I'm a little confused as to how Austria is supposed to form the SGC. When I took Sigmaringen from Prussia and pressed the form SGC decision, the SGC was formed as a country in my sphere. How do you turn into the SGC yourself? I read somewhere that you may have to knock Prussia out of GP status, but of course when I did this Bavaria become a GP, thus leaving my sphere.

Forming the SGF as Austria is quite silly. Don't even bother with it. The SGF will start as your Puppet, but will become a Great Power no matter what you do. Not only will you lose Bavaria, Württemberg and Baden as your spherelings. But you will also create unnecessary competition for yourself. Forming it as Bavaria however is great.

It has its use. With SGF as a GP, Prussia will not be able to form Germany. German nationalists will probably do it eventually, but the important thing is to keep Prussia out.

I usually do it. In my current game I plan to unite all of South Germany, and forming the SGF first makes the total infamy-cost lower.
