Because it just means "realm," and IIRC the 1939 borders of Germany were (not including colonies) larger than those of the Second Reich? It's not anywhere close to reviving the HRE name and tradition-wise. It was an attempt at legitimizing something new by referencing something old (though not so old at the time), not recreating something over a century dead, or at least coopting the name.

Historical plausibility and semi-realism, something past HOI titles at least attempted.
On May 6, 1946 Dwight D. Eisenhower seizes power of the USA and proclaims he is a true descendant of the Roman Emperors. He then restores the old borders and moves the capital of the United States to Rome, establishing the true 3rd/4th Rome.
On March 8, 1947 the ruler of Iran discovers he is descended from Genghis Khan and the new Rome helps him restore the borders of the Mongol Empire in the Empires faction.
Brazil attempts to restore the Caliphate, but fails because they didn't have enough rubber to overcome Pax Americana.
Stalin takes refuge in Japan, which took the unthinkable path to Communism.

Historically, people claimed that they were the Eighth Rome or whatnot all the time. All it is is a name on a map; it's not like they're reinstating feudalism and electors. And it's not even something that's visible unless you take a very specific path that no one is going to be doing without knowing it exists.
You guys remember that Greece has the ability to revive the Byzantine Empire in Victoria 2 right?
There should be a Scandinavism movement. It would be interesting to see a tree for Denmark, Sweden, and Norway. Finland especially would be interesting due to their history of balancing relations with Germany and the USSR.
IMO, more historical than the Byzantines surviving past 1450s in EU4. Plus, they probably would call themselves the Byzantine Empire!
Agree, this was even shown during the Winter War when Sweden, Norway and Denmark were helping Finland which was symbolizing friendship between Scandinavian nations.
Indeed. In Vicky 2 it's always one of my long-term objectives to reestablish the Byzantine Empire and Poland in order to create a block to Prussia, Austria, the Ottomans, and Russia. Either one on its own is unlikely to stand, but with both in an alliance with me (I usually play France or the US) they change the geopolitical picture significantly.
As I recall that was a decision a lot of people thought was fairly silly.
I'm sure if the HRE in Hoi4 is a goer, though, in five years somebody will be justifying further silliness with "hey, they let you reform the HRE in Hoi4, so..."
There's nothing wrong with including something as an easter egg as long as the AI never does it. I honestly don't see the problem.
