Formable for Slovene Culture

I'm not so sure it's necessary to make a formable when you would only need to conquer about three more provinces to form it. But I hope you won't be too disappointed at being stuck with Cilli - if you can manage to survive long enough, they have a pretty cool NI set

In terms of bonuses, they look fine to me. Cilli's are not super powerful either, rather they have quite an interesting set that will be useful for certain play styles, just to be clear.
