Sounds reasonable,i personally feel all of the german HRE groups should be able to make special nations,we already got westphalia and prussia after all.
Maybe we could also add the confederation of the rhine for the rhinish.

Add all of them,it would only take a few files and would make the numerous tiny HRE states a bit more enyojable to play.
Austrians have austria,bavarians have bavaria,flemish have flanders,swis have switzerland,pommeranians have pommerania,saxons have saxony,prussians get prussia(eventually),dutch get the netherlands(eventually) and westphalens get 2 nations!

I think they should improve those formable nations, own ideas etc so it would acutally be fun to play a country with generic german ideas
