I started a game as Malacca and got to a point where I had picked up Pattani and all of Sumatra. Then I conquered the necessary provinces of Java. The game said I had met the requirement of the 4 provinces on Java, but it said I still needed to meet the "all of two regions" requirement. Now I also control all of Borneo. The only things I don't control that could possibly be relevant are the island colonies near Sumatra. But then the Malay peninsula and Borneo should be enough. Is this a bug, or am I missing something?

It helped me to unlock the achievement in nearly no time at all.

Yes, of course I read that. I'm saying it didn't work. I got ALL 3 of the Malay peninsula, Sumatra, and Borneo, and the game still gives me a red X for getting any 2 of these. The game does not list anything else I need to do--it credits me for the 4 provinces in Java.

It sounds to me like a bug in the current version.

It requires all provinces that are part of the island areas. This means you have to control some of the islands of the coast, see the area map mode to find which ones.
For it to count Java you need all provinces belonging to the areas of Java, for it to count Sumatra you need all the provinces belonging to the areas of Sumatra, and so on :)

colonized them fully ? because that takes a bit of time.

I appreciate the help, but these answers have not addressed my particular issue. Let me try to be painfully specific. The Malaya page on the wiki shows provinces with 4 different colors. It seems clear that I should be able to form Malaya if I control the 4 green ones and all of two of the other colors. In my current game, I control ALL of the provinces of ALL 4 colors. I took some of these from other countries, annexed some from vassals, and colonized others. If the issue is that you need to take them by "conquest," then that would make Malaya unique among formable countries. As Viyajanagar, I had no trouble forming Bharat using a combination of starting provinces, conquest, and diplo annexation. Shouldn't that work here as well? The Malaya wiki page doesn't say that your own home region doesn't count.

If people really think I am in error on what I control, I would be willing to type in the names of all the provinces.

So far, nobody has agreed with my contention that this might be a bug, but neither has anybody offered any other explanation. Is there anyone at Paradox who could check this out?

It's not like this is ruining my game. I'm up to 6th place and in the top 4 or so for economic and military power. I've Westernized and I am catching up on technology. I have colonized all of the Philippines, all of the main islands of Indonesia, and several provinces in South Africa, and I've got 3 colonies on Australia. As a newby, this is far and away my best game. But if this is my mistake, I'd like to learn something new. And if it is a bug, I would expect that Paradox would want to fix it.

It very well could be a bug what with the dlc release. It would help if you posted a picture for us or a savegame for paradox (in the bug reports forum)

The wiki is simply incorrect (as is often the case when the game is updated).
Follow the instructions I gave you and you'll be able to form Malaya. I tested it before posting to be sure.

I did and I already replied ;) did you try what I told you? If it still doesn't work you may have a bug and should post the game in the bug forum :)
As the current tooltips seem to cause confusion I'll try to update them to be more clear. The fact that the game doesn't follow wiki is not a bug though as that relies on players to update it.
