What if you could assign an army to fortify? Like, if they were in a hilly terrain, they would get huge bonus, unlike if they fortified in a swamp, they would lose bonus or some? This needs some thinking.
there are already genreal defender bonuses for attack into mountains or over rivers. You must consider it isn't an area of 10 km you're speaking about - it's a whole province!

The scale is the biggest obstacle to this idea. It would be rare for a gneral to attack a fortified army. They would maneuver and try and force them out of that position by threatening their supply lines. Problem is the game doesn't really allow for much manuervver- you're either in Thuringia or not.
