Seems negative numbers don't reduce fortress value when used in fortress event.

Wouldn't surprise me, as I doubt any of the standard events try to reduce a fortress. Havard's guide doesn't comment either way.

Can anyone else confirm this report?

I got such an event in 1.08 beta patch (the one before the sep beta) using the AGCEEP MOD and it worked. E.g. my minimal fortress in my capital province of Accra was removed and the result was "none" fortress. I think also another one went from small to minimum but I cannot say that for sure.

It is also used in vanilla EU2 event LIT 3461 (Civil War in Lithuania). (I think that's the only place in vanilla EU2.)

What's the exact event that isn't working and what's the situation?
