People often say Brandenburg, because it is close to the provinces you need for the unification.
However, I have had more succes with Bavaria. Bavaria gets a few nice conquest missions on it's neighbours, giving cores on about 4 new provinces I think. That gives you enough power to take on the other states. then it's simply a case of forcing thrones and inheriting the required nations (Brandenburg, Saxony, Anhalt etc). You might want to vassalise a bunch of nations along the way to get some cannon fodder.

So, Brandenburg is very close to teh required provinces and already holds one herself, while Bavaria has conquest missions that easily grant her the strenght to expand much more easily. Take your pick.

A gamey option: Bohemia, wait for Brandenburg to break from Union, DoW and PU them, retain the Empire and then change culture to German. From this expand via misisons/vassaltions.

Use a few PU's over the nations you want to inherit, and vassalise a bunch of the ones you can't or aren't (yet) interested in. Also, make sure you do those missions first, before going further. They really double your strenght, which is mandatory in case someone like Austria comes knocking.
It's funny, I have that problem with Brandenburg, but Bavaria somehow worked the first time I tried...

So another question then, how do I PU countrys. I have never really understood that part
A PU requires a royal marriage, and for their king to die (or be killed) while your own bloodline stands to inherit the throne, or something to that effect (Others can probably give a more accurate answer). The odds aren't high (it happens to about a dozen or so countries over the entire course of a game), so unless you're lucky or spamming royal marriages in production-line quantities, having it happen to you multiple times in the same game is unlikely. I've had it happen to me about twice in the past 4-5 games.

You have to culture switch in addition to moving capital. Cultural unions (Great Britain, France, Spain, etc) can't switch cultures i believe, but it's possible with any other countries. Unlawful territory can happen to anyone and that's why you should remove the provinces from hre that you conquer as a non-member.

I think the event doesn't fire when you're at war (the +0.25 infamy is still there). The only way to avoid them is to have cores on the territory you take (by missions, PUs, events).

The infamy will gradually wear off, so you have to take it VERY gradually. If you use a "Cassus Belli" ("cause of war") as an excuse (In HTTT and DW you can select any that are available when you declare war), the Infamy is sometimes discounted. Picking up a couple of provinces at 1/2 or 1/4 the Infamy is a big help. Gobbling up a 1-province minor country (OPM) without a C-B costs 8 Infamy, which you can sometimes get for 2 or 4 instead. Vassalizing a 2 or 3 province country, then annexing them diplomatically after 10 years, gives you a 4 point hit for the whole set, followed by another 4 points when you annex; the per-province cost is lower. In cases such as "holy war", etc., you can grab non-capital provinces for 1 point. Taking them from other HRE states for full Infamy cost is just painful.

Note that the more "illegal" provinces you own (where you don't have a "core" in that province), the less favorably the other HRE states will view you. You gain cores either after 50 years of ownership, or via events and missions. I often avoid confrontation with neighboring HRE states until I get a mission that grants me a core on a province of theirs for taking it. Playing as an HRE member, you usually need to expand very gradually, waiting until you shed Infamy and until you gain cores on any annexed land before taking more.

As a sidenote, I've played a successful game as Teutones/Prussia and I'm still far from forming Germany, the game clock will probably run out before I can get cores in the required provinces. I *might* still do it if I wanted, but it seems not worth trying. I'm that much concerned in elsewhere.
