Forgot to add that we can of course see all of virgin Africa except for Lake Victoria. Is there any way to discover that, or is it forever doomed to remain TI inside the Uganda wasteland?

Move an explorer into an adjacent province and keep moving them around until they spot it. If its not actually set up as adjacent to any explorable province you'd need to edit the save. There's another small blank lake in there too. I'm not sure how to edit the game to change what provinces counts as adjacent for lakes, but editing the save to make it explored would be fairly easy.
That's my point, Lake Victoria doesn't appear to be adjacent to any provinces because it's entirely surrounded by wasteland.
