Is it possible to form Prussia being a republic? I'm currently playing as Hansa and passing for all requirements (except administrative tech level), but still I don't see any decisions that allows me to become Prussia.

Is it even possible to form Prussia as a republic? Could other german culture (hannoverian in my case) form Prussia?

You could release some vassals, then integrate them after 10 years.

Easier said than done, with republics (RT hit is ridiculously punishing) but that's the only way to do it, if you've already integrated them.

My advice would be to release one vassal on the fringe of your lands - say, Oldenburg, if you've taken that - then sell it Hannoverian cores. At the same time, try to increase the amount of Prussian/Saxon/Pomeranian provinces you have - try to culture shift. At the same time, try to take the decision to culture shift once you've already lost a stability through an event - ie, once a -1 stability event hits, as republics suffer commonly due to their unimaginative events, take the decision. The negative stability will only go to -3, and you'll 'only' have to spend 600 or so ADM points to get it back up to 0. That's assuming you've been using the re-elect mechanic, and your Republican Tradition is pretty low.

Don't release more than one vassal. Just feed cores to one, it'll be less punishing on your RT.
