It just doesn't fit into this timeframe. Historically, an "Empire" was a state that claimed legitimate inheritance from imperial Rome as the ultimate sovereign to which all kings were subject. From that perspective, it makes sense why only the HRE (papal claims), and the ERE (legitimate descent) are the only two de jure empires.
That would take under 5 minutes to mod.

That founder the Tsarist line, with in the 1500s, was established by Ivan the Terrible, and lasted until Tsar Nicholas II, who was despised by Lenin and the Bolsheviks. But between 1500s and 1920, Russia was so large it was considered an empire.

Some dude with a bunch of crowns did in fact declare himself emperor. Unless the HRE goes and unseats him, their recognizing his claim in true imperial fashion.
