What specific fort rule am I not understand that is allowing my enemy Jaunpur to walk from neutral Roh, through my active for in Badahkistan, into neutral Yashilkul? My fort was activated before this war even started, so it isn't like they began their move before that fort was putting out a zone of control. Their return province should be the last province they entered before moving into my zone of control, which is Margalla. Upon entering Roh the only valid moves should be to attack Badahkistan, move to Baltistan or return to Margalla. Despite this they are advancing into Yashilkul?

Edit: They moved into Yashilkul, then returned across the same route to lift the siege in Lahore, then proceeded back across my fort along the same route, into Uzkend and down to Kokand.

Forts don't project zone of control on other nation. he can go in and out as he wish. That fort is pretty much useless until you get more land around.
