Hello.

After having a blast of forming the Netherlands as Gelre, I found that there is sort of a... problem with it.
After forming, I get a -20000 diplomatic penalty when trying to form an alliance with everyone.
If I were to suggest vassalization, I get -50000 diplomatic penalty.
If I were Prussia I could role-play that I got my capital on the dark side of the moon, but as Netherlands...

Now, my diplomats are awesome. I know that for a fact. They saved my live a couple times in this game.
But I'm afraid this is even too much for them to handle.

I'm basically locked out of "friendly diplomacy" at the moment. Once my alliances break I'm toast... War is of course not affected by it.
So, not going to ask if this is intentional. Rather going to ask if there is something I can do as a workaround while waiting for a fix?

Yes, there is a bug with forming and releasing nations, where their distance to other nations is not calculated right. It's recalculated if you get (or lose) another province (by conquest, diplo annnexion, etc).

This always happens when you first form any nation, though it also fixes itself the next day. Out of curiosity I have to ask whether any of your provinces currently appear to be your capital.

As per workaround, you can hopefully move capital then give yourself 200 admin points. Otherwise you'll need to hack your save files. Not sure how to do that but you can probably see how capitals are recorded simply by searching for "capital" in the save file and then add the same line to the appropriate place for your country.

Or if PanH is correct, try releasing a country as a vassal and then annexing it and coring it via console.

It's an Ironman game, so I suppose the console cheats won't work? Never tried them before. I still need the Sinaasappel achievement, so I'd rather not kill the Ironman status.
I'll play some more later and wait for an opportunity to take/lose a province, as it doesn't make me waste a capital relocation (that's 200 admin, right?).
I just branched into Exploration Ideas though, so if colonizing a province works too that would be the best case scenario for me.

@Hakairyu Gelre appears to be my capital. It does at least have the capital icon on the map. I'll confirm in a couple hours when I get more time to play that it actually is recognized as the capital.

@PanH Does this mean this bug applies to all nations that are released in peace deals, too? Like, releasing nations out of France, but then not being able to diplo-vassalize them until they gained/lost a province? That would be pretty annoying :/

Thanks for the feedback. You guys give me hope that this save is salvageable pretty easily by just gaining a province :)

Yes it's a new ironman game under 1.8 with the AoW DLC (and all other DLCs for that matter).

Same thing happened to me (Friesland -> Netherlands). Reloading, changing capital (to Holland), and taking a new province (Brabant) didn't solve it...for everyone, at least. I've been playing for a few years after that and for most of the countries I care about it's fixed. But there's still a few that have the -19000 penalty, and I can't detect a pattern.

This is bad news. And here I thought it was an easy fix. I guess I'll give it a shot nonetheless. Since there's no pattern like you say, perhaps I'm lucky and it fixes itself for me.

This happens with all formable-by-decision nations in games begun in 1.8, it seems, because I've also seen it in screenshots when Russia forms and when Prussia forms over the last day or two.

Yes. All nations that formed through a decisions, or were released (peace deal, rebels or willingly). Afaik, you can fix it by conquering a new province yourself (it's not necessary that they get a new province, just that one of you gain/lose a province.
