Hoshiko noted the restrained atmosphere as
Atago docked at the venerable Portsmouth Naval Base. While the greetings made by the Foreign Secretary were polite enough, the enthusiasm was subdued. It reminded her of two cats circling one another uncertain as to the others intent. After being escorted to a waiting car, Hoshiko was driven to Whitehall, where Prime Minister Baldwin was waiting for her.
She was a bit concerned; however, about reports that Baldwin would soon be stepping down from the Prime Minister's office in the wake of King Edward's Abdication. It all added to the air of uncertainty surrounding the future of Japanese/British relations.
But then Baldwin's future was not really the point was it? The Empress thought to herself. The REAL source of her anxiety was the fact that her belief in the need to restructure the balance of power in the Far East... In the belief that the peoples of French Indochina or in Borneo should have the same opportunity as those in Hong Kong, Manila, or Seoul... could very well be seen as a challenge and a direct threat to the British. Such was not her intent but then ;as she had long been taught, perception was more important than intention...
"Ah! Your Majesty." Baldwin greeted her upon her arrival in Whitehall. He bowed.
"Prime Minister... It is good to make your acquaintance."
"Thank you Your Majesty, but I assure you the pleasure is ours..." He seemed slightly apprehensive and Hoshiko noted his eyes flitting to the reporters and photographers. He seemed to relax ever so slightly as they went inside and they were safely out of earshot of the press.
"Forgive the rushed greeting Your Imperial Majesty, but His Majesty the King is waiting for us in the Locarno suite."
Hoshiko suppressed a look of surprise, having been given no indication that the new King had planned to meet with her. Still, some surprise showed on her face and Baldwin smiled more naturally.
"Our apologies Your Majesty, but His Majesty wanted to meet you informally and away from the prying eyes of the media..."
