I'm playing a campaign as Milan with the aim to form Italy. I have secured myself as the HRE Emperor. However I think I remember reading somewhere that once I form Italy, I am removed as the emperor. Now I cant seem to find where I saw that, but I think it would have been to do with the fact that the capital gets changed to Rome when I form Italy, and since Rome isn't in the HRE, that's why I would get removed as Emperor. But if I add Rome to the HRE through prov decision before I form Italy, will I still stay the emperor once I form?

To put together what has been said...

Your current status as emperor is unaffected by changing your capital to Rome whether it is an HRE province or not. The only ways to lose the crown are to change to an ineligible government type, have your ruler die, or allow the HRE to be disbanded.

If you do not add Rome to the empire at some point your status will change from HRE member to non-member. This will possibly affect your elector votes as instead of "large HRE member" you will get a penalty as a non-member. This does not apply to electors that are your vassals/PU juniors (or yourself if an elector).
