This is just for the Swiss confederacy: It's creation is tied directly to the HRE's structure and way of handling vassals, the fact that you can even form it as a feudal ruler rather than a republic one is already PDX being loose about it.

To spoil a little secret on this one, we originally had plans for a special government type that you'd switch into when you formed the Swiss Confederacy, but we had to cut it late in HF's development because of time constraints and a lot of annoying complications. As we had already announced Swiss Confederacy as a thing, we chose to leave it as it is now.
