The 'pagan' umbrella is a bit generic and I object to it. Pagan is a Christian term applied to ancient polytheistic religions. It even comes from paganus, which is basically Latin for redneck or bogan. More specifically, the Roman Empire's official religion was Sol Invictus, but there were a great number of other religions including Mithra and the Imperial Cult (which was encouraged for obvious reasons).
You're talking about pretty late in Roman history though. They were pretty pagan in the beginning. Even after the partial switch to the more centralised cults, they're still entirely within the pagan umbrella. The fact that the umbrella is kinds insulting doesn't change that.
