Forming Empire of France and other issue

Hi guys, I cant form the Empire of France. Now I have created the Kingdom of France, Auqtatine, Bretagne and Bourgogne. When I tried to created the French Empire, the bottom shows me "The notion of the greater Frankish realm has not yet fade into history".

Another question is, why the decoration around my character becomes green
