It usually comes down to the question of whether a player as Germany could better use 3-4 Panzer divisions or 1 Battleship.

I don't know if it is such an exploit.
In 1936 everyone knew that Britain had a massive navy. If you side with them, then you'd have the benefit of their ships helping out. If you side against them (without having a significant navy to begin with), then you won't have enough ships to compete anyways.
