I posted the following on the CORE thread a few weeks ago (at that time only CORE was using the fort_attack modifier). Now I notice that 1.05b is using it also. It does not seem to be working correctly. In case this is not yet being looked into I will repost my comments here.
Flamethrowers
While playing, I noticed that getting the +3 bonus to fort_attack from 1202 Modern Flamethrowers did not seem to change the results of attacking a fortress so I experimented with the fort_attack value. Here is what I found:
Between -99 and 99 the fort_attack modifier has no effect on the attack/defense effectivity of the attacker shown with a tooltip in the combat box. Combat results were similar for all values supporting the idea that the modifier was not working as intended in this range.
At 100 the attack/effectivity increases exactly equal to the original fortress penalty (9 * fortress level) thereby completely eliminating the fort's impact on combat. This result remains the same all the way to fort_attack value = 199. Again combat results for this range of values were similar to each other and to the same province with no fortifications.
At 200 the effectivity goes up another (9 * fortress level). In other words the fortress becomes an advantage to the attacker!
At -100 the fortress penalty is doubled for the attacker, in other words a level 3 fort acts like a level 6.
