Ok as clarification I am trying to form persia and tabarestan, and had carved 2 provinces off of the timirids amazingly. THen they got broken by rebels and now persia exists. Do I have to restart or can I devour persia then form it?

You can even vassal feed Persia, diploannex Persia, then form Persia.
