Forming Russia as ex. Pskov doesn't give you the achievement "All belongs to mother russia".

The description for the achievement "All belongs to Mother Russia" says:

"Start as a country of Russian culture and form Russia."

...However, I started as Pskov and formed Russia, and I didn't get the achievement. I googled about it, and the conclusion I got is that you must be muscovite to unlock the achievement.

To me, it's a bit wierd. Because in the description, it just says "Start as a country as Russian culture" and not the exact culture, which in this case is muscovite. Pskov, is novgorodian. Which is russian.

Might this be a EU4 issue?
Russia in HOI4 is formed as a result of either a Soviet revolt or i think as a result of a peace treaty with the allies winning over soviets

Yeah the achievement was probably broken when the Russian culture group was split up.
Back then Muscovite culture was known simply as Russian, so the achievement only checks if you're Muscovite.
