You could also argue Alexandria which was the 'Filiki Eteria' main goal.
And maybe Greece could be formed with just Achaea, Morea and Athens as originally it was formed with just the first two.

Yes, possibly you would just need Achaea, Morea and Athens to form Greece. However if you are in possession of areas considered part of 'Greater Greece', i.e Thrace, Smyrna, Sicily, Alexandria, they become instant cores. In an alternate history scenario this could have been a reality anyway.

AH!!! Which leads me to ask another question, what are the criteria for having a formable nation in this game? Does it need to exist in the EU3 time table, somewhere around it, and does the country not need have existed, but just the idea of its nationalism or independence etc. etc....... like Illyria. : )

It's a matter of the paradox developers adding it to the game files. Great Britain, Spain, Russia, Italy, & Scandinavia are in. Germany is in I assume, Netherlands exist, though I'm not sure if that's a cultural union. It would be good if there was some sort of southern-slavik union, based on Yugoslavia or something, but that's probably a long shot. Anything outside of Europe is Greek to me.

The question is not only which nations formed, but which nations could have been formed. If we knew which blody crown Charles the bold wanted for example, even if he failed at it, adding a decision to turn Burgundy into said kingdom would be a natural option.
Scandinavia is in also because of that...

There are a few that are more related to fan service (byzantines in victoria II, byzantines on damn HOI) or giving a sucessful player a reward (romania for someone that manages to be a good wallachia/moldavia)

How about byzantium being greece tag with imperial title? Byzantine is modern term, their real name was eastern roman empire. Same goes for mamluks, they were just rulers of egypt.

Are you saying that the Mamlukes should be able to form Egypt? Maybe they should have to modernize along with some other stuff, I don't know, but I do like the premise.

A South Slav union would be nice, maybe some Afghan or Turkestani cores to make central Asia more interesting, an Arab cultural union and maybe a few sprinkled throughout Africa. Any others would be a little too unhistorical, I think (although, Scandinavia).

I look forward to forming Ireland, as for whatever reason (probably geographic) it always seems like playing as an Irish minor is a good introduction to the game, be it Europa Universalis or Crusader Kings.

Generally there's time to get your bearings as you subdue the other Irish kings (or counts/dukes in CK) and thereafter are faced with a perfect intro into facing down a superior nation as you try to gain control of Meath. By the time you've figured out how to unite Ireland (assuming it's not on an easy difficulty) you're generally ready to take on most situations.
I didn't find this to be the case in EU3. In CK2, Ireland is a modestly-strong kingdom and the English don't invest much in conquering it. In EU3 Ireland is much weaker relative to England, and England has a much easier time making war on it. Playing as Ireland in EU has usually been an exercise in frustration for me.

Ireland is CK in miniature: warring powers, rebellious vassals and the threat of invasion from the east. This makes it fun! But in EU Ireland is impossible for exactly the same reasons.

P.S. I want to form 'Europa'
