Agree, this was even shown during the Winter War when Sweden, Norway and Denmark were helping Finland which was symbolizing friendship between Scandinavian nations.There should be a Scandinavism movement.

As I recall that was a decision a lot of people thought was fairly silly.
I'm sure if the HRE in Hoi4 is a goer, though, in five years somebody will be justifying further silliness with "hey, they let you reform the HRE in Hoi4, so..."
