortress system in EU, so perhaps it could be changed a bit to the sequal.
Complaints.
1. I find a bit unrealistic to have a fortress with a garrison of 20.000 troops stationed in it, it could of course mean that there are several fortresses within the province, but I just don´t buy that you have 20.000 troops stationed in several fortresses in one province, how many provinces had more then two fortresses in it (not just upgraded castles, I mean real fortresses).
2.In a newly conquered province, where does the garrison that moves in come from? Out of thin air? One should be forced to garrison it with troops from your armies. This goes to newly built or uppgraded fortresses as well.
3. If I´m running out of troops in my field armies, as well as cash to recruit new troops, why do I then have fortresses packed with infantry and artillery in Lyonannais and the war is against England? I want to be able to strip that fortress of troops and cannons and send it to bolster my armies.
Proposal.
1. A level 1 fortress can contain 1000 troops and ten cannons (just raise the bonuses they get from being fortifed, so it isn´t to easy to conquer). A level 2 fortress can contain 2000 troops and 20 cannons, and so on.
2. A newly built or newly conquered fortress has a garrison of Zero. You have to recruit the soldiers and artillery and send it to the fortress for garrison.
3. You can ungarrison a fortress at will.
