Form China?

Now people say that this national decision is bugged, but, is it bugged for both Manchu China and Ming China, or is it only bugged for one of these two countries?

As far as i know, is bugged only in the Manchu

Only the Ming decision is bugged (Form Chinese Nation). Manchu decision Form Qing Dynasty is fine. The problem comes from the faction system which is for Ming only (this is why the problem exist). The Ming decision results in bugged save files.

ming is china. or manchu. whichever happens to be china at the time
