Does it seem weird to anyone else that forming Europe doesnt give cores on any of Europe outside of France, Germany and Italy (not even the parts that are required like the BeNeLux) but forming the Roman empire gives cores on everything that was ever in the roman empire (and even parts of Iraq that never were)?
