I'm in the year 1159, playing as a three county Duke of Holland in the HRE. The missing de jure county is Sticht, part of a large Kingdom of Lotharingia, also in the HRE.

Lotharingia controls Liege, which is ruled by a Prince-Bishop, who has a large retinue of 3500 troops. I can't understand how he has such a large retinue cap with only one county. Is the retinue assigned to him by the Queen of Lotharingia or something? He has a terrible martial stat (4) so not sure why that would be the case if that is the situation. Or am I missing something about the retinue system?

Maybe he used to have a lot more land (possibly as a king-bishop) and then lost it, while he still kept his old retinue? Or are you sure it's not the king of Lotharingia's and just hanging out?
