I'm almost finished with my current (ROTW) game, and noticed at one point that Wallachia were doing pretty well for themselves, and had conquered the Moldavian region. However, they didn't seem to be forming Romania despite owning all Romanian culture provinces. I checked the wiki and it turns out the formation decision requires... Silistria, a province that is of Bulgarian culture. Furthermore, about two thirds of Silistria province is now in Bulgaria, not Romania.

Would it not be a better idea to remove this requirement from the Romania decision?

It would be a better idea to split Silistre into two provinces: Dobrogea/Dobruja to the north, with Constanta as the province capital and the southern part can remain Silistre. Altough it was not a part of Wallachia when Romania formed by uniting the Moldavian and Wallachian principalities. I guess you're wright...but then you should also remove Maros because that wasn't either.
EDIT: and then Romania could also have claims on all the territories it historically had (see Greater Romania). But that would necesitate a Romanian region and I saw that they are adding a Carpathia region that would include all three principalities and Hungary
